EXPLANATORY NOTE NOTE EXPLICATIVE This Bill requires the budgets for all government programs, services, agencies, boards and commission s to be reviewed on a regular cycle to ensure that they are delivering the outcomes that the public needs. Once the review process is completed for a given program, th e budget for the program will be re-established. The process is to be transparent, with the findings and recommendations of program reviews made public.

Le présent projet de loi prévoit que les budgets de l'ensemble des programmes, des services, des organi smes, des conseils et des commissions relevant du gouvernement doivent être examinés selon un cycle régulier afin qu'ils produisent les résultats voulus par le public. BILL 215 PROJET DE LOI 215 THE RESULTS-BASED BUDGETING ACT

LOI SUR LA BUDGÉTISA TION AXÉE SUR LES RÉSULTATS (Assented to ) (Date de sanction : ) HER MAJESTY, by and with the advice and consent of the Legislative Assembly of Manitoba, enacts as follows:

WHEREAS the Government of Manitoba has a long history of providing essential programs and services for Manitobans directly and through its agencies; AND

WHEREAS the Government of Manitoba should ensure that its programs and services are the right programs and services delivered in the right way to achieve the results that Manitobans expect, in the m ost efficient and effective manner; AND

WHEREAS a comprehensive review of the government's programs and services can provide recommendations to improve the results achieved for Manitobans; AND

WHEREAS the recommendations from such a review can form a basis for future budget and policy decisions to achieve the best results for Manitobans; Attendu : que le gouvernement du Manitoba offre depuis longtemps aux Manitobains des programmes et des services essentiels directement et par l'intermédiaire de ses organismes; que le gouvernement du Manitoba devrait faire en sorte que ses programmes et ses services soient adaptés et soient offerts comme il se doit pour que les résultats escomptés par les Manitobains soient atteints de la manière la plus efficace possible; qu'un examen détaillé des programmes et des services gouvernementaux peut donner lieu à des recommandations permettant d'améliorer les résultats obtenus pour les Manitobains; que les recommandations découlant d'un tel examen pourraient servir de fondement pour que les décisions futures en matière de budget et d'orientation servent véritablement les intérêts des Manitobains; 1

WHEREAS engaging Manitobans is vital to determine what results they want and to validate the results achieved; AND

Examen des programmes et des services du gouvernement 1(1) Le Conseil du Trésor prévoit un examen détaillé des programmes et des services offerts par le gouvernement et ses organismes. Manner and scope of review 1(2) The review must be conducted in the manner and in accordance with a

schedule as directe d by the Treasury Board and must include an assessmen t as to whether the programs and services provided by the government and its agencies meet their intended objectives and whether they are being delivered in an efficient and effective manner. Use of experts 1(3) For the purpose of conducting a review under this Act, in addition to members of the publi c service, external experts may be engaged as the Treasury Board considers necessary. Public participation in review 1(4) Manitobans must have the opportunity to participate in the review. Results-based budgeting 2 On completion of a review of a program or service, a results-based budget process must be used as an approach for the next budget planning cycle for that program or service. Annual report to be prepared and tabled 3(1) Beginning in 2012, the chairperson of the Treasury Board must, no later than October 1 of eac h year, table in the Legislative Assembly a report that sets out the progress of the review.
