a) and (b) 16(2) The following provisions come into force on a day to be fixed by proclamation: (

a) section 2; (

b) section 8; (

c) section 9; (

d) section insofar as it enacts

section 51.3; (

e) section insofar as it enacts clause 59(k.2); (

f) clauses 14(
