b) of the Bill be amended by striking out " the prospective franchisee " and substituting "or on behalf of the prospective franchisee to the franchisor or franchisor's associate". THAT Clause 5(14) of the Bill be replaced with the following:

Interpretation — fully refundable deposit not included 5(14) For the purpose of clauses (2)(

b) and (8)(b), the payment of any consider ation relating to a franchise does not include the payment of a fully refundable deposit that (

a) does not exceed the prescribed amount; (

b) is refundable without any deductions; and (
