ORDER

1 In this Order, "annexed land" means the land described in Appendix A and

shown on the sketch in Appendix B.

2 For taxation purposes in 2007 and subsequent years up to and including 2011, the

annexed land and assessable improvements to it

a) must be assessed by the Town of Wembley on the same basis as if they had

remained in the County of Grande Prairie No. 1, and

b) must be taxed by the Town of Wembley in respect of each assessment class

that applies to it using the municipal rate established by the County of

Grande Prairie No. 1.

3 Where in any taxation year up to and including 2011, a portion of the annexed

land

a) becomes a new parcel of land created as the result of subdivision or

separation of title by registered plan of subdivision or by instrument or any

other method that occurs at the request of, or on behalf of, the landowner,

b) is redesignated at the request of, or on behalf of the landowner under the

Town of Wembley Land Use Bylaw to another designation,

c) receives a permit from the Town of Wembley for development, or

d) is connected to water and sewer services provided by the Town of Wembley

section 2 ceases to apply at the end of the taxation year in respect of that portion

of the annexed land and the assessable improvements to it.

4 After

section 2 ceases to apply to a portion of the annexed land in a taxation year,

that portion of the annexed land and the assessable improvements to it must be

assessed and taxed for the purposes of property taxes in that year in the same

manner as other property of the same assessment class in the Town of Wembley

is assessed and taxed.

Municipal District of Big Lakes.

3(1)

Section 2 ceases to apply to a portion of the annexed land and the assessable

improvements to it in the taxation year immediately following the taxation

year in which

(

a) the portion becomes a new parcel of land created as a result of

subdivision or separation of title by registered plan of subdivision or by

instrument or any other method that occurs at the request of, or on

behalf of, the landowner,

b) the portion is redesignated at the request of, or on behalf of, the

4 After

Culture intends to make an Order that the site known as the:

Diplomat Mine Site, together with the land legally described as:

and municipally located in Flagstaff County, Alberta

be designated as a PROVINCIAL HISTORIC RESOURCE under

Section 20 of

the HISTORICAL RESOURCES ACT, R.S.A. 2000 C. H-9.

The reasons for the designation are as follows: The heritage value of the

Diplomat Mine Site lies in its association with the evolution of strip mining

operations and technology in Alberta.

The area which the Diplomat Mine Site occupies was originally part of the

collection of homesteads claimed by Austin Bish and his family, who

arrived in Alberta from Oregon in 1905. In 1907, Bish's four sons

established their first underground coal mine in the area to exploit the

region's mineral deposits. The Bish brothers continued to operate

underground mines in the vicinity until 1949, when the operation was sold

to a group of business interests incorporated under the name Forestburg

Collieries Limited. One year later, Luscar Coals Limited bought out the

other partners in the enterprise and took control of the Diplomat Mine site.

Prior to the 1940s, surface mining on a major scale had been unusual in

North America; in the post-World War Two period, it became the dominant

form of extraction in the industry. From 1950 until the mine's closure in

1986, massive extraction machines manufactured by the Marion and

Bucyrus companies were responsible for removing overburden and stripping

tons of coal from the site. The history of the Diplomat Mine Site thus

encapsulates the transition in the province's mining industry from the

predominance of underground mines in the early twentieth century to the

growth of mass strip mining operations in the latter half of the century.

After the mine was closed, portions of the site were reclaimed for

agriculture.

Originally built in 1927, the Marion 360 shovel excavator was moved to the

Diplomat Mine site from a mining operation in Pequot, Illinois, in 1950. At

the time of its introduction in the 1920s, the Marion 360 was the largest

mobile land machine in the world; when it arrived in Canada in 1950, it was

the largest shovel in the country. Built in the period pre-dating the

widespread use of welding technology, the Marion 360 features riveted

construction and a host of innovative elements, including a levelling system

of four hydraulic pistons at each corner of the lower frame. The Marion 360

was the sole strip mining machine at the site until 1962, when a Bucyrus

950-B Shovel was imported. The new machine had been erected in 1937

and represented at the time of its construction the largest excavator in the

world. With a working weight of over 1,400 tons and a boom of 33 metres,

the Bucyrus 950-B, nicknamed "Mr. Diplomat", was a wonder to behold.

The excavator's massive scoop - known as the "Big Dipper" - had a capacity

of roughly 25 cubic metres and is the only structure extant on site from the

Bucyrus 950-B. Two years after the introduction of the Bucyrus 950-B

Shovel, a smaller power shovel - the Bucyrus-Erie 120-B, built in 1944 -

was also brought in to work at the mine. The Diplomat Mine Site is thus a

strong representation of the evolution of strip mining technology between

the 1920s and the 1940s. It also reflects the changes in the mining industry

in Alberta between the early and the later twentieth century, recalling the

emergence of large strip mining operations through the massive excavator

equipment still on site.

