46 Wednesday, October 19, 2022 The House met at 10 a.m. GOVERNMENT BUSINESS Pursuant to notice and on motion, debate commenced and concluded on the motion standing in the name of the Government House Leader (S. Crocker) as follows: THAT in accordance with Standing Order 65, the Public Accounts Committee shall comprise: Member for Stephenville - Port au Port (T. Wakeham) Member for Placentia - St. Mary's (S. Gambin-Walsh) Member for Baie Verte - Green Bay (B. Warr) Member for Harbour Main (H. Conway Ottenheimer) Member for Labrador West (J. Brown) Member for Mount Pearl North (L. Stoyles) Member for St.

George's - Humber (S. Reid) The Speaker (D. Bennett) put the question and declared the motion carried. Pursuant to notice, the Government House Leader (S. Crocker) moved: THAT notwithstanding Standing Order 9, this House shall not adjourn at 5 p.m. on Wednesday, October 19, 2022, but shall continue to sit for the conduct of government business and, if not earlier adjourned, the S peaker shall adjourn the House at midnight. The Speaker put the question and declared the motion carried.

Pursuant to order and on motion, debate commenced and concluded on second reading of a bill entitled “Fair Registration Practices Act” (Bill 15). Pursuant to order and on motion, a bill entitled “Fair Registration Practices Act” (Bill 15) was read the second time and, on motion, it was ordered that Bill 15 be referred to a Committee of the Whole now. Pursuant to order and on motion, the House resolved itself into a Committee of the Whole to consider a bill entitled “Fair Registration Practices Act” (Bill 15). The Speaker left the Chair.

47 Wednesday, October 19, 2022 The Deputy Chair of Committees (P. Trimper) took the Chair of Committee of the Whole. On motion, the Committee rose. The Speaker resumed the Chair. The Chair (P. Trimper) reported the Committee of the Whole had considered the matters to them referred and had directed them to report the Committee had recommended, without amendment, a bill entitled: “Fair Registration Practices Act” (Bill 15). The Speaker put the question and it was ordered the report be received and adopted. On motion, it was ordered that Bill 15 be read the third time on tomorrow.

49 Wednesday, October 19, 2022 The Minister of Finance (S. Coady) highlighting government’s support for women in the public service and the implementation of a job evaluation system in 2015. The Members for Harbour Main (H. Conway Ottenheimer) and Labrador West (J. Brown) responded to the statement. The Minister of Education (J. Haggie) reaffirming the government’s commitment to providing low-cost early childhood education and affordable child care. The Opposition House Leader (B. Petten) and the Leader of the Third Party ( J. Dinn) responded to the statement. Oral Questions The House proceeded to Oral Questions.

Notices of Motion The Minister of Health and Community Services (T. Osborne) gave notice they would on tomorrow introduce a bill entitled: “An Act Respecting the Deli very of Health and Community Services and the Establishment of a Provincial Health Authority” (Bill 20). Answers to Questions for Which Notice Has Been Given There were no answers to questions for which notice had been given.

50 Wednesday, October 19, 2022 Petitions The following Members presented petitions: The Member for Ferryland (L. O’Driscoll) regarding the need for brush cutting along Route 10, Southern Shore Highway. The Member for Humber - Bay of Islands (E. Joyce) regarding rejecting Phase 1 of the World Energy GH2 proje ct and completing an Environmental Impact Assessment for the entire project. The Minister of Industry, Energy and Technology (A. Parsons ) replied to the petition. The Member for Topsail - Paradise (P.

Dinn) regarding establishing a fertility treatment clinic within the province providing full fertility services, including in vitro fertilization. PRIVATE MEMBER’S RESOLUTION Pursuant to notice and on motion, debate commenced on the resolution standing in the name of the Member for Bonavista (C. Pardy): THEREFORE

BE IT RESOLVED that this Hon. House express to the Government of Canada its strong opposition to unilateral fisheries management decisions and demand the establishment of a joint Canada- Newfoundland and Labrador joint fisheries management board to give our province a direct say in the management of our most historical and important resource industry. During the debate, the Minister of Fisheries, Forestry and Agriculture (D. Bragg) moved an amendment. The Speaker (B. Warr) recessed the proceedings to consider the amendment. The Speaker resumed the Chair and ruled the amendment in order.

Debate resumed and concluded on the amendment and the resolution itself. The Speaker (D. Bennett) put the question and declared the amendment carried.

BE IT RESOLVED that this Hon. House express to the Government of Canada its strong opposition to unilateral fisheries management decisions and demand the establishment of a joint Canada- Newfoundland and Labrador joint fisheries management board to give our province a direct say in the management of our most historical and important resource industry with an emphasis to be placed on increased science, improved stock assessments, and for the Government of Canada to prioritize funding for these initiatives. The Speaker put the question on the resolution as amended and declared the motion carried.

Pursuant to order and on motion, the following bill was read the third time and passed A bill, “An Act to Amend the Medical Act, 2011” (Bill 1). Pursuant to order and on motion, the Speaker put the question on third reading of the following bill: A bill, “Pay Equity and Pay Transparency Act” (Bill 3). The House divided.
