penalties and costs levied in respect of those taxes and the Town of

Wainwright upon collecting those taxes, penalties and costs must pay them

to Municipal District of Wainwright No. 61,

c) for the purposes of taxation in 2014,

(

i) the assessor for Municipal District of Wainwright No. 61 must assess

the annexed land and the assessable improvements to it, and

(ii) the Town of Wainwright must tax the annexed land and the assessable

improvements to it,

(

d) subject to clause (b), taxes payable in 2014 in respect of the annexed land

and the assessable improvements to it are to be paid to and retained by the

Town of Wainwright, and

(

e) the assessor for the Town of Wainwright must assess, for the purposes of

taxation in 2015 and subsequent years, the annexed land and the assessable

improvements to it.

Notice of Intent to Designate a Provincial Historic Resource

Notice is hereby given that sixty days from the date of service of this Notice and its

publication in Alberta Gazette, the Minister of Culture intends to make an Order that

the site known as the:

Reach Block, together with the land legally described as:

The West Half of Lot 24

Excepting Thereout All Mines and Minerals

and municipally located in the Town of Fort Macleod, Alberta be designated as a

Provincial Historic Resource under

section 20 of the Historical Resources Act, RSA

2000 cH-9.

The reasons for the designation are as follows: The Reach Block is an example of a

common commercial building constructed in Alberta's urban centres during the early

years of the twentieth century. It is significant due to its contribution to the heritage

character of the Fort Macleod Provincial Historic Area.

Fort Macleod was a significant urban centre in southern Alberta during the late-1800s

and early-1900s. Its commercial district became known for the prolific use of

sandstone in its many substantial commercial buildings. In 1906, the Reach store,

which sold groceries, dry goods and clothing, burned down, along with most of the

town's commercial district. In 1907, local stonemason Murdo MacLean, who worked

on many buildings in the town, was hired to build a new home for the business. The

new store, the Reach Block, was built in a pattern consistent with other commercial

structures erected in Macleod at the time. The two storey structure was built of

sandstone and brick, which was required by a town by-law aimed at preventing fires,

and directly abuts similar buildings on either side. Its impressive front facade consists

of rough-hewn, locally-quarried sandstone blocks, similar to those used on many

buildings in the town's commercial district. The second storey features three windows

- a wide, central window surmounted by a semi-elliptical arch, flanked by two

narrower openings with splayed, sandstone block lintels. The interior ground floor

features a large open space, suitable for retail operations. Unlike many similar retail

buildings, which housed offices or residential apartments on the second floor, the

second floor of the Reach Block, which is accessed by a wide staircase towards the

back, was part of the retail operations.

Like most buildings from Fort Macleod's early development period, the Reach Block

underwent substantial changes to meet the evolving requirements of the retail and

grocery sectors as well as the preferences of the owners and customers. The historic

storefront was replaced by a modern aluminum and plate glass storefront that echoes

the historic arrangement and other original or historic elements, such as the signage-

bearing cornices and central pediment were lost and the interior was dramatically

altered. Despite these changes, the Reach Block retains its impressive sandstone

facade and general design. These elements make the Reach Block a substantial

contributor to the overall character of the Fort Macleod Provincial Historic Area.

It is therefore considered that the preservation and protection of the resource is in the

public interest.
