HORIZON OIL SANDS PROJECT DESIGNATION REGULATION

Made by the Lieutenant Governor in Council (O.C. 565/2004) on December 6, 2004

pursuant to

section 196 of the Labour Relations Code.

Definition

1 In this Regulation, "Code" means the Labour Relations Code.

Designation of project

2 For the purposes of

section 196 of the Code,

(

a) the project known as the Horizon Oil Sands Project is

designated as a project to which Division 8 of

Part 3 of the

Code applies,

(

b) Horizon Construction Management Ltd. is designated as the

principal contractor of the Horizon Oil Sands Project,

(

c) Horizon Construction Management Ltd. is authorized to

bargain collectively in respect of the Horizon Oil Sands

Project, and

(

d) the scope of construction in respect of the Horizon Oil Sands

Project to which a collective agreement under Division 8 of

Part 3 shall apply is all construction work until completion of

phases 1, 2 and 3 of the Project.

Expiry

3 For the purpose of ensuring that this Regulation is reviewed for

ongoing relevancy and necessity, with the option that it may be

repassed in its present or an amended form following a review, this

Regulation expires on September 30, 2014.

Marketing of Agricultural Products Act

POTATO GROWERS OF ALBERTA MARKETING

AMENDMENT REGULATION

Made by the Potato Growers of Alberta on November 17, 2004 pursuant to

section 26

of the Marketing of Agricultural Products Act.

1 The Potato Growers of Alberta Marketing Regulation

(AR 277/98) is amended by this Regulation.

Section 8 is amended

(

a) by repealing subsection (1)(

b) and substituting the

following:

(b) $15.00 per acre based on certified harvested acres,

(

b) by repealing subsection (2.1) and substituting the

following:

(2.1) With respect to potatoes for seed, a licensed producer

must, within the time specified by the Commission,

(

a) pay to the Commission the appropriate service charge

referred to in subsection (1),

(

b) provide an accounting to the Commission of the

certified harvested acres in a manner prescribed by the

Commission, and

(

c) provide to the Commission any information that the

Commission requires respecting the production,

transfer, sale, marketing or processing of potatoes.

(2.2) With respect to potatoes grown in a greenhouse or a

laboratory, a licensed producer must, within the time specified

by the Commission,

(

a) pay to the Commission the appropriate service charge

referred to in subsection (1),

(

b) provide an accounting to the Commission for the

service charge in a manner prescribed by the

Commission, and

(

c) provide to the Commission any information that the

Commission requires respecting the production,

transfer, sale, marketing or processing of potatoes.

(

c) by adding the following after subsection (7):

(8) In this section, "certified harvested acres" means harvested

acres of seed potatoes certified by the Canadian Food

Inspection Agency under the Seeds Act (Canada).

3 The following is added after

section 14:

Late payment of service charges

14.1 Where service charges payable to the Commission are not

paid to the Commission within the time provided for under this

Regulation or by the Commission, a one-time late fee calculated at

a rate of 2% of the outstanding balance due must be paid to the

Commission.

(CONTRIBUTION RATES 2005) AMENDMENT REGULATION

pursuant to

section 14 of the Teachers' Pension Plans Act.

1 The Teachers' and Private School Teachers' Pension

Plans (AR 203/95) are amended by this Regulation.

Schedule 1 is amended by sections 3 to 6 of this

Regulation.

Section 10(2) is amended

a) in clause (

a) by striking out "5.65" and substituting

"5.61";

(

b) in clause (

b) by striking out "9.70" and substituting

"10.01".

Section 11 is amended by striking out "0.89" and

substituting "1.43".

Section 12 is amended by striking out "2.93" and

(

i) by striking out "7.37" and substituting "9.97";

Section 13 is amended by striking out "5.39" and

substituting "7.40".

10 This Regulation comes into force on September 1,

AMENDMENT ORDER

2004 and made by the Alberta Agricultural Products Marketing Council on November

26, 2004 pursuant to

section 50 of the Marketing of Agricultural Products Act.

1 The Alberta Egg Producers Federal Authorization Order

(AR 60/2000) is amended by this Regulation.

Section 4 is repealed.

DESIGNATION AND TRANSFER OF RESPONSIBILITY

AMENDMENT REGULATION

1 The Designation and Transfer of Responsibility

Regulation (AR 44/2001) is amended by this Regulation.

Section 2.1 is amended

(

a) in subsection (1) by adding the following after

clause (c):

(c.1) sections 1 and 2 of

Schedule 1 of the Government

Organization Act;

(

b) in subsection (3) by adding "section 3 of" before

"Schedule 1".

Section 6.1(3)(

a) is amended by striking out "$116 000 of

Section 11(2)(

b) is amended by striking out "sections 2, 3, 4

Section 14.1 is amended

substituting "expense".

Section 20.1 is amended

(

a) by adding the following after subsection (1):

(1.1) The responsibility for sections 2 and 3 of

Schedule 11 of

the Government Organization Act is transferred to the Minister

of Restructuring and Government Efficiency.

b) in subsection (6) by adding "Government" before

"Efficiency" wherever it occurs.

Safety Codes Act

POWER ENGINEERS AMENDMENT REGULATION

pursuant to

section 65 of the Safety Codes Act.

1 The Power Engineers Regulation (AR 85/2003) is

amended by this Regulation.

Section 12 is amended by renumbering it as

section

12(1) and by adding the following after subsection (1):

(2) For the purposes of this Regulation, the Administrator may

maintain an information system in respect of persons who hold

certificates of competency referred to in

section 7.

(3) The information system may contain only the following

information for each holder of a certificate of competency:

(

a) the name of the holder of the certificate of competency;

(

b) the file number of the holder of the certificate of

competency;

(

c) the type and class of certificate of competency;

(

d) the expiry date of the certificate of competency.

(4) The Administrator may make all or some of the information

contained in the information system available to the public.

JUDGMENT INTEREST AMENDMENT REGULATION

section 4 of the Judgment Interest Act.

1 The Judgment Interest Regulation (AR 364/84) is

amended by this Regulation.

2 The following is added after

section 20:

21 The interest rate from January 1, 2005 to December 31, 2005

is prescribed at 3.40% per year.
