Minister with representatives from local marketing commissions and agencies. The

Investment Networking Event was to provide an opportunity to engage with current

and potential key investors considering new investment or expansion in Alberta.

Function: Senior Investment Officer Meetings - Calgary Stampede

Date: July 8 to 14, 2022

Amount: $1,644.55

Purpose: During the Calgary Stampede, Senior Investment Officers met with various

corporate investors to discuss current and future investments in the province. The

purpose of these meetings was to demonstrate Agriculture, Forestry and Rural

Economic Development's and the Government of Alberta's willingness to work with

companies as they consider Alberta for future expansions.

Function: Nexton's Inbound Investment Mission to Alberta 2022

Date: July 4 to 8, 2022

Purpose: The purpose of this event was to host Nexton's inbound mission to Alberta

and demonstrate Agriculture, Forestry, and Rural Economic Development's

willingness to work with this company. Nexton, a vertical farm based out of Korea, is

seeking to establish a pilot facility through a joint venture with an Alberta based

partner.

Contract Increases Approved Pursuant to Treasury Board Directive 02/2005

Contract: Calgary - FMC Power Plant Upgrade - Construction Management Services

Contractor: EllisDon Construction Services Inc.

Reason for Increase: Increase to the contract includes existing power plant structural

changes, architectural changes, temporary operations structure to maintain operational

requirements, and hazardous material abatement.

Contract Amount: $18,500,000.00

% Increase: 88%

Amount of Increase: $16,294,729.22

Contract: Calgary - John J. Bowlen Building - Replace Domestic Water Lines,

Fixtures and Back Flow Preventor

Contractor: Everest Construction Management Ltd.

Reason for Increase: Additional change orders in the approximate amount of

$2,000,000 are anticipated to complete this project. These include additional

abatement activities required in all 24 bathrooms due to items that were not identified

on the available hazardous material report as well as fire stopping of additional pipe

penetrations in order to meet fire codes; upgrades required in the janitor rooms in

22 bathrooms including installation of drip pans below water line and above light

fixtures, replacing existing louvered diffusers, removal of asbestos tile, install new

lights and new t-bar grid and tile; supply and installation of isolation valves for

heating lines for 24 bathrooms; Contingency for potential costs to replace the existing

sanitary line beyond the property line which will have to be coordinated with the City

of Calgary as the line runs under the C-Train tracks, additional abatement in the

basement to remove asbestos containing material from pipes that are too close to the

pipes being replaced, investigation into a vault under the building that is full of water

and will potentially have to be pumped out and filled in.

Contract Amount: $1,830,954.00

% Increase: 109%

Amount of Increase: $2,000,000.00

Contract: Calgary - Young Offenders Centre - Correctional Facility Renewal

Contractor: PCL Construction Management Inc.

Reason for Increase: Additional change orders in the approximate amount of

$1,237,947 are anticipated to complete this project. These include the following

supply and installation of new receptacles and data outlets for thirteen AHS rooms

within the existing facility, revised video arraignment system with newly specified

equipment and associated infrastructure, updating originally specified interior walls to

exterior walls, adding light fixtures for security requirements, adding radiant heat

panels, importing backfill as the backfill on site is not appropriate, expediting

detention door frames (long lead items) to maintain project

schedule and contingency

for unforeseen site conditions.

Contract Amount: $5,588,000.00

% Increase: 32%

Amount of Increase: $1,796,746.99

Contract: Cochrane - Cochrane Provincial Building Remodeling and Functional

Improvements

Contractor: APM Construction Services Inc.

Reason for Increase: The tender acceptance period expired because of delay in

executing the construction contract from the election call. Contract was executed after

the time period specified in procurement documents, and contractor required

additional costs to account for changes in material and equipment costs, increased

sub-contract prices, and impacts of change in schedule. As this is a renovation project,

the original contingency amount was still retained for unforeseeable site conditions.

Contract Amount: $4,060,000.00

% Increase: 13%

Amount of Increase: $522,097.67

Contract: Devon - Analytical Labs and Offices - Exterior Window Replacement

Contractor: Rencon Industries Ltd.

Reason for Increase: Changes in the contract value are associated with two items.

The first is site conditions, specifically exterior envelope construction (soffits,

building envelope) that are not consistent with record drawings used for design. The

second is errors in the specifications from Morrison Hershfield on the finishes for

materials, in which discussions are ongoing with Morrison Hershfield for

compensation associated with errors in their deliverables.

Contract Amount: $829,232.96

% Increase: 36%

Amount of Increase: $300,000.00

Contract: Drumheller - Royal Tyrrell Museum of Paleontology Sprinkler System

Replacement

Contractor: Everest Construction Management Ltd.

Reason for Increase: Change orders are pending for the replacement of remaining

sprinkler heads (qyt 406), flushing of the existing sprinkler piping to remove any

blockage and obstructions, and the installation of 18 air relief vents throughout the

existing sprinkler system. Original scope did not include these items; however, during

construction it was identified that the remaining sprinklers contained debris

warranting this additional work. Additionally, the addition of air relief valves will

reduce bacterial growth and corrosion in the system and prolong the life span of the

sprinkler system.

Contract Amount: $1,785, 000.00

% Increase: 26%

Amount of Increase: $468,500.00

Contract: Edmonton - Gene Zwozdesky Centre at Norwood

Contractor: Clark Builders Ltd.

Reason for Increase: Additional design and construction work at foundations and

structure, and re-sequencing construction activities, required due to unforeseen site

conditions. Additional underpinning work was required for the existing building in

near vicinity.

