The Hon. Claude Richmond
Speaker of the Legislative Assembly
Parliament Buildings

Mr. Speaker:
Re: By-election —
Electoral District of Surrey–Panorama Ridge
October 28, 2004
On May 26, 2004, this office received a
Speaker's warrant advising of the vacancy in the membership of the
Legislative Assembly resulting from the resignation of Gulzar Cheema, MLA for
the electoral district of Surrey–Panorama Ridge.
On direction from the
Lieutenant-Governor- in-Council, I issued a writ of election on
September 30, 2004, ordering a by-election to be held to fill the vacancy. The
writ specified general voting day as October 28, 2004.
The by-election was held in accordance
with the provisions of the Election Act, and the completed writ
of election has been returned to me.
In accordance with
section 147(2) of the
act, I hereby certify the election of Jagrup Brar as the member
to represent the electoral district of Surrey–Panorama Ridge in the
Legislative Assembly.
Sincerely,
Harry Neufeld
Chief Electoral Officer
Hon. G. Plant: I move that the certificate of the chief
electoral officer of the result of the election of the member be entered upon
the Journals of the House.
Motion approved.
J. MacPhail: I have the honour to present to you Jagrup
Brar, the member for the electoral district of Surrey–Panorama Ridge, who has
taken the oath, signed the parliamentary roll and now claims his right to take
his seat.
Mr. Speaker: Please proceed.
I would now ask the hon. member to please take his seat in this
assembly. [Applause.]
The hon. member for Surrey–Panorama Ridge took his seat.
Hon. G. Bruce: On behalf of the government and the
government members, I'd like to welcome the new member for Surrey–Panorama
Ridge. It can be somewhat overpowering when you come into this place, but it
will soon encapture you, as I know you've been watching.
You've got an incredible challenge. You've got two very lively
colleagues to try and bring under control. [Laughter.] We've been trying for
four years. I'd like you to know that we are with you in your endeavour to do
just that. Welcome to the House.
