Whereas the purpose of the Petroleum Products Pricing Regulations is to ensure just and reasonable prices for specified petroleum products taking into consideration the objectives of preserving the availability of such products in rural areas, stabilizing prices of such products and minimizing the variances in prices of such products across the Province; And

whereas the Nova Scotia Utility and Review Board (“Board”) considered the manner in which it would proceed to set petroleum prices in its decision, 2006 NSUARB 108, issued on October 16, 2006; And

whereas the Board revised the wholesale margin effective January 4, 2013, in its decision, 2012 NSUARB 213, issued on December 12, 2012; And

whereas the average of the average of the daily high and low reported product prices (in Canadian cents) for the week ended September 23, 2015 are: Grade 1 Regular gasoline 49.9¢ per litre Ultra-low-sulfur diesel oil 51.8¢ per litre

Now therefore the Board prescribes the benchmark prices for petroleum products to be: Gasoline: Grade 1 49.9¢ per litre Grade 2 52.9¢ per litre Grade 3 55.9¢ per litre Ultra-low-sulfur diesel oil 51.8¢ per litre And

now therefore the Board has determined, based on historical data regarding price changes and to achieve revenue neutrality, it is appropriate to apply, and the Board so orders, forward averaging corrections of: Gasoline: minus 0.9¢ per litre Ultra-low-sulfur diesel oil: minus 0.7¢ per litre And

whereas a winter blending adjustment of plus 1.2¢ per litre is required for ultra-low-sulfur diesel oil; And

now therefore the Board prescribes the prices for petroleum products as set forth in

Schedule “A” Regulations Respecting Invest Nova Scotia made by the Governor in Council under

Section 30 of

Chapter 9 of the Invest Nova Scotia Board Act Citation 1 These regulations may be cited as the Invest Nova Scotia Regulations.

Definitions 2 In these regulations, “Act” means the Invest Nova Scotia Board Act. Maximum economic development incentive by Board 3 The consent of the Treasury and Policy Board is required for any decision of the Board approving any 1 economic development incentive that is more than $3 million. Criteria for approving economic development incentives 4 In considering applications for economic development incentives, the Board may only approve economic development incentives to organizations if all of the following are met: (

a) the purpose of the organization is consistent with the objects and purposes of the Fund; (

b) the profits, if any, of the organization are used for the benefit of the public and not for private shareholders. Applications for economic development incentives 5

(1) An application for an economic development incentive must be in writing in a form required by the Department and must include any information the Department requires to satisfactorily assess the application.

(2) An application for an economic development incentive must be reviewed by the staff of the Department before being considered under subsection (3).

(3) Subject to the Act and these regulations, the Board may approve or reject an application for an economic development incentive in any manner it considers appropriate. Amendments to economic development incentives 6

(1) A request for an amendment to an economic development incentive must be in writing in a form required by the Department and must include any information the Department requires to satisfactorily assess the request.

(2) A request for an amendment to an economic development incentive must be reviewed by the staff of the Department before being considered under subsection (3).

(3) Subject to the Act and these regulations, the Chair or the Board may approve or reject a request for an amendment to an economic development incentive in any manner it considers appropriate. Election of board members 7

(1) Before electing a person to fill a vacancy under

Section 10 of the Act, the Board must submit a list of not less than 3 nominees for the vacancy to the Minister for approval.

(3) Despite subsections (1) and (2), the Minister and the Board may agree to an alternate procedure for a particular vacancy. Election of Chair and Vice-chair 8

(1) When the Chair’s term of office expires or the Chair ceases to be a member or is unable to act, the election of a Chair to fill the vacancy must be made by the Board.

(2) When the Vice-chair’s term of office expires or the Vice-chair ceases to be a member or is unable to act, the election of a Vice-chair to fill the vacancy must be made by the Board. N.S. Clarke, Q.C., Member An application having been made by the Municipality of the County of Cumberland pursuant to s. 369 of the Municipal Government Act and the Board having issued its written decision on July 28, 2015;

Whereas the Board approved the proposed changes to the polling district boundaries, as described in its decision, and confirmed the number of polling districts and councillors; It is hereby ordered that: 1. The number of councillors and polling districts is confirmed at 12; 2. The maps of all 12 polling districts are set out in

Schedule “A”, attached to and forming part of this Order. And it is further ordered that all provisions of the Municipal Government Act and the Municipal Elections Act and any other Acts of the Province of Nova Scotia applying to the preparation for and holding of the regular election of councillors of the Municipality in the year 2016 will be complied with as if the above-noted changes had been made on the first day of March, 2016, but for all other purposes, such changes shall take effect on the first day of the first meeting of the Council after the election of councillors for the year 2016. 1001 © NS Office of the Registrar of Regulations. District 5 District 5 comprises the communities of Camden, Harmony, Murray Siding, and Salmon River. Following the attached map, “District 5,”[”,] the district is: bounded to the north by the community boundaries of Bible Hill and Valley; bounded to the south by the community boundaries of Brookfield, Middle Stewiacke, and Halfway Brook; bounded to the east by the community boundaries of Valley and Greenfield; and bounded to the west by the Town of Truro, and the community boundaries of Hilden and Brookfield.

District 6 District 6 comprises the communities of East Mountain, Manganese Mines, Greenfield, the majority portion of Valley, and an eastern portion of Brookside.

