Arts, Culture and Status of Women

Notice of Intention to Designate a Provincial Historic Resource

(Historical Resources Act)

Notice is hereby given that no less than sixty days from the date of service of this

Notice and its publication in the Alberta Gazette, the Minister of Arts, Culture and

Status of Women intends to make an Order that the site known as the:

F.E. Algar General Store together with the land legally described as:

EXCEPTING THEREOUT ALL MINES AND MINERALS

and municipally located in the Town of Ponoka, Alberta

be designated as a Provincial Historic Resource under

Section 20 of the Historical

Resources Act, RSA 2000 cH-9.

The reasons for the designation are as follows: The heritage value of the F.E. Algar

General Store lies in its strong representation of commercial architecture in small

town Alberta from the early twentieth century.

The F.E. Algar General Store was built in 1914 by merchants Frederick Edward and

Charles Duncan Algar to replace their grocery and dry goods store destroyed by fire

earlier that year. The building's rectangular plan and high degree of symmetry are

strongly representative of many retail buildings found in rural communities in the

early twentieth century, while the open interior space, recessed central doorway,

retractable awning and large plate glass display windows clearly communicate the

building's historic retail function. The display windows wrap around the northeast

corner and are surmounted by a band of fixed, translucent, multi-paned transom

windows to maximize light. The brick construction at once represents a concern for

fire protection and confidence in the owners' (and town'

s) future prospects, while

design elements such as the brick parapets and classically-inspired pressed metal

cornices on the east and north sides give the structure the impression of larger size

and an air of prestige. The Algar General Store takes advantage of its corner lot

through the inclusion of a secondary storefront at the rear of the building (out of

which operated a drug store), which separates it somewhat from design norms.

Overall, the F.E. Algar Store is an excellent example of the type of simple yet

substantial masonry commercial buildings constructed across small-town Alberta in

the years immediately prior to World War One.

The reasons for the designation are as follows: The heritage value of the Stewart

Residence lies in its grassroots representation of energy-efficient and modernist

In 1973, as heating fuel prices soared during the Energy Crisis precipitated by the

OPEC oil embargo, Norman and Jo Ann Stewart decided to replace their inefficient

older home and collaborated with Wolfgang Wenzel to construct a modern residence

integrating energy-efficient design principles. Wenzel, a bricklayer by training, had

moved to Calgary in 1955 and established his independent design-build business in

the early sixties. His innovative design for an "energy saving" home that also

embodied important 20th century architectural trends, was made affordable by a

staged program of construction. The initial phase, constructed in 1977, incorporated

massive insulation in the roof and earth piled against the exterior walls of the sunken

main floor. These features added thermal mass to the house, conserving heat during

cold weather and maintaining coolness when it was hot outside. The 1989 wing added

passive solar gain through a south-facing floor-to-ceiling glass wall and greenhouse.

Not all the innovations proved successful. In-wall electric heating panels were

installed but proved too expensive to operate, and a wood stove intended to provide

supplementary heat made the house too warm. Other conservation measures, such as

solar panels and solid panel insulation, were not implemented due to their cost, lack

of approvals from permitting bodies, or lack of familiarity by builders.

Stylistically, elements of the International Style, with its machine age clean lines, and

Expressionism, which took its inspiration from flowing natural forms, can be seen in

the design of the Stewart Residence, which appears to simultaneously embrace and

emerge from the earth. The exterior landscape features serve as an extension to the

interior garden areas, strengthening the design concept through a merging of

residential space with the outdoors. The house embodies the contrasting elements

found in the counterculture Earthship movement, and the science-based response of

Canada's National Research Council and the Saskatchewan Research Council, which

spearheaded the development of innovative approaches and standards for energy

Wenzel exemplify the adventurous, innovative spirit of the period, looking beyond

standard methods and materials for home design and construction.
