EXPLANATORY NOTE NOTE EXPLICATIVE This Bill proclaims September 30 in each year as Or ange Shirt Day, a day of remembrance of the history and legacy of residential schools and the resilience of the su rvivors. En vertu du présent projet de loi, le 30 septembre de chaque année est proclamé « Journée du chandail oran ge » en vue de la commémoration de l'histoire et des séq uelles des pensionnats ainsi que de la résilience des surv ivants.

LOI SUR LA JOURNÉE DU CHANDAIL ORANGE (Assented to ) (Date de sanction : )

WHEREAS the orange shirt has become a symbol of remembrance for residential school survivors; AND

WHEREAS the symbol originated in the experience of Phyllis (Jack) Webstad of the Stswecem'c Xgat'tem First Nation, who shared her story of how her new orange shirt was taken away from her on her fir st day at St. Joseph Mission Residential School, leavin g her with feelings of worthlessness and insignificance; AND

WHEREAS Indigenous children were historically taken from their homes to residential schools at the end of September; AND

WHEREAS the Truth and Reconciliation Commission of Canada has called for a national day of remembrance for residential school survivors; AND

WHEREAS this day will provide a way for Manitobans to publicly commemorate the history and legacy of residential schools and the resilience of residential school survivors, commemoration being a vital component of the reconciliation process; Attendu : que le chandail orange est devenu, pour les survivants des pensionnats, un symbole de commémoration; que ce symbole est associé à l'expérience de Phyllis (Jack) Webstad, de la Première Nation Stswecem'c Xgat'tem, qui a raconté qu'on lui avait confisqué son chandail orange tout neuf lors de son premier jour d'école au pensionnat de la mission St.

Joseph et qu'elle avait alors eu l'impression d'avoir perdu sa dignité et son importance; que les enfants autochtones étaient habituellement retirés de leur foyer et amenés aux pensionnats à la fin septembre; que la Commission de vérité et réconciliation du Canada a demandé l'établissement d'une journée nationale de commémoration rendant hommage aux survivants des pensionnats; que cette journée permettra à la population manitobaine de commémorer l'histoire et les séquelles des pensionnats ainsi que la résilience des survivants, et qu'il s'agit là d'un élément essentiel du processus de réconciliation, 1