Contract Amount: $230,000,000.00

% Increase: 16%

Amount of Increase: $37,000,000.00

Contract: Edmonton - Government Centre Power Distribution System Upgrade

(Phase 1 and 2)

Contractor: Clark Builders

Reason for Increase: To upgrade the power distribution system, we need to install

high-voltage power lines underground. But due to the sensitive nature of existing

underground utility lines connected to the Legislature, the project site is highly

complex. Our geotechnical/civil consultant provided the approximate locations of

these utility lines after rigorous investigation; however, excavation of the project site

still presented unacceptable risk. Although the construction

schedule is minimally

impacted, more funding is required so that we can revise our construction

methodology to reduce risk and avoid further delays.

Contract Amount: $14,179,000.00

% Increase: 38%

Amount of Increase: $5,417,900.00

Contract: Edmonton - Legislature Annex Building and Site Repurposing

Contractor: PCL Construction Management Inc.

Reason for Increase: Due to unknown concealed existing conditions, additional

abatement for newly discovered asbestos contain material and lead are required to be

abatement prior to demolition. This includes areas in hidden mechanical shafts and

exterior curtain wall on all floors. Aggregate costs for

schedule impact and associated

costs are anticipated.

Contract Amount: $5,625,000.00

% Increase: 96%

Amount of Increase: $5,375,000.00

Contract: Edmonton - Misericordia Community Hospital Emergency Department

Redevelopment - Construction Management Services

Contractor: PCL Construction Management Inc.

Reason for Increase: Higher tender prices in 2020-2022 required a higher tolerance

for the construction management contract. The project also adopted and combined the

$9 million in scope of another project for site emergency power with the scope of this

project to provide a more efficient system.

Contract Amount: $42,000,000.00

% Increase: 55%

Amount of Increase: $23,000,000.00

Contract: Edmonton - Yellowhead Youth Centre - CASA House Abatement and

Demolition

Contractor: McColman & Sons Demolition Ltd.

Reason for Increase: Additionally engineered backfill is required to prevent

redundant work for future project.

Contract Amount: $237,300.00

% Increase: 120%

Amount of Increase: $285,000.00

Contract: Grande Prairie - Provincial Building & Courthouse - Parking Lot Paving

and Walkway Resurfacing

Contractor: Knelsen Sand & Gravel Ltd.

Reason for Increase: Some design improvements are required in relation to

main located under a concrete pier and modification to elevation of existing

underground services.

Contract Amount: $891,102.70

% Increase: 13%

Amount of Increase: $115,000.00

Contract: High Prairie - Former High Prairie Health Complex - Demolition

Contractor: Roadbridge Services Ltd.

Reason for Increase: During demolition, a substantial amount of additional

Hazardous Materials were uncovered that required abatement. The location of the

additional hazardous materials could not be reasonably foreseen in early

investigations and quantification activities. Other items encountered through the

demolition activities were a number of unknown components, including concrete

slabs that were built over, hidden concrete roofing structures, radioactive materials

and foundational piles.

Contract Amount: $3,261,853.00

% Increase: 76%

Amount of Increase: $2,488,105.75

Contract: Leduc - Agrivalue Processing Business Incubator - Facility Expansion

Contractor: Fillmore Construction Management Inc.

Reason for Increase: Due to anticipated budget cost pressures, scope was removed

from the tender package to reduce project cost, with the intent that that all or a portion

of the deleted scope could be re-instated subject to favourable tender pricing.

Favourable tenders were received for the Prime Contractor Services, and the contract

was awarded at a value below the allocated construction budget. The contract increase

is due to the partial reinstatement of the deleted Scope of Work, which accounts for

24% of the increase, with the remaining 8% being retained as original contingency for

unforeseeable conditions.

% Increase: 32%

Amount of Increase: $5,433,739.83

Contract: Lethbridge - Correctional Centre - Replace Emergency Power

Contractor: Nitro Construction Ltd

Reason for Increase: Original location for generator was not feasible due to large

number of underground services; main electrical conduit chase, sewer, water and

storm lines and communication lines. Alternate location was found but resulted in

increased scope and therefore increase in cost.

Contract Amount: $1,394,250.00

% Increase: 23%

Amount of Increase: $315,710.00

Contract: Red Deer - Provincial Building - 2nd and 5th Floor Densification Project

Contractor: EMCEE Construction Management LTD

Reason for Increase: During demolition of the 5th floor at the Red Deer Provincial

Building, additional asbestos was found within the drywall and drywall compound.

During further investigation it was found that the drywall was also dual layer. This

tolerance increase is to cover the cost of the change order, which is currently being

priced by the Contractor, along with a small contingency in case something else is

found. This has also extended the

schedule as there is more abatement required than

originally anticipated.

Contract Amount: $2,333,000.00

Contract: South Edmonton and Vegreville and Millwoods - Various - Alberta

Innovates Facilities - Lab and Fumehood Replacement

Contractor: Graham Design Builders LP

Reason for Increase: This tolerance increase is being requested due to unforeseen

additional abatement found inside the Cold and Hot Deck AHUs at the Millwoods

site.

Contract Amount: $8,550,000.00

% Increase: 20%

Amount of Increase: $1,680,000.00

Contract: Sprinkler and Fire Alarm Upgrade (P1-S1)

Contractor: GlobalTech Group

Reason for Increase: Additional increase to contract is required to complete final

change order to accommodate changes in Sunrise Manor in Smoky Lake. Additional

fire alarm devices, emergency lighting and utility service receptacles are required in

attic and crawl space.

Contract Amount: $635,000.00

Reason for Increase: Seniors and Housing project P1-S3 Lions Sunset Manor in

Hinton has run into various site conditions and to meet current codes fire rated

gypsum board must be added throughout the crawlspace and third floor corridor.

Contract Amount: $630,000.00

Reason for Increase: Increase required to complete final change order, associated
