OIC Text: The Governor in Council on the report and recommendation of the President of the Executive Council dated March 4, 2010, and pursuant to Sections 7 and 84 of
Chapter 376 of the Revised Statutes of Nova Scotia, 1989, the Public Service Act,
Section 18 of
Chapter 235 of the Revised Statutes of Nova Scotia, 1989, the
Interpretation Act,
Section 2 of
Chapter 377 of the Revised Statutes of Nova Scotia, 1989, the Public Service Superannuation Act,
Section 10 of
Chapter 70 of the Revised Statutes of Nova Scotia, 1989, the Civil Service Act, and all authority in him vested, is pleased, effective March 8, 2010, to: (
a) revoke the appointment of Alison Scott as Deputy Minister of Energy; (
b) appoint Murray Coolican as Deputy Minister of Energy; (
c) appoint Byron Rafuse as Associate Deputy Minister of Finance; (
d) designate Murray Coolican as a deputy head within the meaning of the Civil Service Act; (
e) designate Byron Rafuse as a deputy head within the meaning of the Civil Service Act in his performance of the duties of the deputy as have been or may be delegated to him pursuant to
Section 84 of the Public Service Act; (
f) fix and determine the salaries of Murray Coolican and Byron Rafuse to be at such rate as may be determined by the Deputy Minister of the Office of the Premier; (
g) direct that Murray Coolican and Byron Rafuse shall receive all customary benefits associated with the position of deputy head including participation in the Province of Nova Scotia Long Term Disability Plan; (
h) provide that Murray Coolican may participate in the Public Service Superannuation Plan or may receive an amount in lieu of participation as may be determined by the Deputy Minister of the Office of the Premier; and (
i) designate Byron Rafuse to be and to have been an employee for the purposes of the Public Service Superannuation Act.
