Contract Increases Approved Pursuant to Treasury Board Directive 02/2005

Contract: Calgary - Harvest Hills - Children Services Consolidation

Contractor: Wright Construction Western Inc.

Reason for Increase: Site conditions for the originally designed exhaust for smudge

room, washrooms and program clothes dryers through the roof could not be

accommodated within the mechanical shaft leading to the roof without negatively

impacting building HVAC. Contractor pricing exceeded initial Consultant estimate

for the work.

Contract Amount: $2,300,916.00

% Increase: 16%

Amount of Increase: $367,066.75

Contract: Edmonton - Government Centre - South Terrace Sewer Pipe Replacement

Contractor: AECON Industrial Management Corp

Reason for Increase: While preparing to connect the new sewer line and manhole to

the existing downstream pipe, site conditions showed that the work could not be

completed as specified without the removal of a rare mature elm tree. An option was

presented that would realign the drainage replacing a further 85 m of aged piping with

an undetermined remaining life expectancy with brand new HDPE piping by

directional drill and open excavation. This replacement would increase the life

expectancy of the sewer line by reducing risks of future failure and will benefit the

long term plans for the modernization of the Terrace Building.

Contract Amount: $719,271.74

% Increase: 47%

Amount of Increase: $340,000.00

Contract: Edmonton - Infrastructure (INFRAS) and John G. O'Donoghue (JGO)

Building Exterior Envelope Renewals

Contractor: Clark Builders

Reason for Increase: OHS Prime Contractor Directive requiring change in Prime

Contractor resulting in additional contractor resources and delays to construction

work have increased contractor costs. Additionally, further review of hazardous

material management procedures and changes to contractor methods and means, site

pedestrian safety controls, and concealed building conditions have all significantly

changed the contractor's sequencing of work activities extending

schedule and

increasing contractor general requirement costs.

Contract Amount: $18,347,526.00

% Increase: 79%

Amount of Increase: $14,512,016.15

Contract: Vegreville Alberta Research Council Building - Exterior Entrance Doors

Joint Replacement and Metal Siding

Contractor: Interworks Contracting Ltd.

Reason for Increase: Repairs to the facility's brick fa ade has been completed, and

rejuvenation of the exterior doors is underway. In addition to substructure repairs

outlined in CCCCI 01, several exterior doors and door frames have been found to

have more deterioration then initially anticipated, requiring replacement to some

exterior doors and frames. The maximum contract amount includes an additional

allowance of roughly $35,000.00 for potential future change orders through to

contract completion.

Contract Amount: $354,574.00

Contract: Vegreville Alberta Research Council Building - Roof Replacement A B X

and E Wings

Contractor: Acron Roofing Systems Inc.

Reason for Increase: Roof Replacement on the Alberta Research Council Building

was substantially completed August 30, 2024. During the one year warranty review in

July 2025, we identified ponding near the roof access door on the main building. The

slope-to-drain is insufficient, causing water to accumulate and freeze in winter,

creating a safety hazard. Acron Roofing has proposed installing a new drain in roof

area 1 and connecting it to the existing line. While this retrofit is minor, it brings the

cumulative total of all change orders beyond contract tolerance.

Contract Amount: $1,395,857.00

% Increase: 11%
