Part I – Introduction A new provision in

Part I provid es that the purposes of the Bill are to prov ide p rotection for res idential tenan ts from unlawful rent increases and unlawful evi ctions, to establish a fram ework for the regulatio n of resid ential rents, to balance the rights and responsibilities of resident ial landlords and t enants and to pro- vide for the ad judication of dis putes and for other processes to informally resolve disputes (see

section of the Bill).

Part I also deals with

definitions , the application of the Bill, and exemptions from the Bill and from various provisions of the Bill (including some of the rules in

Part VII relating to rent). A new provision exempts from the Bil l a residential complex in which the Crown in right of Ontario has an interest i f the resident ial complex was for feited to the Crown under feder al or provincial legislation relating to unl awful activities or if possession of the residential complex has been or may be taken in the name of the Crown under th e Escheats Act (see cl ause 5 (

m) of the Bill) . The Bill changes another exemption so that th e provisions deal- ing with agreements to increase or decrease rent when a service is added or removed (sections 123, 124 and of the Bill) can apply to rental units that are ex empt from other rules rela ting to rent (see subsection 6 (2) of the Bill).
