WHEREAS it is expedient to proclaim

section 2 and

section 6, except subsections

(2)(

a) and (8), of the Statutes Amendment Act, 2014 in force:

NOW KNOW YE THAT by and with the advice and consent of Our Executive

Council of Our Province of Alberta, by virtue of the provisions of the said Act

hereinbefore referred to and of all other power and authority whatsoever in Us vested

in that behalf, We have ordered and declared and do hereby proclaim

section 2 and

section 6, except subsections (2)(

a) and (8), of the Statutes Amendment Act, 2014 in

force on November 30, 2015.

Notice of Intention to Designate a Provincial Historic Resource

(Historical Resources Act)

Notice is hereby given that sixty days from the date of service of this Notice and its

publication in the Alberta Gazette, the Minister of Culture and Tourism intends to

make an Order that the site known as the:

St. Boniface Roman Catholic Church and Rectory, together with the land legally

described as:

All that portion of the south west quarter of

Section Twenty Five

(25) Township Eighty One

(81) Range Three (3)

west of the Sixth Meridian,

lying west of a line drawn parallel to the west boundary of said quarter

section through a point on the south boundary eight hundred and forty five (845) feet

east from the south west corner; south of the production

easterly of the north boundary of Lot (

A) Plan 59HW east of Road Plan 2365KS and

Subdivision Plan 59HW and north of Road Plan 2347RS containing

6.27 hectares (15.5 acres) more or less.

Excepting Thereout All Mines and Minerals

and municipally located in the Municipal District of Fairview, Alberta

be designated as a Provincial Historic Resource under

Section 20 of the Historical

Resources Act, RSA 2000 cH-9.

The reasons for the designation are as follows: The heritage value of the St. Boniface

Roman Catholic Church and Rectory at Friedenstal lies in its significance as an

excellent example of a Roman Catholic cultural landscape and for its ecclesiastical

architecture.

The community of Friedenstal was established by German Roman Catholics in the

1910s. The community's religious needs were provided by German-speaking priests

of the Missionary Oblates of Mary Immaculate, a French Roman Catholic order, who

founded the St. Boniface parish. The St. Boniface site was once much larger and

included a school and a convent. However, the arrangement of the remaining

structures represents an ecclesiastical landscape, one that was intentionally designed

to convey a sense of the overarching supremacy of the Roman Catholic Church in the

area. The church, opulent in design if not in materials, dominates the site and is

visible from a great distance on the relatively flat landscape. An important, but clearly

subordinate two-storey, stucco-clad rectory and an associated garage are located

slightly to the south and a small wooden shrine, stylistically similar to the church, can

be found in the trees to the north. The entire site is framed and protected by

substantial groves of mature trees. Although each structure is of differing scales and

levels of ornamentation, together, these elements, including an associated cemetery to

the east, comprise a compact and cohesive Roman Catholic cultural landscape and

represent the remaining structures of what was once a large religious community in

northwestern Alberta.

Built, and possibly designed by Oblate Brother Joseph Eiseman in 1920-21, St.

Boniface is a typical Roman Catholic church, consisting of a rectangular building on

an east-west axis with a front facing gable roof. A number of design and architectural

elements speak to its French-Canadian Roman Catholic style, notably the pattern of

Roman-arched windows and the arrangement of the front elevation; its central tower

with open belfry, spire and cross; and the small, pyramid-topped pinnacles at the

corners. The church is similar to other Oblate-built churches, notably St. Joachim in

Edmonton and St. Jean-Baptiste in Morinville, although its simpler scale and use of

less refined construction materials, reflects its rural and northern location. Despite its

simplicity, the church offers distinctive, Classical-inspired ornamentation, typical of

Roman Catholic churches, such as fanlight windows, finials, simulated modillions

and dentils, trefoil tracery and a small, bell cote-like feature at the rear gable peak.

