2008-09 FINANCIAL ALLOCATION POLICY

1.1 CONTEXT

The purpose of this Policy is to specify certain monies in

Part I of the

Consolidated Fund for the purposes of allocation to the General Council for the

2008-2009 financial year.

1.2

DEFINITIONS

In this Policy,

a) "financial year" means financial year as that term is used in

section 139 of

the Metis Settlements Act ("MSA");

b) "resource revenue" means the monies in

Part 1 of the Consolidated Fund

which are attributable to the co-management of the subsurface resource

agreements relating to the settlement areas;

c) other terms defined in the MSA or its Schedules have the same meaning

when used in this Policy.

1.3 MONIES AVAILABLE FOR ALLOCATION

Pursuant to Parts 6 and 8 of the MSA, for the 2008-2009 financial year, this

Policy hereby specifies that $3,000,000 Resource Revenue monies in or payable

Part I of the Consolidated Fund will be available for allocation to the General

Council.

1.4 ALLOCATION

The monies specified in

Section 1.3 above are allocated to General Council to

enable:

i. eight equal conditional grants of three-hundred-seventy-five thousand

($375,000) apiece, totaling three million ($3,000,000), to assist with costs

incurred for Settlement Council salaries, benefits, or honorariums for the

2008 - 2009 fiscal year.

1.5 STATUS OF POLICY

This Policy does not rescind or repeal any General Council Policy in whole or in

part.

The reasons for the designation are as follows:

The Sturgeon River Mill is one of the earliest mills in Alberta. The mill was

started by the St. Albert Mission and constructed by the Lamoureux

Brothers. It was extremely important to settlers in the Edmonton area

because it was the most reliable grist and sawmill in the area.
