WHEREAS small and medium-sized businesses form the backbone of Manitoba's economy; AND

WHEREAS a transparent, effective and efficient regulatory environment supports the sustainability o f Manitoba businesses; AND

WHEREAS excessive regulation and unnecessary red tape create a drag on economic growth and a significant burden on the finances of both business and government; AND