The interior of the church is also arranged in traditional Roman Catholic style, with

the altar to the east and the gallery, confessional and narthex to the west. The barrel-

vaulted central portion of the ceiling and the rows of columns give the impression of

aisles. The church does not have an apse, but the chancel is clearly defined by the

arrangement of the east walls and the presence of steps and altar rails. Focus rests on

the altar, which is painted white with gold highlights and surmounted by a large

crucifix in a fanlight pattern. Other ornamentation is generally restrained while still

retaining a sense of opulence common in Roman Catholic churches, notable is the

ornate gold chandelier with chains and crosses hanging over the centre of the nave.

The rectory is a simple, two-storey, wood-frame residence in the American

Foursquare style, with an enclosed front porch and kitchen at the rear. Distinctly more

modest in design and ornamentation than the church, the rectory does feature a high

level of workmanship, fitting for a structure intended to provide a basic, but

comfortable home for the parish priests. An associated garage is located a short

distance to the south. This utilitarian building is significant as it housed the priest's

automobile, a necessary convenience allowing priests to visit parishioners in this rural

and dispersed parish.

It is therefore considered that the preservation and protection of the resource is in the

public interest.

Any person who wishes to make a representation regarding the proposed designation

may do so by submitting a written request to Matthew Wangler, Executive Director,

Alberta Historical Resources Foundation, 8820 - 112th Street, Edmonton, Alberta,

T6G 2P8. Any such request must be made within 30 days of the publication of this

notice. At the end of the 30 day period, the Foundation will fix a date for the hearing

of representations and will notify all those who have advised of their intention to

make representations. On the date fixed, the Foundation will hear representations

from all parties who have expressed an interest in doing so.

The reasons for the designation are as follows: The Tipton Investment Company

Building possesses heritage value as a contributing resource to the Old Strathcona

Provincial Historic Area, one of Alberta's premier heritage districts. The building also

has value for its association with John Gaddis Tipton, a prominent Strathcona

businessman and politician, and as an increasingly rare example of the modest, wood-

frame structures that were dominant in the commercial cores of Alberta's early

settlement communities.

Between 1899 and 1912, Strathcona experienced dramatic growth. During this period,

the town attracted a range of professionals and business people. Among those to

establish themselves in Strathcona at the time was John Gaddis Tipton, an American

who arrived in Alberta in the 1890s and made a name for himself as a successful

lawyer, businessman, and civic politician. Tipton was the founder and president of

Tipton and Sons Investment Company, which offered insurance and real estate

services in the community. He was also involved in civic affairs and served as an

alderman in Strathcona between 1908 and 1911. Tipton's business and political

successes were vital to the community's development. In 1912, his company acquired

the Tipton Block, a stately, three-storey brick building located on the south side of

Whyte Avenue, one block east of the Tipton Investment Company Building. In the

same year, Strathcona amalgamated with the City of Edmonton, a major triumph for

politicians like Tipton who had lobbied for the merger.

It is uncertain where Tipton's business interests were initially accommodated, but it is

clear that by 1911, his operations were based in the structure known as the Tipton

Investment Company Building, a single-storey, wood-frame building constructed

circa 1902. This modest office space was typical of the structures built by most of the

enterprises established in Strathcona prior to 1902. These buildings were single-

storey, wood-frame buildings with boomtown false fronts. Architectural elements like

large display windows, recessed entries, pressed metal exteriors, and ornamented

cornices imparted visual interest and an air of elegance to these otherwise simple

structures. The interiors were typically open, utilitarian, and easily adaptable to the

demands of owners or tenants. Boomtown structures like these were common not

only in early Strathcona, but in the commercial cores of early settlement communities

across Alberta. Commercial architecture in Strathcona changed dramatically in 1902,

when the town passed a civic improvement and fire-prevention bylaw prohibiting the

construction of new wood-frame commercial structures. In the years that followed,

brick and stone became the building materials of choice. Today, the Tipton

Investment Company Building and the Chapman Brothers Building across the street

are the only structures that retain the simple, wood-frame storefronts that once

characterized historic Whyte Avenue.
