Brown ) recognizing Faith’s Haven Animal Shelter, a non-profit organization in the district. The Member for Baie Verte - Green Bay (B. Warr) recognizing Dr.

Todd Young and his medical team at Main Street Medical Centre. The Member for Bonavista (C. Pardy) recognizing Gerald Thomas of Musgravetown and his volunteer efforts. The Member for St. John’s East - Quidi Vidi (J. Abbott), with leave, recognizing the work of the Chalker Place Neighborhood Centre and its staff and volunteers. Ministerial Statements The following Ministers provided statements: The Minister of Municipal and P rovincial Affairs (J.

Haggie) congratulating Municipalities Newfoundland and Labrador and the Professional Municipal Administrators on the success of their annual conferences held this month in St. John’s and Gander, respectively. The Members for Grand Falls -Windsor - Buchans (C. Tibbs) and Labrador West (J. Brown) responded to the statement.

Presenting Reports by Standing and Select Committees There were no reports by Standing or Select Committees presented. Tabling of Documents There were no documents tabled. Notices of Motion The Minister of Finance and President of Treasury Board (S. Coady) gave notice they would on tomorrow introduce a bill entitled: “An Act to Amend the Liquor Control Act and the Liquor Corporation Act” (Bill 62). Answers to Questions for Which Notice Has Been Given There were no answers to questions for which notice had been given.

Petitions The following Members presented petitions: The Member for Humber - Bay of Islands (E. Joyce) regarding amendments to the Limitations Act to remove limitation periods for civil child abuse claims. The Member for Bonavista (C. Pardy) regarding the diminished cell phone coverage throughout the district. The Minister of Industry, Energy and Technology (A. Parsons ) replied to the petition.

330 Tuesday, October 31, 2023 The Member for Labrador West (J. Brown) regarding the need to enact legislation banning the use of temporary replacement workers during a strike or lockout. The Member for Ferryland (L. O’Driscoll) regarding reinstating the approved extension to the Robert E. Howlett Memorial Highway. The Minister of Transportation and Infrastructure (J. Abbott) replied to the petition. The Member for Placentia West - Bellevue (J. Dwyer) regarding a replacement for Canning Bridge in Marystown. The Minister of Transportation and Infrastructure (J. Abbott) replied to the petition.

The Member for Torngat Mountains (L. Evans) regarding the need to ensure the development of provincial incentives and rebate programs include northern residents of Torngat Mountains. ORDERS OF THE DAY The Speaker (D. Bennett) called orders of the day. Pursuant to notice and on motion, debate commenced and concluded on the motion standing in the name of the Government House Leader (J.

Hogan) as follows: THAT notwithstanding Standing Order 9, this House shall not adjourn at 5 p.m. on Wednesday, November 1, 2023, but shall continue to sit for the conduct of government business and, if not earlier adjourned, the Speaker shall adjourn the House at midnight. The Speaker put the question and declared the motion carried. Pursuant to Standing Order 11(1), the Government House Leader (J. Hogan) gave notice they would on tomorrow move the House not adjourn at 5:30 p.m. on Thursday, November 2.

331 Tuesday, October 31, 2023 Pursuant to notice and on motion, debate commenced and concluded on the motion standing in the name of the Government House Leader (J. Hogan) as follows: THAT in accordance with Standing Order 65, the Public Accounts Committee shall comprise the following Members: Member for Exploits (P. Forsey); Member for Placentia - St. Mary’s (S. Gambin-Walsh); Member for Baie Verte - Green Bay (B. Warr); Member for Labrador West (J. Brown); Member for St. George’s - Humber (S. Reid); Member for Lake Melville (P. Trimper); and Member for Cape St. Francis (J. Wall).

The Speaker put the question and declared the motion carried. Pursuant to notice and on motion, the following bill was introduced and read the first time: A bill, “An Act to Amend the Pension Benefits Act, 1997” (Bill 61). On motion, it was ordered the above-noted bill be read the second time on tomorrow.

Pursuant to order and on motion, the following bills were read the third time and passed: A bill, “An Act to Amend the Access to Information and Protection of Privacy Act, 2015 No. 2” (Bill 56); A bill, “An Act to Amend the Buildings Accessibility Act” (Bill 52); and A bill, “An Act to Amend the Schools Act, 1997 No. 2” (Bill 43). Pursuant to order and on motion, debate commenced and concluded on second reading of a bill entitled “An Act to Amend the Mineral Act” (Bill 59).

Pursuant to order and on motion, a bill entitled “An Act to Amend the Mineral Act” (Bill 59) was read the second time and, on motion, it was ordered that Bill 59 be referred to a Committee of the Whole now.

332 Tuesday, October 31, 2023 Pursuant to order and on motion, the House resolved itself into a Committee of the Whole to consider a bill entitled “An Act to Amend the Mineral Act” (Bill 59). The Speaker left the Chair. The Deputy Speaker (B. Warr) took the Chair of Committee of the Whole. On motion, the Committee rose. The Speaker resumed the Chair. The Chair (B. Warr) reported the Committee of the Whole had considered the matters to them referred and had directed them to report the Committee had recommended, without amendment, a bill entitled: “An Act to Amend the Mineral Act” (Bill 59).

The Speaker put the question and it was ordered the report be received and adopted. On motion, it was ordered that Bill 59 be read the third time on tomorrow. Pursuant to order and on motion, debate commenced and concluded on second reading of a bill entitled “An Act Respecting the Quarry Resources in the Province” (Bill 58). Pursuant to order and on motion, a bill entitled “An Act Respecting the Quarry Resources in the Province” (Bill 58) was read the second time and, on motion, it was ordered that Bill 58 be referred to a Committee of the Whole presently. On motion, the House recessed at 4:03 p.m.

The Speaker resumed the Chair at 4:14 p.m. Pursuant to order and on motion, the House resolved itself into a Committee of the Whole to consider a bill entitled “An Act Respecting the Quarry Resources in the Province” (Bill 58). The Speaker left the Chair. The Deputy Speaker (B. Warr) took the Chair of Committee of the Whole.

333 Tuesday, October 31, 2023 On motion, the Committee rose. The Speaker resumed the Chair. The Chair (B. Warr) reported the Committee of the Whole had considered the matters to them referred and had directed them to report the Committee had recommended, without amendment, a bill entitled: “An Act Respecting the Quarry Resources in the Province” (Bill 58). The Speaker put the question and it was ordered the report be received and adopted. On motion, it was ordered that Bill 58 be read the third time on tomorrow.
