provides that that Act comes into force on Proclamation; and
WHEREAS it is expedient to proclaim the Feeder Associations Guarantee Act (SA
2009 cF-11.1) in force:
NOW KNOW YE THAT by and with the advice and consent of Our Executive
Council of Our Province of Alberta, by virtue of the provisions of the said Act
hereinbefore referred to and of all other power and authority whatsoever in Us vested
in that behalf, We have ordered and declared and do hereby proclaim the Feeder

taxes, penalties and costs must pay them to Village of Forestburg,

c) the assessor for the Village of Forestburg must assess, for the purposes of

ORDER
1 In this Order, "annexed land" means the land described in Appendix A and
shown on the sketch in Appendix B.
2 For the purposes of taxation in 2011 and in each subsequent year up to and
including 2020, the annexed land and the assessable improvements to it
(
a) must be assessed by the Village of Forestburg on the same basis as if they
had remained in Flagstaff County, and
(
b) must be taxed by the Village of Forestburg in respect of each assessment
class that applies to the annexed land and the assessable improvements to it
using
(
i) the municipal tax rate established by Flagstaff County, or
(ii) the municipal tax rate established by the Village of Forestburg,
whichever is lower.
3 Where in any taxation year a portion of the annexed land
(
a) becomes a new parcel of land created
(
i) as a result of subdivision,
(ii) as a result of separation of title by registered plan of subdivision, or
(iii) by instrument or any other method that occurs at the request of or
on behalf of the landowner, except for the subdivision of an existing
farmstead from a previously un subdivided quarter section,
(
b) becomes a residual portion of 16 hectares or less as the result of the
creation of a parcel referred to in clause (a),
(
c) is redesignated, at the request of or on behalf of the landowner under the
Village of Forestburg Land Use Bylaw, to a designation other than
agricultural or urban reserve,
(
d) becomes the subject of a local improvement project described in a local
improvement bylaw that is initiated by or with the support of the
landowner and under which water and sewer services are made available
to the land by the Village of Forestburg, or
(
e) becomes connected to water or sanitary sewer services provided by the
Village of Forestburg,
section 2 ceases to apply at the end of that taxation year in respect of that
portion and the assessable improvements to it.
4 After
section 2 ceases to apply to a portion of the annexed land in any
taxation year, that portion and any assessable improvements to it must be
assessed and taxed for the purposes of property taxes in the following year in
the same manner as other property of the same assessment class in the
Village of Forestburg is assessed and taxed.

Notice of Intent to Designate a Provincial Historic Resource
(Historical Resources Act)

Notice is hereby given that sixty days from the date of service of this Notice and its
publication in Alberta Gazette, the Minister of Culture and Community Spirit intends
to make an Order that the site known as the:
Sunnyslope Sandstone Shelter, together with the land legally described as:
Meridian 4, Range 26, Township 31,
Section 22, Quarter north west, excepting
thereout all mines and minerals and municipally located in Kneehill County, Alberta
be designated as a Provincial Historic Resource under
section 20 of the Historical
Resources Act, RSA 2000 cH-9.
The reasons for the designation are as follows: The heritage value of the Sunnyslope
Sandstone Shelter in Kneehill County lies in its identity as a distinctive example of a
temporary, vernacular structure common during the earliest stages of settlement on
the Prairies.
Dugout shelters were a common form of shelter in the earliest stages of Alberta's
settlement. Settlers required some form of shelter from the elements immediately
after arriving at their homesteads. They often constructed rudimentary shelters using
pre-modern building techniques. In addition to tents, sod huts and simple shacks,
dugouts were frequently excavated for use as temporary living quarters. In the region
that would become Alberta, dugouts were typically below grade excavations or dug
into existing embankments. Roofs were generally made from logs or sod and were
usually supported by poles. However, a wide variety of dugout construction
techniques existed and stone, while unusual in Alberta, was used occasionally.
It is not known who constructed the Sunnyslope Sandstone Shelter; it was likely built
by homesteaders who migrated from the American Midwest to the Central Alberta
region between 1900 and 1905. One of these homesteaders, George Schech, used the
structure as a temporary residence until he completed a frame house on the same
quarter-section, after which he used the dugout as a root cellar. Both George Schech
and a previous homesteader on the same quarter-section were reputed to have been
trained stonemasons, which may explain the unusual choice of sandstone as the main
construction material. Both homesteaders came to this region after residing in the
American Midwest, where root cellar dugouts were also used as storm shelters. Stone
construction was common throughout the Midwest due to the overall lack of trees and
the added protection stone offered from tornados and other violent weather
experienced by that area. The Sunnyslope Sandstone Shelter consists of a single,
barrel-vaulted chamber accessed by a staircase. The main chamber, which is covered
by an earthen mound, has mortared sandstone walls and ceiling and a hard-packed
earth floor. Oriented on an east/west axis, it is approximately 2.25 metres by 4 metres
in size and has a ceiling height ranging from 1.7 to 1.8 metres. A small opening is
placed in the south facing elevation for light and ventilation. The staircase, which is
located at the west side of the main chamber, is constructed of large, flat pieces of
sandstone supported by earth and smaller stone chunks. It is covered by a vaulted,
sandstone masonry ceiling. Access to the structure is gained through a west facing,
arched entryway, which projects above ground.
It is therefore considered that the preservation and protection of the resource is in the
public interest.

