APPENDIX C

ORDER

1 In this Order "annexed land" means the land described in Appendix A

and shown on the sketch in Appendix B.

2 For taxation purposes in 2000 and later years the annexed land and

the assessable improvements to it must

(

a) be assessed by the Town of Vulcan on the same basis as if they

had remained in Vulcan County, and

(

b) be taxed by the Town of Vulcan in respect of each assessment

class that applies to the annexed land and the assessable improvements to

it using the tax rate established by Vulcan County.

Section 2 ceases to apply to a portion of the annexed land and the

assessable improvements to it in the taxation year immediately following

the taxation year in which

(

a) the portion becomes a new parcel of land created as a result of

subdivision or separation of title by registered plan of subdivision or by

instrument or any other method that occurs at the request of, or on behalf

of, the landowner,

(

b) the portion becomes a residual portion after a new parcel

referred to in clause (

a) has been created and the residual portion is 3

acres or less, or

(

c) the portion is, at the request of or on behalf of the

landowner, redesignated by an amendment to the Town of Vulcan Land Use

Bylaw.

4 After

section 2 ceases to apply to a portion of the annexed land in a

taxation year, the portion of the annexed land and the assessable

improvements to it must be assessed and taxed for the purposes of property

taxes in that year on the same basis as the assessment and taxation of

property of the same assessment class in the Town of Vulcan.

Notice is hereby given that sixty days from the date of service of this

Notice and its publication in the Alberta Gazette, the Minister of

Community Development intends to make an Order that the structure known as

the Verdun School, together with the land legally described as shown on

Attachment "A":

The reasons for the designation are as follows:

Constructed in 1902, the Verdun School was not only used for educational

purposes but was used as a Community Hall, a Church and a place for special

"community" events. It began as a small almost square shaped school

building. Early in its history a teacherage was added to the north east

corner of the structure. Although simple in design, it is an excellent

example of an early school building, which incorporates a dwelling for a

teacher.

Originally named the "New Berlin School" the historical significance of the

structure lies in its association with a small pocket of German immigrants

to the area during the 1890s. Its change in name to the Verdun School in

1918 is also significant in that it is indicative of the local hostility

towards Germany during World War I and also of the lack of public local

German support for Germany's cause at the time. As with many German

communities in the west, their cultural heritage was not projected as a

theme for public display for reasons owing mainly to World Wars I and II.

Nonetheless, over the years, Albertans with German backgrounds have

constituted the second largest ethnic minority in the province second only

to the British.

It is therefore considered that the preservation and protection of the

resource is in the public interest.

Historical Resources Act, R.S.A. 1980 c. H-8 as amended, do hereby:

1. Pursuant to

section 16, subsection (1) of that Act, designate the

structure known as the Delmar Bard Residence and Carriage House, together

with the land legally described as plan 19, block 84, lots 13, 14 and the

west half of lot 12, and municipally located at 10544-84 Avenue, Edmonton,

Alberta as a Provincial Historical Resource,

2. Give notice that pursuant to

section 16, subsection (9) of that Act,

Resource without the written approval of the Minister.

3. Further give notice that the following provisions of that Act now

apply in cases of sale or inheritance of the above mentioned resource:

(11) the owner of an historic resource that is subject to an order

under subsection (1) shall at least 30 days prior to the sale or any other

disposition of the historic resource, serve notice of the proposed or other

disposition upon the Minister.

(12) when a person inherits an historic resource that is subject to

an order under subsection (1), that person shall notify the Minister of the

inheritance within 15 days of the historic resource being transferred to

him.
