OIC Text: The Governor in Council on the report and recommendation of the President of the Executive Council dated October 28, 2020, and pursuant to sections 46 and 48 of
Chapter 1 (1992 Supplement) of the Revised Statutes of Nova Scotia, 1989, the House of Assembly Act ,
Section 10 of
Chapter 70 of the Revised Statutes of Nova Scotia, 1989, the Civil Service Act ,
Section 88 of
Chapter 376 of the Revised Statutes of Nova Scotia, 1989, the Public Service Act ,
Section 2 of
Chapter 377 of the Revised Statutes of Nova Scotia, 1989, the Public Service Superannuation Act , and
Section 18 of
Chapter 235 of the Revised Statutes of Nova Scotia, 1989, the
Interpretation Act , and all authority in him vested is pleased to, effective as of November 30, 2020: (
a) revoke both the appointment of Annette Boucher as Acting Chief Clerk and her designation as a Deputy Head made pursuant to Order in Council 2020-53; (
b) appoint James Charlton as Chief Clerk of the House of Assembly; (
c) designate James Charlton as a deputy head within the meaning of the Civil Service Act ; (
d) fix and determine the salary of James Charlton to be $7675.64 biweekly, equivalent to a compa ratio of 100 of band SO 2 of the Senior Officials Pay Plan, and thereafter to be at such a rate as may be determined from time to time by the House of Assembly Management Commission; (
e) amend paragraph (
a) of Order in Council 81-1097G dated August 28, 1981, as amended, respecting the retirement of senior public servants by adding "James Charlton" to the special class of persons listed in that order; (
f) designate James Charlton to be an employee for the purposes of the Public Service Superannuation Act ; and, (
g) direct that other benefits and terms and conditions of James Charlton’s appointment be determined by contract.
