OIC Text: The Governor in Council on the report and recommendation of the Minister of Growth and Development dated July 15, 2025, and pursuant to

Section 77 of

Chapter 2 of the Acts of 2010, the Finance Act , is pleased, effective February 2, 2026, to: (

a) approve the Minister of Housing piloting a 4-year First-Time Homeowners Program; and (

b) authorize the Minister of Housing entering into net debt obligations in the form of guaranteeing mortgages as part of the 4-year First-Time Homeowners Program pilot, and entering into and executing such agreements or other documents as may be required in connection with such transactions.
