Infrastructure

Contract Increases Approved Pursuant to Treasury Board Directive 02/2005

Contract: Calgary - Bridgeland Riverside Continuing Care Centre - Construction of

New Facility

Contractor: Clark Builders Ltd.

Reason for Increase: Change orders 171 to 191: Code requirements necessitated the

need for adding lights and signs for the roof penthouse, and revision to the control

joint for floors 4, 5 and roof. There was also additional work required for the sub-slab

locates to avoid conflicts with existing service lines. To follow best practices,

additional curbs were added to the roof for the delegated design item - lightening

protection system; and window detail was updated for thermal efficiency. Submittal

reviews by the Green Building Council prompted the addition of outdoor air

monitoring system for Air Handling Units. In addition, integration was required

between the demand controlled ventilation and fire suppression system and the energy

management and control system. There were modifications to the parapet and

envelope details in some areas to enable constructibility. Due to the

schedule being

extended, additional budget was required for snow removal, infection control clean

up, material storage management, covering additional trade fee, and requirement for

hoarding and heating for the masonry work. Further, there was also additional cost for

roofing rework in the west tower. Revisions were made to the design documents to

change door type for one sliding door from single to double leaf, and for relocation of

card readers for touch down rooms to jambs.

Contract Amount: $85,864,280.00

Contract: Calgary - FMC - Power Plant Expansion - Construction Management

Services

Contractor: EllisDon Construction Services Inc.

Reason for Increase: Contract increases were reported to Alberta Gazette in 2020/21

Q1 for an increase of $8,692,455; in 2022/23 Q2 for an increase of $7,602,274.22; in

2022/23 Q3 for an increase of $2,614,033.68; in 2022/23 Q4 for an increase of

$259,191.88; in 2023/24 Q1 for an increase of $200,847.76; in 2023/24 Q2 for an

increase of $560,250.08; in 2023/24 Q3 for an increase of $758,390.65; current

increase for 2023/24 Q4 is $188,574.98.

Changes were required to improve upon the design, including fuel tank grounding,

heat trace for electrical feeds, added pipe supports, fuel oil fill station orientation, heat

recovery steam generator instrument relocation, and fuel vent termination heights.

There were scopes of work that were previously excluded due to low bidding interest

as these were years out in the

schedule and are smaller in value. These were added as

change orders including exterior line painting and grouting of pump pads.

To ensure the successful connection of the existing controls system to the expansion,

additional communication programming was required.

Costs associated with changes to site modifications for drainage were implemented to

account for changed design requirements.

Contract percent is cumulative.

Contract: Calgary - Peter Lougheed Centre - Emergency, Mental Health and

Laboratory Redevelopment

Contractor: EllisDon Construction Services Inc.

Reason for Increase: Contract increases were reported to Alberta Gazette in 2023/24

Q4 for an increase of $26,155,340.06.

A change is required to extend the Construction Manager fixed fee as there was a

project

schedule extension due to asbestos abatement.

Contract percent is cumulative.

Contract: David Thompson Solution Project - David Thompson School Demolition

Contractor: Roadbridge Services Ltd.

Reason for Increase: During excavation and removal of an existing lagoon liner,

contaminated soil was discovered under the liner. The contaminated soil of approx.

3,168 tonnes was hauled away and disposed of at the Clearwater Regional Landfill,

under change order #1.

Contract Amount: $876,290.00

This increase of $12,000,000 was required to fund additional changes post turnover in

the new tower to ensure all the systems are operating in sync with systems of existing

facilities, and also for the scopes of work awarded for phase 2 of the project which

were part of the original procurement and included therein as options.

1. National Instrument 24-101 Institutional Trade Matching and Settlement is

amended by this Instrument.

Section 1.1 is amended by repealing the definition of "T+2".

3. Subsection 3.1(1) is amended by replacing "12 p.m. (noon) Eastern Time on

T+1" with "3:59 a.m. Eastern Time on T+1".

4. Subsection 3.3(1) is amended by replacing "12 p.m. (noon) Eastern Time on

Section 4.1 is repealed.

1. Any parcel of land offered for sale may be redeemed by payment of all arrears,

penalties and costs by guaranteed funds at any time until the property is declared

sold.

2. Each parcel of land offered for sale will be subject to a reserve bid and title will

be subject to the reservations and conditions contained in the existing certificate

of title.

3. The lands are being offered for sale on an "as is, where is" basis, and the

municipality makes no representation and gives no warranty whatsoever as to the

state of the parcel nor its suitability for any intended use by the successful bidder.

4. The auctioneer, councillors, the chief administrative officer and the designated

officers and employees of the municipality must not bid or buy any parcel of land

offered for sale, unless directed by the municipality to do so on behalf of the

municipality.

5. The purchaser of the property will be responsible for property taxes and utilities

for the current year. There will be no adjustment to the date of sale.

6. The purchaser will be required to execute a sale agreement in form and substance

provided by the municipality.

7. The successful purchaser must, at the time of sale, make payment in cash,

certified cheque or bank draft payable to the municipality as follows:

a. The full purchase price if it is $10,000 or less; OR

b. If the purchase price is greater than $10,000, the purchaser must

provide a non-refundable deposit in the amount of $10,000 and the

balance of the purchase price must be paid within 20 days of the sale.

(if the certified cheque or bank draft exceeds the final purchase price,

the excess will be refunded within a reasonable time)

8. GST will be collected on all properties subject to GST.

9. The risk of the property lies with the purchaser immediately following the

auction.

10. The purchaser is responsible for obtaining vacant possession.

11. The purchaser will be responsible for registration of the transfer including

registration fees.

12. If no offer is received on a property or if the reserve bid is not met, the property

cannot be sold at the public auction.

13. The municipality may, after the public auction, become the owner of any parcel

of land that is not sold at the public auction.

14. Once the property is declared sold at public auction, the previous owner has no

further right to pay the tax arrears.
