Normandy Peak

This peak is the most northeasterly of the five peaks on Ex Coelis Mountain. The

name commemorates the 1st Canadian Parachute Battalion's role in the D-Day

landings at Normandy. In the early hours of June 6, 1944, hours before the Allied

landings on the beaches, the battalion was dropped into the Normandy countryside

and captured key garrisons, roads and bridges, hindering German efforts to reinforce

the beaches. Over the next three months they would continue to seize and hold key

crossroads, villages and bridges as the Allies fought their way inland. The

approximately 550 strength battalion suffered 357 casualties (83 killed, 187 wounded,

87 captured) between June and September 1944.

Ardennes Peak

This peak is the most northwesterly of the five peaks on Ex Coelis Mountain. The

name commemorates the 1st Canadian Parachute Battalion's role repelling the

German counteroffensive in the Battle of the Ardennes (commonly known as the

Battle of the Bulge). On January 2, 1945, the battalion was deployed to defend and

patrol roads around the Meuse River and run reconnaissance missions behind enemy

lines. The battalion was withdrawn on January 22. Although casualties were low, the

battalion was the only Canadian unit to participate in the Battle of the Bulge, which

was carried out under extreme weather conditions and harassment from the enemy.

Rhine Peak

W) Approximately 100 km WSW of Rocky Mountain House.

This peak is the central of the three southern peaks on Ex Coelis Mountain. The name

commemorates the 1st Canadian Parachute Battalion's role in securing the region

around the River Rhine. On March 24, 1945, as part of Operation VARSITY (also

known as the "Rhine Drop"), the battalion was dropped east of the Rhine. It was to

aid the Allied crossing of the river by securing the high ground, woods and roads

along the Schnappenburg ridge. The drop was made in broad daylight and met heavy

machine gun and sniper fire. On the ground the battalion faced fortified and dug-in

positions, but secured the area within two and a half hours, suffering 67 casualties in

the process. Corporal Frederick Topham, a medic with the battalion, was awarded the

Victoria Cross for his actions in this battle. Despite being shot in the face, Cpl.

Topham repeatedly exposed himself to enemy fire to attend to and retrieve wounded

paratroopers.

Elbe Peak

W) Approximately 100 km WSW of Rocky Mountain House.

This peak is the most southwesterly peak on Ex Coelis Mountain. The name

commemorates the 1st Canadian Parachute Battalion's role in securing the region

around the Elbe River and the Baltic port city of Wismar, Germany. Beginning on

March 26, 1945, the battalion spearheaded the 485km (300 mile) advance from the

Rhine to the Baltic Sea. The goal was to defeat the German defenders and to reach the

Baltic ahead of the Soviet Army, which was advancing from the east. Opposition was

met at a number of key locations, notably at Lembeck and the Dortmund-Ems canal.

The battalion crossed the Elbe River on April 30, and reached Wismar two days later,

just a few hours ahead of the Soviet army.

Stan Waters Peak

W) Approximately 100 km WSW of Rocky Mountain House.

This peak is the most southeasterly peak on Ex Coelis Mountain. The name

commemorates Lieutenant General and Senator Stanley Charles Waters (1920-1991).

Stan Waters enlisted for service in the Second World War and saw service with the

1st Special Forces Regiment (commonly referred to as the Black Devil's or the

Devil's Brigade), an elite commando unit composed of Canadian and American

servicemen. He was awarded the US Silver Star for gallantry in action and

commanded one of the first battalions to liberate Rome in June 1944. In 1945, he was

attached to the 1st Canadian Parachute Battalion and saw action as a company

commander in Europe. He retired from the military in 1975 with the rank of

Lieutenant General and began a successful business career. In October 1989, Waters

was selected by Alberta voters as their choice for a Senate appointment. He was

appointed to the Senate on June 11, 1990 and died in office on September 25, 1991.

Notice is hereby given that sixty days from the date of service of this Notice and its

publication in Alberta Gazette, the Minister of Culture and Community Spirit intends

to make an Order that the site known as the:

Canadian Northern Railway Station, together with the land legally described as:

Plan 9926518 Lot 9A

Excepting thereout all mines and minerals

and municipally located in the Town of Athabasca, Alberta be designated as a

Provincial Historic Resource under

section 20 of the Historical Resources Act, RSA

2000 cH-9.

The reasons for the designation are as follows: The heritage value of the Canadian

Northern Railway Station (CNoR) in Athabasca lies in its association with the

development of Alberta's railroad infrastructure in the early 1900s. It is also

significant as an example of a standard-plan CNoR station.

In the decades around the turn of the twentieth century, significant attention was paid

to the development of the railroad infrastructure of the Canadian west, notably the

branch line network in what would become the province of Alberta. Accessing grants

and concessions provided by the federal and, after 1905, the provincial government,

numerous lines were started leading northward from Edmonton. One of these was the

Edmonton & Slave Lake Railway (E&SLR), which had been chartered in 1899 to

reach Slave Lake via Athabasca Landing, a riverboat transportation hub on the

Athabasca River. By 1902, the E&SLR was acquired by the Canadian Northern

Railway. Construction finally began in 1909, one of three railways heading northward

from Edmonton, and the line reaching the newly christened Town of Athabasca in

early 1912. The town experienced a significant real estate and construction boom,

fuelled largely by speculation that Athabasca would become a major railway hub and

that the E&SLR would continue northwesterly from Athabasca to the Peace River

District and, ultimately, to the CNoR terminus at Port Simpson, British Columbia.

Ultimately, the rest of the railways failed to materialize and the CNoR elected to

bypass Athabasca and instead access to Peace Country via a line through Grande

Prairie. This decision, accompanied by the construction of two other railways north

(the Edmonton, Dunvegan & British Columbia Railway and the Alberta & Great

Waterways Railway), resulted in Athabasca becoming the end of a minor branch line

rather than the central hub which it had aspired to be.

The expectations of Athabasca's boosters were assuredly influenced by the

construction of the railroad station in 1912. This station was built according the

CNoR standard plan No. 100-39. This plan, which was referred to by the company as

being a Standard 2nd-Class Station, was intended for use in large towns and in

communities that were expected to become important branch line terminals. The same

plan was used for stations in Stettler, Hanna, Tollerton and Big Valley, which were all

important divisional points. Plan #100-39 was smaller and less elaborate than station

built at important main line centres, but the two classes of station were similar in

design, being one-and-one half storey buildings with hipped roofs, wide overhanging

eaves with large supporting brackets, and large track-side bay windows. However, the

interior of the Athabasca station was simpler and did not feature any specialized

passenger waiting areas or dining rooms and had smaller baggage storage capacity.

However, it was intended to be a substantial station, befitting a large community on

what was originally expected to be an important rail transportation corridor.

In many railroad towns, the town site plan reflected the importance of the railway,

with the tracks and the train station being the foci of the community. Although the

Athabasca town site predated the arrival of the CNoR, its layout still reflects the

urban planning characteristics of many railway influenced towns in Alberta.

Athabasca is laid out on a variation of a railway linear plan. Avenues run east-west

and streets run north-south, with lots fronting onto both the streets and avenues. As in

most railroad communities, the Athabasca train station occupies a prominent position.

It is located on 50th Avenue, the main east-west road through town, which ran

parallel to the railroad right-of-way. The station is also located at the head of 51st

Street, and is highly visible down the entire length of that road.

It is therefore considered that the preservation and protection of the resource is in the

public interest.