Union Bank Building, together with the land legally described as:

1/2 feet more or less to a point opposite the centre line of a brick wall. Thence,
westerly parallel width the southern boundary of said lot 28 and following the centre

2000 cH-9.
The reasons for the designation are as follows: The heritage value of the Union Bank
of Canada Building lies in its significance as an early and important bank that was
vital to the historic commercial life of the Fort Macleod Provincial Historic Area.
The Union Bank of Canada Building is also significant for its distinctive style, which
embodies its historic importance as Fort Macleod's main bank for the first decade of
the twentieth century.
Fort Macleod was initially established in 1874 by the North West Mounted Police as
an island fort on the Oldman River. Persistent spring flooding resulted in the
relocation of the North West Mounted Police barracks to a site on the south bank of
the river west of the island in 1884. The community of businesses and settlers that
had formed outside the fort followed the police, and the new site proved suitable for
development as a service centre for the police force and the cattle industry in the
southern foothills. By 1892 when the Calgary and Edmonton Railway reached the
community, Fort Macleod had become large enough to be incorporated as the Town
of Macleod.
As Macleod developed into the commercial center of a large ranching and farming
hinterland, the community's need for financial institutions became more pressing.
Early residents were first served by various itinerant bankers who traveled the
southern prairies on behalf of larger banks located in Calgary. In 1897, the Union
Bank of Canada opened the first major bank in Macleod. Three years later, the Union
Bank moved into a new two-storey brick building built the year prior by David J.
Grier, a former Northwest Mounted Police officer who had established himself as a
prosperous rancher and entrepreneur. The lower space accommodated day-to-day
banking operations, while the upper floor was reserved for office space and a
dwelling for the manager. In 1902, a third floor mansard roof was added. The Union
Bank of Canada remained Macleod's sole bank until 1911, when the Bank of
Commerce opened its doors. Few banks of this vintage are extant in Alberta. The
Union Bank of Canada Building embodies both the early growth of financial
institutions in Macleod and the significance of banking to early Alberta communities.
The Union Bank of Canada building stands as a distinctive and prominent reminder of
the town's optimism at the turn of the twentieth century. It was the first brick
structure to be constructed in the downtown core and suggested a secure and solid
permanence. It is a rare Alberta example of the Second Empire architectural style
with its third storey mansard roof and iron cresting. The Union Bank of Canada
Building symbolizes the importance of banking to a vibrant community envisioning a
prosperous future as the region's major commercial centre. It is a strong contributor
to the heritage character of Fort Macleod's historic commercial core.
It is therefore considered that the preservation and protection of the resource is in the
public interest.

R. T. Barker Building, together with the land legally described as:

inches of south 69 feet of lot 24 and municipally located in Fort Macleod, Alberta be
designated as a Provincial Historic Resource under
section 20 of the Historical
Resources Act, RSA 2000 cH-9.
The reasons for the designation are as follows: The heritage value of the R. T. Barker
Building lies in its identity as a contributing resource to the heritage character of the
Fort Macleod Provincial Historic Area.
Shortly after the North West Mounted Police established Fort Macleod on an island of
the Oldman River in 1874, a community developed outside the fort. When the police
relocated their quarters in 1884 to the south bank of the river west of the island, the
settlement followed, and Fort Macleod became a commercial centre for the expanding
cattle industry in the southern foothills. By 1892, the Calgary & Edmonton Railway
had been extended to the community and Fort Macleod was large enough to be
incorporated as the Town of Macleod.
Being the centre of an expanding ranching and farming industry, Macleod saw much
activity in its downtown core. One of the early entrepreneurs to establish a business
in the community was Richard Thomas Barker, who arrived from Buffalo, New York
in 1882. Trained as a cabinet maker, Barker's first enterprise was a furniture store. In
1889, he expanded his business into a large general store, and in 1902, he reduced his
product line to dry goods. Barker served on Macleod's first town council, and he was
an active member of the Board of Trade for several years. Barker died in 1932.
At the turn of the twentieth century, Macleod's commercial area included a well
developed main street complete with boardwalk. A fire in 1906, however, destroyed
most of the street's wood frame buildings and resulted in the passage of a bylaw
requiring future main street buildings to be constructed of brick or stone. The
presence of several sandstone quarries in the Macleod area resulted in this material
being particularly prominent in the re-construction of the community's downtown.
Barker had a new building constructed of sandstone and brick in 1909, and from this
location, he continued to operate his dry goods and clothing retail business. Although
it has been altered, the R.T. Barker Building retains the robust, two-storey masonry
construction and simplified Edwardian Classical Revival architectural style that was
typical of buildings in commercial cores throughout Alberta towns in the first decades
of the twentieth century. The building contributes to the heritage character of the Fort
Macleod Provincial Historic Area, one of Alberta's premier historic districts.
It is therefore considered that the preservation and protection of the resource is in the
public interest.
