EXPLANATORY NOTE NOTE EXPLICATIVE The Correctional Services Act is amended to require the minister to develop and implement a plan to ensure that inmates who have not been sentenced are provided programming that assists them in relocating to their communities upon their release. The minister must report annually on the status of the plan, including the number of such inmates who participated in the programming. La

WHEREAS people may be charged and remanded into custody without having been first convicted of a crime; AND

WHEREAS over 70% of the inmates in Manitoba who have been remanded into custody have not been convicted of any crime; AND

WHEREAS programming provided to inmates remanded into custody is intended to assist them in reintegrating into society and reduce recidivism; AND

Annual report 13.2(1) Within six months after the end of each fiscal year of the government, the minister must prepare and publish a report on the status of the plan referred to in

a) the content of the programming, including how the programming is designed to meet the needs of different inmate populations; (

b) the duration of the programming and how the duration is tailored to meet the needs of inmates who have not been sentenced; (

c) the methods used to evaluate the effectiveness of the programming; and (

d) for the fiscal year covered by the report, the number of inmates who, while in custody but before sentencing, (

i) were offered an opportunity to participate in the programming, and (ii) participated in the programming. Contenu du rapport 13.2(2) Le rapport fait état :
