Shariff B ILL 205 A LB ER TA B ILL O F R ESPO N SIB ILITIES (Assented to , 1998) WHEREAS Albertans enjoy those rights and freedoms set out in the Canadian Charter of Rights and Freedoms and the Alberta Bill of Rights -, and WHEREAS Alberta society has historically recognized that individuals have certain responsibilities and obligations to themselves, their fellow citizens and to society as a whole that correspond with the rights and freedoms they enjoy in a free and democratic society; and WHEREAS the Legislature of Alberta wishes to recognize and affirm the principles of individual responsibility and respect that exist in Alberta; THEREFORE HER MAJESTY, by and with the advice and consent of the Legislative Assembly of Alberta, enacts as follows: Individual responsibility to others It is hereby recognized and declared that in Alberta individuals have a responsibility to (

a) respect the rights of others to life, liberty, security of the person and enjoyment of property, (

b) abide by the law, (

c) respect the religions of others, (

d) allow others to exercise freedom of speech, including freedom of the press, without impediment, and Individual's responsibility Collective responsibility Ministerial responsibility Construction of Act Title: 1998 (24th, 2nd) Bill 205, Alberta Bill of Responsibilities (

e) ensure that freedom of peaceful assembly and freedom of association are not used to impede the rights and freedoms of others. 2 It is recognized and declared that individuals are responsible for (

a) their actions and the consequences of those actions, (

b) the actions of their minor children, (

c) providing a safe, secure and nurturing environment for their families, and (

d) maintaining and protecting their children until the children reach the age of majority. 3 It is recognized and declared that the Government has a responsibility to (

a) preserve and manage Alberta's environment and natural resources for future generations, (

b) exercise fiscal responsibility to ensure that it operates within its means, and (

c) promote individual well-being by maintaining effective health care, education and social welfare systems. 4 Before a Minister makes public a ministry's business plan under

section of the Government Accountability Act, the Minister must consider whether the business plan complies with this Act. 5 Nothing in this Act shall be construed as abrogating, abridging or infringing any rights or freedoms established by law. 2
