OIC Text: The Governor in Council on the report and recommendation of the Minister of Labour Relations, dated August 18, 2017, and pursuant to

Section 7 of

Chapter 34 of the Acts of 2015, the Public Services Sustainability

(2015) Act , and Sections 3, 5 and 6 of the Public Services Sustainability Board Regulations made under that Act, is pleased to: (

a) appoint Margaret MacDonald, of Halifax Regional Municipality (Dartmouth), as a member and designate her as the Chair of the Public Services Sustainability Board for a term of three years commencing August 22, 2017; (

b) appoint E.A. Nelson Blackburn, Q.C., of Halifax Regional Municipality (Bedford), as a member and designate him as the Vice-chair of the Public Services Sustainability Board for a term of three years commencing August 22, 2017; (

c) appoint Douglas Stewart, of Halifax Regional Municipality (Dartmouth), as a member of the Public Services Sustainability Board for a term of three years commencing August 22, 2017; (

d) order that the remuneration for Margaret MacDonald be fixed in the following aggregate amounts, payable for her service as the Chair of the Public Services Sustainability Board: (

i) an annual $5,000 honorarium to be paid pro rata; (ii) $300.00 per day for each day she conducts a hearing as Chair of the Board or participates in necessary training; (iii) $150.00 per day for each day she necessarily attends to the business of the Board, as a member, except while conducting a hearing or participating in necessary training; and (iv) reimbursement for such reasonable expenses necessarily incurred by her in fulfilling her duties as the Chair of the Board, provided the reimbursement does not exceed that normally paid to members of the civil service; (

e) order that the remuneration for E.A.

Nelson Blackburn, Q.C., and Douglas Stewart be fixed in the following aggregate amounts, payable to each for their service as a Vice-chair or member of the Public Services Sustainability Board: (i) $300.00 per day for each day they conduct a hearing as a Vice-chair or member of the Board or participate in necessary training; (ii) $150.00 per day for each day they necessarily attend to the business of the Board as a Vice-chair or member of the Board, except while conducting a hearing or participating in necessary training; and (iii) reimbursement for such reasonable expenses necessarily incurred by them in fulfilling their duties as a Vice-chair or member of the Board, provided the reimbursement does not exceed that normally paid to members of the civil service.
