Notice is hereby given that no less than sixty days from the date of service of this

Notice and its publication in the Alberta Gazette, the Minister of Culture and Tourism

intends to make an Order that the site known as the:

International Coal and Coke Company General Office, together with the land legally

described as:

Plan 820L

Block 20

Lots 8 to 10 Inclusive

Expecting Thereout All Mines and Minerals

and municipally located in the Municipality of Crowsnest Pass, Alberta

be designated as a Provincial Historic Resource under

Section 20 of the Historical

Resources Act, RSA 2000 cH-9.

The reasons for the designation are as follows: The heritage value of the International

Coal and Coke Company General Office rests in its association with capitalist

investment and the development of coal mining in the Crowsnest Pass. The building

also effectively symbolizes the connections between corporations, extractive

industries, and the emergence of new communities in early twentieth-century Alberta.

Finally, the structure has value as an excellent example of corporate architecture in

the Crowsnest Pass.

The hamlet of Coleman, Alberta was established in 1903 by investors from the

Spokane-based International Coal and Coke Company. The General Office was one

of the first structures built in Coleman (1904) and was situated at the very centre of

the town, reflecting the significance of both the building and the company to the new

community. The company mined coal and produced coke to support its copper-

smelting operations in British Columbia, and both the company and town enjoyed an

economic boom in the decade prior to the Great War. Production slowed and

eventually declined after the war; the company, however, remained one of the two

largest employers in the Coleman area until it amalgamated with rivals in 1951. The

General Office was the company's administrative centre for nearly fifty years,

housing the superintendent, general manager, surveyors, planners and clerical staff.

The building, through its association with the company, thus reflects themes that are

central to the early history of Alberta's coal industry - international capitalist

investment, connections to a larger, regional mining frontier, and the emergence of

entirely new towns associated with natural resource development.

In addition, the General Office symbolizes the tremendous influence that the

International Coal and Coke Company had over Coleman. More than just an

administrative centre, the building was a prominent fixture in the lives of workers,

their families, and the community as a whole. The General Office was where workers

collected their pay, where families waited anxiously for news after accidents, where

people went to purchase town lots, and where the community held social and cultural

events. For four decades, it was also the site where townspeople came to pay their

utility bills, whether to the International Coal and Coke Company or its subsidiary,

the Coleman Light and Water Company (established in 1924, and also housed in the

General Office). The General Office was thus an important presence in the day-to-day

lives of the people of Coleman; this reflected the deep influence that the International

Coal and Coke Company exercised over the community, a common feature of natural

resource 'company' towns across early twentieth-century Alberta.

Finally, the General Office is an excellent, early example of a building type that was

important in the industrial landscape of Alberta. Early offices on industrial sites such

as coal mines, flour mills and packing plants were typically in a building separate

from and stylistically distinct from the work areas of the site. Often, this meant the

office had a domestic or cottage-like appearance. Here the building is separate from

the worksite, but situated in a prominent location in the town, with a view over the

mine.

The office was designed by prominent local builders Wes Johnson and Edmund

Disney, who constructed many of the commercial buildings in early twentieth-century

Coleman. The office represents one of the pair's most original contributions to the

commercial architecture of Coleman. Though a place of business, the building is

domestic in appearance, with decorative soffit brackets under the eaves and a

scrollwork pendant over the front entrance. The high bellcast roof is relatively

common to architecture in the region, but the office's roof is unusually steeply

pitched, contributing to its distinct appearance. The feature that most clearly identifies

the structure as a business is the vault extending from the building's north side, which

was built by 1913 and contained the company's payroll.

Any person who wishes to make a representation regarding the proposed designation

may do so by submitting a written request to Matthew Wangler, Executive Director,

T6G 2P8. Any such request must be made within 30 days of the publication of this

notice. At the end of the 30 day period, the Foundation will fix a date for the hearing

of representations and will notify all those who have advised of their intention to

make representations. On the date fixed, the Foundation will hear representations

from all parties who have expressed an interest in doing so.
