c) with the following: (

c) provide written reasons to applicants within a reasonable time in respect of all (

i) registration decisions refusing to grant registration, or granting registration subject to conditions, and (ii) internal review or appeal decisions, including, where practical, information respecting measures or programs that may be available to assist unsuccessful applicants in obtaining registration at a later date.
