7 Tuesday, March 18th, 2014 The House met at 1:30 o’clock in the afternoon pursuant to adjournment. The Member for Baie Verte – Springd ale (Mr. Pollard) made a Statement to congratulate all involved in the 2 nd annual Shiver Soiree. The Member for St. John’s Centre (Ms. Rogers) made a Statement to recognize 1 Billion rising for Justice 2014. The Member for Cape St. Francis (Mr. Parsons) made a Statement to congratulate Emily Hynes who won the Telegram Spelling Bee 2014. The Member for Carbonear – Harbour Gr ace (Mr.

Slade) m ade a Statement to recognize Anthony Griffin, Josh Gri ffin and Andrew Green who were chosen as recipients of the WE DAY programme sponsored by Telus. The Member for Lewisporte (Mr. Verge) made a Statement to recognize Blake Russell for his contribution to the preservati on of the traditional music and culture of Newfoundland and Labrador. The Member for Humber Valley (Mr. Ba ll) made a Statement to congratulate the Pasadena Academy Falcons for winning the 37 th Annual Elwood Invi tational Basketball Tournament. The Honourable the Premier (Mr.

Marsha ll) made a Statement to pay tribute to the late Ambrose Peddle. The Honourable the Minister of Health and Community Services (Ms. Sullivan) made a Statement to recognize National Nutrition Month. The Honourable the Minister of Munici pal Affairs and Minister Responsible for Public Engagement (Mr. Kent) made a Statement to update th e House of Assembly on the work of the Government in support of the community sector in the Province. The Honourable the Minister of Muni cipal and Intergovernmental Affairs (Mr.

Kent) gave notice that he would on tomorrow ask leave to introduce a Bill entitled “An Act To Amend The City Of Corner Brook Ac t, The City Of Mount Pearl Act, The City Of St. John’s Act And The Municipalities Act, 1999” (Bill No. 6). The Honourable the Minister of Health and Community Services (Ms. Sullivan) gave notice that she would on tomorrow ask l eave to introduce a Bill entitled “An Act To Amend The Mental Health Care And Treatment Act” (Bill No. 4).

8 Tuesday, March 18th, 2014 The Honourable the Minister of Servic e NL (Mr. Crummell) gave notice that he would on tomorrow ask leave to introduce the following Bills: A Bill, “An Act To Amend The Vi tal Statistics Act, 2009” (Bill No. 3); A Bill, “An Act To Repeal The Pr inting Services Act” (Bill No. 5). The Honourable the Premier (Mr. Mars hall) gave notice that he would on tomorrow ask leave to introduce the following Resolution: “WHEREAS Aboriginal women experience a rate of violence 3.5 times higher than non-Aboriginal women; AND

WHEREAS Canadian Aboriginal women bet ween the ages of 25 and 44 are five times more likely than all other Canadian women in the same age group to die as a result of violence; AND

WHEREAS the Native Women’s Association of Canada estimates that there are approximately 800 cases of missing and murdered Aboriginal women and girls in Canada; AND

WHEREAS the Government of Newfoundland and Labrador is on record as supporting the Native Women’s A ssociation of Canada in ca lling for a national inquiry on missing and murdered Aboriginal women and girls in July of 2013; THEREFORE

BE IT RESOLVED that all parties of th is Honourable House call upon the Government of Canada to do its part to address the very serious issue of violence against Aboriginal girls and women by launching a national inquiry into missing and murdered Aboriginal women in Canada”. The Member for St. John’s South (Mr. Os borne) gave notice that he would on tomorrow ask leave to introduce the following Resolution: “WHEREAS Government has recently indicate d that energy conservation was necessary to prevent rolling blackouts; AND

WHEREAS Nalcor has issued two energy conservation requests to the general public in 2014; THEREFORE

BE IT RESOLVED that this House urge Government to consider developing and introducing energy conservati on programs for all ratepayers in our Province”.

9 Tuesday, March 18th, 2014 The Opposition House Leader (Mr. Pa rsons) announced pursuant to Standing Order 63(3) that the Resolution of which the Member for St. John’s South (Mr. Osborne) had given notice would be debated on Private Members’ Day, Wednesday, March 19 th . The Member for St. Barbe (Mr. Benne tt) presented a Petition from certain residents of the Province calling upon the H ouse of Assembly to urge Government to . partner with the private sector to ext end cell phone coverage th roughout Gros Morne National Park and the enclave communities within the Park. The Member for St. John’s Centre (Ms.

Rogers) presented a Petition from certain residents of the Province calling upon the H ouse of Assembly to urge Government to reinstate the Family Violence Intervention Court. The Member for Burgeo – La Poile (Mr. Parsons) presented a Petition from certain residents of the Prov ince calling upon the Hous e of Assembly to urge Government to finalize the design and begin construction of the new ferry vessels for residents of the South Coast of Newfoundland and Labrador. The Member for St. John’s North (Mr.

Ki rby) presented a Petition from certain residents of the Province calling upon the H ouse of Assembly to urge Government to change the outdated 1.6 km school busing eligibilit y policy in order to ensure safe travel to school for primary and elementary school children. The Member for Cartwright – L’Anse au Clair (Ms. Dempster) presented a Petition from certain residents of the Provin ce calling upon the House of Assembly to urge Government to work with the appropriate agencies to provide adequate broadband service to communities along the Labrador Coast. The Member for St. John’s East (Mr.

Murphy) present ed a Petition from certain residents of the Province calling upon the H ouse of Assembly to urge Government to provide the necessary resources to enable t he Public Library in Conception Bay South to remain open. Pursuant to notice the Honourable the Government House Leader (Mr. King) moved the following motion: That this Honourable House approves the following changes to the Public Accounts Committee: the replacement of the Member for C onception Bay East – Bell Island by the Member for Fortune Bay – Cape La Hune

10 Tuesday, March 18th, 2014 and the replacement of the Member for The Straits – White Bay North by the Member for St. John’s East. The Speaker put the question on t he motion and declared the motion carried. Pursuant to notice and on motion debate commenced and concluded on the following Resolution standing in the name of t he Honourable the Government House Leader (Mr. King): “WHEREAS

section 7 of the House of Assembly Acc ountability, Integrity and Administration Act provides that the Sergeant-at-Arms of the House of Assembly is to be appointed by the Lieutenant Governor in Council on a nom ination of the House of Assembly;

NOW THEREFORE

BE IT RESOLVED that Mr. Wayne L. Harnum be nominated for appointment as the Sergeant-at-Arms of the House of Assembly”. The Speaker put the question on the Re solution and declared the Resolution carried. The Speaker (Mr. Verge) put the ques tion on the Resolution and declared the Resolution carried. On motion of the Honourable the Government House Leader (Mr. King), the House resolved itself into a Committee of the Whole on Supply to consider a Certain Resolution and a Bill for the Granting of Interim Supply to Her Majesty (Bill No. 2). The Speaker left the Chair. Mr. Littlejohn took the Chair of Committee of the Whole on Supply.

On motion the Committee rose. The Speaker resumed the Chair. The Chairperson of the Committee (Mr. Littlejohn) reported that the Committee of Supply had considered the matters to them referred and had directed him to report that they had made some progress and ask leave to sit again. On motion the report of t he Committee of Supply was received and adopted and on motion it was ordered that the Committee have leave to sit again on tomorrow. It was moved and seconded that when t he House rose it would adjourn until tomorrow, Wednesday, March 19 th at 2:00 o’clock in the afternoon.
