EXPLANATORY NOTE NOTE EXPLICATIVE This Bill proclaims the month of September as Ukrainian Heritage Month. En vertu du présent projet de loi, le mois de septembre est proclamé « Mois du patrimoine ukrainien ».

WHEREAS the first official Ukrainian immigrants, Vasyl Eleniak and Ivan Pylypiw, arrived in Canada on September 7, 1891; AND

WHEREAS soon afterwards, Ukrainian immigrants began arriving in Manitoba in larger numbers; AND

WHEREAS today Manitoba is home to more than 180,000 people of Ukrainian descent and there are more than 1.3 million Canadians of Ukrainian descent across the country; AND

WHEREAS many Ukrainians fled, and are once again being forced to flee, their homeland to find freedom from oppression and a better life in Canada; AND

WHEREAS both Manitoba and Canada, by way of The Ukrainian Famine and Genocide (Holodomor) Memorial Day Act (Manitoba) and the Ukrainian Famine and Genocide ("Holodomor") Memorial Day Act (Canada), have recognized the genocide by famine that occurred in Ukraine from 1932 to 1933 under the Soviet Communist regime of Joseph Stalin; Attendu : que Vasyl Eleniak et Ivan Pylypiw, les premiers immigrants ukrainiens reconnus officiellement, sont arrivés au Canada le 7 septembre 1891; que peu de temps après, un plus grand nombre d'immigrants ukrainiens ont commencé à arriver au Manitoba; que notre province compte actuellement plus de 180 000 habitants d'origine ukrainienne et qu'on dénombre plus de 1,3 million de Canadiens d'origine ukrainienne à l'échelle nationale; que bon nombre d'Ukrainiens ont fui leur patrie, et sont une fois de plus forcés de le faire, afin de se libérer de l'oppression et de trouver une vie meilleure au Canada; que le Manitoba et le Canada, au moyen de la

Loi sur le Jour commémoratif de la famine et du génocide ukrainiens (« l'Holodomor »), respectivement, ont reconnu la famine génocide qui a sévi en Ukraine de 1932 à 1933 sous le régime communiste soviétique de Joseph Staline; 1

AND

WHEREAS on August 24, 1991, the Ukrainian parliament declared Ukraine as an independent democratic state from the Soviet Union and Canada was the first nation in the Western world to recognize Ukraine's independence; AND

WHEREAS Manitobans of Ukrainian descent have left and continue to leave a historic mark on our province and their contributions span communities across Manitoba and are reflected in our economic, political, social and cultural life; AND

WHEREAS Ukrainian Canadians have played an important role in the development of Manitoba into one of the most desirable places in the world to live and have contributed to making Canada the great country that it is today; AND

WHEREAS 2022 is the 131st anniversary of the first official arrival of Ukrainians to Manitoba; AND

WHEREAS it is important to recognize and celebrate these contributions; que le 24 août 1991, le parlement ukrainien a déclaré l'Ukraine État démocratique indépendant de l'Union soviétique et que le Canada a été le premier pays occidental à reconnaître cette indépendance; que les Manitobains d'origine ukrainienne ont marqué et marquent aujourd'hui encore l'histoire de notre province et que leur apport se fait ressentir dans toutes les communautés et se reflète dans notre réalité économique, politique, sociale et culturelle; que les Canadiens d'origine ukrainienne ont joué un rôle important pour faire du Manitoba un des endroits au monde où il fait bon vivre et qu'ils ont contribué à faire du Canada le pays qu'il est aujourd'hui; que l'année 2022 marque le 131e anniversaire de l'arrivée officielle des premiers Ukrainiens au Manitoba; qu'il importe de reconnaître et de célébrer ces contributions, THEREFORE HER MAJESTY, by and with the advice and consent of the Legislative Assembly of Manitoba, enacts as follows: SA MAJESTÉ, sur l'avis et avec le consentement de l'Assemblée législative du Manitoba, édicte : Ukrainian Heritage Month 1 The month of September in each year is to be known as Ukrainian Heritage Month.