It is therefore considered that the preservation and protection of the resource is in the

public interest.

and municipally located at 4715 - 52 Avenue in the Town of Mayerthorpe,

Alberta

be designated as a PROVINCIAL HISTORIC RESOURCE under

Section 20 of

the HISTORICAL RESOURCES ACT, R.S.A. 2000 C. H-9.

The reasons for the designation are as follows: The heritage value of the

Alberta Wheat Pool Grain Elevator in Mayerthorpe lies in its association

with the dominant method of storing and transporting grain in Alberta

throughout most of the twentieth century. It also possesses significance as

an icon of Alberta's agricultural and social history.

In 1909, the Canadian Northern Railway began laying track from Edmonton

northwest to a proposed terminus in Grande Prairie. Construction was slow

and completion of the line grew increasingly uncertain with the arrival of the

Edmonton, Dunvegan and British Columbia railway line into Grande Prairie

from the west. Nonetheless, several settlers optimistically claimed or

purchased land along the anticipated route; among them was Leo Crockett,

who subdivided part of his landholding into a townsite called Mayerthorpe.

The influx of new settlers into the region after World War One and the

extension of the railway line to Whitecourt by the Canadian National

Railway (which had taken over the Canadian Northern) swelled the

fledgling settlement's population. In the 1920s, several grain elevators were

constructed in Mayerthorpe to accommodate the region's burgeoning

agricultural economy. The Alberta Wheat Pool (AWP) constructed its first

elevator in the community in 1928, five years after its formation as a co-

operative grain-marketing enterprise. The extant single composite elevator

at Mayerthorpe is a later construction, built by the AWP in 1966 in order to

facilitate the handling of larger quantities of grain. This elevator was

connected to an annex built in 1940 to further supplement its grain-handling

capacity. Composite wood crib elevators like this were built by a number of

companies - most notably the AWP - from the late 1950s until the mid-

1980s. They represent the final stage of wood crib construction in the grain

industry in Alberta before the introduction in the 1990s of concrete silo

designs and the high through-put terminals. The emergence of these larger

capacity grain facilities and improvements to provincial highways ultimately

rendered this elevator - like so many others in rural Alberta - obsolete.

Grain elevators are singular symbols of the Prairies, reflecting the region's

deep economic and social connections to agricultural life and providing

striking vertical landmarks against the often monotonous flatness of the

West. Like other grain elevator sites in rural Alberta, the Alberta Wheat

Pool Grain Elevator site was an integral part of Mayerthorpe's social fabric.

The site encapsulates a pattern that defines the history of many rural

communities - the growth of settlement following the arrival of the railway

and the construction of grain elevators, the rise of the co-operative ethos that

changed the nature of grain marketing in western Canada, and the closing of

grain handling facilities with improvements to the province's transportation

infrastructure. The elevator complex thus represents in microcosm a whole

range of changes to rural economy and society during the twentieth century.

It is therefore considered that the preservation and protection of the resource is in the

public interest.

be designated as a PROVINCIAL HISTORIC RESOURCE under

Section 20 of

the HISTORICAL RESOURCES ACT, R.S.A. 2000 C. H-9.

The reasons for the designation are as follows: The heritage value of St.

Anthony's Seraphic College lies in its association with the establishment of

the Franciscan order in western Canada and the development of Catholic

higher education in Alberta.

The arrival into Edmonton of the Canadian Northern Railway in 1905 and

the Grand Trunk Pacific Railway in 1908 stimulated the expansion of

industrial development and population growth in the city's northeast. Many

of the new arrivals to the area were working class immigrants from eastern

European backgrounds. Recognizing the need for spiritual guidance for this

community and others northeast of Edmonton, the francophone bishop of St.

Albert, Emile Legal, solicited help from the Franciscan order in Montreal.

In 1908, the first Franciscans arrived in Alberta and began their missionary

work to Edmonton and its northeast environs from their base in the

settlement of Lamoureux, near Fort Saskatchewan. The following year, the

Franciscans relocated their mission to northeast Edmonton, where the need

for clergy was more urgent. The initially humble foundations of the mission

- a rudimentary friary - grew over the years into an institutional complex

that included the St. Francis of Assisi church (1911) and St. Anthony's

Seraphic College (1925), among other buildings. The college was the major

Franciscan training college in western Canada, established to prepare young

men for the priesthood. The site was a heartland for Catholic spiritual life in

the district, including at one point a church, college, friary, nearby parish

hall, and gymnasium. The St. Anthony's complex was also the seat of the

Major Superior of the Ecclesiastical Province of Christ the King in Western

Canada. The college continued to function until 1970, when it was

converted into a private boarding school.

It is therefore considered that the preservation and protection of the resource is in the

public interest.
