OIC Text: The Governor in Council on the report and recommendation of the President of the Executive Council dated May 18, 2023, and pursuant to Sections 2A, 3, 4, 7, 46EC and 84 of
Chapter 376 of the Revised Statutes of Nova Scotia, 1989, the Public Service Act , subsection 10(1) of
Chapter 70 of the Revised Statutes of Nova Scotia, 1989, the Civil Service Act , and subsection 18(1) of
Chapter 235 of the Revised Statutes of Nova Scotia, 1989, the
Interpretation Act , is pleased, effective May 23, 2023, to: (
a) create the Department of Cyber Security and Digital Solutions; (
b) direct that the Department of Cyber Security and Digital Solutions shall be presided over by the Minister of Cyber Security and Digital Solutions who has the supervision, direction and control of all affairs and matters relating to the Department of Cyber Security and Digital Solutions and who shall supervise the performance and functions of the Department of Cyber Security and Digital Solutions; (
c) assign to the Minister of Cyber Security and Digital Solutions the supervision, direction and control of all affairs and matters pertaining to: (
i) information, communication, cybersecurity, and technology services for the Government of the Province, (ii) access to, and collection of information for, the design, delivery and operation of government programs and services, (iii) digital transformation of government services and delivery to allow for access by Nova Scotians to high-quality citizen centered services, (iv) cross-government platform services for the design, delivery and operations of citizen centered government programs and services, including identity access management for the Province, and (
v) any other function respecting digital services, cybersecurity, digital transformation, or data management; (
d) assign to the Minister of Justice all affairs and matters pertaining to security support services; (
e) rename the Department of Service Nova Scotia and Internal Services as the Department of Service Nova Scotia; (
f) revoke the appointment of Natasha Clarke as Associate Deputy Minister of Service Nova Scotia and Internal Services and Chief Digital Officer; (
g) appoint Natasha Clarke as Deputy Minister of Cyber Security and Digital Solutions; (
h) fix and determine the salary of Natasha Clarke to be at such rate as may be determined by the Deputy Minister of the Office of the Premier in accordance with the Senior Officials Pay Plan as it applies to Deputy Ministers; (
i) appoint Tracy Fiander Trask as Associate Deputy Minister of Cyber Security and Digital Solutions, who shall be referred to as the Chief Technology Officer; (
j) appoint Arlene Williams as Associate Deputy Minister of Cyber Security and Digital Solutions and Chief Digital Officer; (
k) assign to the Minister of Cyber Security and Digital Solutions the supervision and direction of the Chief Digital Officer; (
l) fix and determine the salaries of Tracy Fiander Trask and Arlene Williams to be at such rate as may be determined by the Deputy Minister of the Office of the Premier in accordance with the Senior Officials Pay Plan as it applies to Associate Deputy Ministers; (
m) designate Tracy Fiander Trask and Arlene Williams as deputy heads within the meaning of the Civil Service Act ; and (
n) direct that Tracy Fiander Trask and Arlene Williams shall receive all customary benefits associated with the position of deputy head, including participation in the Province of Nova Scotia Long Term Disability Plan and such other benefits as may be determined by the Deputy Minister of the Office of the Premier.