Following the attached map, “District 6,”[”,] the district is: bounded to the north by the communities of Upper Brookside, Central North River, Upper North River, Kemptown, and Riversdale; bounded to the south by the communities of Halfway Brook and Otter Brook; bounded to the east by the communities of Riversdale and Burnside; and, bounded to the west by the communities of Brookside, Murray Siding, Harmony, Camden, the southeastern portion of Bible Hill, and a western portion of Valley.

District 7 District 7 comprises the communities of Bayhead, Sandpoint, Brule Shore, Brule Point, Brule, Waldegrave, Barrachois, Tatamagouche, French River, West Tatamagouche, Mattatall Lake, Lake Road, Millbrook, Oliver, New Truro Road, Waughs River, Middleton, Denmark, Keble, Balfron, West New Annan, Debert Lake, Byers Lake, Warwick Mountain, Central New Annan, Tatamagouche Mountain, The Falls, Balmoral Mills, East Earltown, West Earltown, Kavanaugh Mills, East New Annan, northern portions of Nuttby, and the northern portion of Earltown.

District 8 District 8 comprises the communities of McCallum Settlement, Onslow Mountain, Upper Onslow, North River, Upper Brookside, Central North River, Upper North River, Upper Kemptown, Kemptown, Riversdale, the southern portion of Nuttby, and the southern portion of Earltown.

Following the attached map, “District 8,”[”,] the district is: bounded to the north by communities of East New Annan, northern portions of Nuttby, West Earltown, and the northern portion of Earltown; bounded to the south by the Town of Truro, and the communities of Lower Truro, Bible Hill, Brookside, Valley, East Mountain, Manganese Mines, Greenfield, Burnside, and Eastville; bounded to the east by the county line; and, bounded to the west by the communities of Central Onslow, Crowes Mills, Belmont, and Mooselake [Moose Lake].

Following the attached map, “District 9,”[”,] the district is: bounded to the north by the communities of Hart Lake, Debert Lake, Byers Lake, Warwick Mountain, and Central New Annan; bounded to the south by the communities of East New Annan, McCallum Settlement, Onslow Mountain, and Upper Onslow; bounded to the east by Upper Onslow, Onslow Mountain, McCallum Settlement, and East New Annan; and bounded to the west by Folly Lake, Folly Mountain, East Village, Glenholme, Lower Debert, Masstown, Clifton, Old Barns, and Lower Truro.

District 10 District 10 comprises the communities of Hart Lake, Folly Lake, Folly Mountain, East Village, Glenholme, Lower Debert, Masstown, Londonderry, Londonderry Station, Great Village, Little Dyke, Lornevale, Highland Village, Portapique, Montrose, Castlereagh, Five Houses, McCormack Lake, Bass River, Little Bass River, Upper Economy, Simpson Lake, Economy, Carrs Brook, Lower Economy, Five Islands, Lower Five Islands, and Lynn.

Following the attached map, “District 10,”[”,] the district is: bounded to the north by the county line; bounded to the south by the county line; bounded to the east by the communities of Debert Lake, Moose Lake, East Folly Mountain, Debert, and Lower Onslow; and bounded to the west by the county line. District 11 District 11 comprises the southeastern portion of Bible Hill and a western portion of Valley.

Section 14 of the Petroleum Products Pricing Act and Sections 16 to 19 of the Petroleum Products Pricing Regulations Order NSUARB-GAS-W-15-45 In the matter of the Petroleum Products Pricing Act - and - In the matter of Prescribing Prices for Petroleum Products pursuant to

Section 14 of the Petroleum Products Pricing Act and Sections 16 to 19 of the Petroleum Products Pricing Regulations Before: Peter W. Gurnham, Q.C., Chair

Whereas the purpose of the Petroleum Products Pricing Regulations is to ensure just and reasonable prices for specified petroleum products taking into consideration the objectives of preserving the availability of such products in rural areas, stabilizing prices of such products and minimizing the variances in prices of such products across the Province; And

whereas the Nova Scotia Utility and Review Board (“Board”) considered the manner in which it would proceed to set petroleum prices in its decision, 2006 NSUARB 108, issued on October 16, 2006; And

whereas the Board revised the retail margin and transportation allowance effective January 6, 2012, in its decision, 2011 NSUARB 181, issued on November 23, 2011; And

whereas the Board revised the wholesale margin effective January 4, 2013, in its decision, 2012 NSUARB 213, issued on December 12, 2012; And

whereas the average of the average of the daily high and low reported product prices (in Canadian cents) for the week ended September 30, 2015, are: Grade 1 Regular gasoline 49.9¢ per litre Ultra-low-sulfur diesel oil 52.2¢ per litre

Now therefore the Board prescribes the benchmark prices for petroleum products to be: Gasoline: Grade 1 49.9¢ per litre Grade 2 52.9¢ per litre Grade 3 55.9¢ per litre Ultra-low-sulfur diesel oil 52.2¢ per litre And

now therefore the Board has determined, based on historical data regarding price changes and to achieve revenue neutrality, it is appropriate to apply, and the Board so orders, forward averaging corrections of: Gasoline: minus 0.9¢ per litre Ultra-low-sulfur diesel oil: minus 0.4¢ per litre And

whereas a winter blending adjustment of plus 1.3¢ per litre is required for ultra-low-sulfur diesel oil; And

now therefore the Board prescribes the prices for petroleum products as set forth in
