b) or 1716(3) of the Agreement on Internal Trade that requires the Crown to pay tariff costs o r a monetary penalty, or both, may be filed with the Co urt of Queen's Bench and, on being filed, has the same force and effect as an order for the payment of mon ey made by the Court against the Crown.
