Le Président (M. Pinard): Toute bonne chose a une fin, on va commencer. Donc, à l'ordre, s'il vous plaît! Je constate que nous avons quorum et je vous souhaite à tous la plus cordiale bienvenue en cette commission. Et je déclare donc la séance de la Commission de l'agriculture, des pêcheries, de l'énergie et des ressources naturelles ouverte. Je demande à toutes les personnes ici présentes, dans cette salle, de bien vouloir éteindre la sonnerie de votre téléphone cellulaire.

Le mandat de la commission est de procéder à l'étude détaillée du projet de loi n° 14,

Loi sur la mise en valeur des ressources minérales dans le respect des principes du développement durable.

Mme la secrétaire, avons-nous des remplacements ce matin?

La Secrétaire: Oui, M. le Président. M. Simard (Kamouraska-Témiscouata) est remplacé par M. Ferland (Ungava) et M. Trottier (Roberval) est remplacé par M. Marceau (Rousseau).

Le Président (M. Pinard): Merci beaucoup. Alors, lors de l'ajournement de nos travaux, jeudi dernier, nous en étions à l'étude de l'article 12 du projet de loi. Je vous rappelle que le député de Rousseau avait alors déposé un amendement visant à modifier l'article 12. Cet amendement avait été distribué à tous, et je l'avais déclaré recevable.

Alors, M. le député de Rousseau, je vous céderais la parole en vous mentionnant que vous avez le droit à un temps de parole de 20 minutes sur l'amendement à l'article 12 du projet de loi n° 14. M. le député de Rousseau.
