Reason for Increase: Change Orders 220 to 274: Additional costs associated with

structural revisions. Additional trade impact costs being realized due to the project

schedule extension. Additional contaminated soil and waste removal costs. Additional

guardrail and interior finish modifications. BMS, Fire Alarm, and safety system

modifications. Mechanical and Electrical revisions.

Contract increases were reported to Alberta Gazette in 2023/24 Q4 for an increase of

$12,325,873.44; 2024/25 Q1 for an increase of $16,689,194.46; current increase for

2024/25 Q2 is $27,158,285.30. Contract change percentage is cumulative.

2020/21 Q1 for an increase of $8,692,455; in 2022/23 Q2 for an increase of

$7,602,274.22; in 2022/23 Q3 for an increase of $2,614,033.68; in 2022/23 Q4 for an

increase of $259,191.88; in 2023/24 Q1 for an increase of $200,847.76; in 2023/24

Q2 for an increase of $560,250.08; in 2023/24 Q3 for an increase of $758,390.65; in

Contract increase is for changes required to reduce risk to the existing facility,

including a revised steam blow procedure and modified tie-in procedure to the gas

line. Additionally some changes to Alberta Health Services purchased major

equipment was needed including a steam vent weather hood, a flue stack, and a

thermal mass meter. Due to

schedule extension, there was also additional cost for the

contractor, including bonding and general conditions. Contract percent is cumulative.

Contract: Devon Research Centre - High Head Laboratory - Lighting and Wiring

Replacement

Contractor: Western Pacific Enterprises Ltd.

Reason for Increase: There are lights located above existing 20-inch-high coal dust

extractor equipment that is in the way of accessing the original existing locations.

Existing lighting was installed prior to the equipment, making the lights nearly

inaccessible for maintenance and the equipment significantly impacts the

effectiveness of the light. The lights will be relocated mounted on the side walls to

illuminate that area, providing a safer working environment and better access for

future maintenance.

Contract Amount: $599,999.99

Reason for Increase: Increase of scope of work to include the replacement of the

Fire Alarm panel for compatibility and compliance with updated building code.

conditions is required to ensure the surrounding soil does not encroach into the

Master Depot

Contractor: Graham Design Builders LP

Reason for Increase: Contract tolerance increase required due to unforeseen site

conditions requiring significant redesign to accommodate change in use of space

(new program).

Re-design is complete, resulting in significant construction changes. The additional

funds are for pending change orders associated with re-design and also account for

contingency future unknown occurrences during construction to completion.

Contract Amount: $7,691,800.00

Contract: Kananaskis Emergency Services Centre and Construction of New

Facilities

Contractor: Clark Builders

Reason for Increase: Contract increases were reported to the Alberta Gazette in

2021/22 Q2 for an increase of $1,384,674.54. Current increase is for $111,000.

Contract increase is to address portion of work not covered by warranty for the

removal of the existing fiber cement lap siding and replacement with industrial gauge

metal lap siding. Contract percent is cumulative.

Contract Amount: $13,184,598.00

Contract: Lac La Biche - Youth Assessment Centre - Modernization and Upgrades

Contractor: Binder Construction Limited

Reason for Increase: During construction improved efficiencies and functionality

were discovered regarding the heating, cooling, humidification and security systems.

Based on intended use of the facility, design improvements for HVAC and

humidification will be applied requiring a change in the work for the Contractor.

Additionally, the security system required to be connected to this building (and other

local infrastructure) has failed and requires additional work to complete the necessary

tie-ins. This additional work will be an increase in work for the Contractor.

This tolerance increase includes for contract contingency to account for any further

unforeseen occurrences.

Contract Amount: $9,320,700.00

Contract: Leduc - Agrivalue Processing Business Incubator - Facility Expansion

Contractor: Fillmore Construction Management Inc.

Reason for Increase: Contract increase reasons were reported to Alberta Gazette in

2022/23 Q3 for a total increase of $5,745,127.17; in 2022/23 Q4 for an increase of

$88,309.97; in 2023/24 Q1 for an increase of $553,111.61; in 2023/24 Q2 for an

increase of $23,749,95; no increase in 2023/24 Q3 & Q4; in 2024/25 Q1 for an

increase of $15,993.12; current increase for 2024/25 Q2 is $38,008.21.

The majority of the increase in the contract amount is related to scope that was

reinstated after contract award due to favorable tender results that alleviated the

anticipated budget cost pressures. Approximately 63% of the project change orders

amount is due to the reinstated scope.

Additional changes in this quarter include supply and installation of flexible sealant

and metal flashing in freezers and supply and installation of ventilation system to

electrical room. Contract percent increase is cumulative.

Contract: Leduc - Food Processing Development Centre - Driveway and Parking

Lots Pavement Resurfacing

Contractor: Fillmore Construction Management Inc.

Reason for Increase: During the first two phases of asphalt replacement areas were

found to have unstable sub-grades. Additional work for the removal of the base and a

lower level of clay and replacement with new compacted base of a greater depth is

required to ensure proper grade stability. Further investigation has taken place and

significant sub-grade reconstruction is also required in the remaining two phases.

Contract Amount: $1,388,000.00

Contract: Legal - Demolition of Existing Legal Ecole Citadelle

Contractor: HSMG Services & Consulting Inc.

Reason for Increase: The increase was a result of 5 change orders:

1. Removal and backfill of a Manhole and Catchbasin that was not in the original

scope but was a requirement from the AHJ for the demolition permit

($11,169.00).

2. Removal and backfill of an unknown underground tunnel that was discovered

when demolishing the foundation ($42,279.70).

3. Revise the wall assembly of the existing breezeway to the adjacent building

($15,530.95).

4. Sidewalk remediation for a demolished sidewalk that was required to complete

demolition ($12,399.88).

5. Demolition of additional concrete pad/foundation ($66,784.94).
