Council of Our Province of Alberta, by virtue of the provisions of the said

Whereas the Town of Beaumont and Leduc County have entered into an
annexation agreement dated September 28, 1998 respecting the annexation of
land described in Appendix A from Leduc County to the Town of Beaumont;
And
whereas the Town of Beaumont by Bylaw 485-98 and Leduc County by Bylaw
33-98 have adopted an inter-municipal development plan in conjunction with
the annexation agreement;
And
whereas the Municipal Government Board has recommended that the
proposed annexation proceed;
Therefore the Lieutenant Governor in Council
(
a) orders that, effective January 1, 1999, the land described in
Appendix A and shown on the sketch in Appendix C is separated from Leduc
County and annexed to the Town of Beaumont,
(
b) orders that, effective January 1, 1999, all that portion of Secondary
Highway 625 described in Appendix B and shown on the sketch in Appendix D
is separated from the Town of Beaumont and annexed to Leduc County,
(
c) orders that any taxes owing to Leduc County on the date of this Order
in respect of the annexed land described in Appendix A, together with any
lawful penalties and cost levied in respect of these taxes, are transferred
to and become payable to the Town of Beaumont, and the Town of Beaumont
upon collecting those taxes, penalties or costs must pay them to Leduc
County,
(
d) orders that the assessor for the Town of Beaumont must assess in
1999, for the purpose of taxation in 2000, the annexed land described in
Schedule A and the assessable improvements to it, and
(
e) makes the order in Appendix E.Stockwell Day, Acting Chair.
APPENDIX "A"
Detailed description of the lands separated from Leduc County and annexed
to the Town of Beaumont:
1. East half of
section 26, township 50, range 24, west of the fourth
meridian.
2. All that portion of the south west quarter of
section 26, township

3. All that portion of the west one half of
section 27, township 50,
range 24, west of the fourth meridian and the north south government road
allowance adjoining the west boundary thereof not within the Town of
Beaumont.

APPENDIX "B"
Detailed description of the lands separated from the town of Beaumont and

1. That portion of secondary highway 625 located within the Town of
Beaumont.
APPENDIX E
ORDER
1 In this Order,
(a) "annexed land" means the land described in Appendix A;
(b) "landowner" means an owner of part of the annexed land;
(c) "landowner's agreement" means the agreement between certain
landowners and the Town of Beaumont signed by the Town of Beaumont on
January 29, 1999.
2 If a landowner owes an amount of the Town of Beaumont under the
landowner's agreement, the Town of Beaumont may add the amount to the tax
roll for the parcel of land
(
a) owned by the landowner, and
(
b) that is subject to the landowner's agreement.
3 When an amount is added to the tax roll of a parcel of land under
section 2, the amount
(
a) is deemed for all purposes to be a tax imposed under Division 2
Part 10 of the Municipal Government Act from the date it was added to
the tax roll, and
(
b) forms a special lien against the parcel of land in favour of
the Town of Beaumont from the date it was added to the tax roll.

section 16, subsection (1) of that Act, designate the
Obadiah Place, together with the land legally described as Descriptive Plan

Amber Valley, Alberta as a Provincial Historical Resource,
2. Give notice that pursuant to
section 16, subsection (9) of that Act,
no person shall destroy, disturb, alter, restore, or repair any Provincial
Historic Resource or remove any historic object from a Provincial Historic
Resource without the written approval of the Minister.
3. Further give notice that the following provisions of that Act now
apply in cases of sale or inheritance of the above mentioned resource:
(11) the owner of an historic resource that is subject to an order
under subsection (1) shall at least 30 days before any sale or other
disposition of the historic resource, serve notice of the proposed sale or
other disposition upon the Minister.
(12) when a person inherits an historic resource that is subject to
an order under subsection (1), that person shall notify the Minister of the
inheritance within 15 days of the historic resource being transfered to
him.

CHARITABLE FUND-RAISING ACT
STANDARDS OF PRACTICE
Definitions
In these Standards of Practice,
(a) "charitable organization" means the principals, directors, managers
and employees of a charitable organization under the Charitable
Fund-Raising Act whose main responsibility is to make solicitations for the
charitable organization or to manage or be responsible for solicitations
made by the charitable organization.
(b) "fund-raising business" means a fund raising business under the
Charitable Fund-Raising Act and, except in Standard of Practice 3, includes
the principals, directors, managers and employees of the fund-raising
business.
Standards
1. Charitable organizations and fund-raising businesses must comply with
all relevant municipal, provincial, and federal laws.
2. Charitable organizations and fund-raising businesses must advocate,
within the organization, adherence to all applicable laws and Standards of
Practice.
3. The principals, directors, managers and employees of charitable
organizations and fund-raising businesses that must comply with these
Standards must effectively disclose to their organization all conflicts of
interest and all situations that might be perceived as a conflict of
interest.
4. Charitable organizations and fund-raising businesses must give donors
the opportunity to have their names removed from lists that are sold,
rented, or exchanged with other organizations.
5. Charitable organizations and fund-raising businesses must not
disclose any personal and confidential information about donors or
prospective donors outside the work environment, and within the work
environment only as appropriate.
6. Charitable organizations must, to the best of their ability, ensure
that contributions are used in accordance with donors' intentions and
obtain the explicit consent of a donor or the donor's representative before
altering conditions of a gift.
7. Charitable organizations must use accurate and consistent accounting
methods that conform to the appropriate guidelines adopted by the Canadian
Institute of Chartered Accountants (CICA).
8. Charitable organizations and fund-raising businesses must not take
unfair advantage of a donor or prospective donor for their own advantage or
benefit.

ALBERTA RACING CORPORATION
ALBERTA HORSE RACING RULES AMENDMENT #1, 1999
1 The Alberta Horse Racing Rules are amended by these rules.
Section 100 is repealed and the following substituted:
100 Horses foaled in Canada
In *maiden and *claiming *races that are not restricted to
Alberta or Canadian *bred horses,
(
a) a weight allowance of 5 pounds is to be made for 2 year
olds foaled in Canada that are registered with the Canadian Thoroughbred
Horse Society, and
(
b) a weight allowance of 3 pounds is to be made for 3 year
olds foaled in Canada that are registered with the Canadian Thoroughbred
Horse Society.
Section 177(1) is amended by repealing clauses (
b) and (
c) and
substituting:
(
b) determine to disqualify if, in the opinion of the
*judges/stewards board, the foul altered the finish of the *race,
regardless of whether the foul was accidental, wilful or the result of
careless riding or driving;
(
c) determine the extent of disqualification in the case of a
foul or other violation of these rules;
(
d) determine the validity of an objection.
Section 184 is amended by repealing subsection (1) and substituting:
(1) Protests may only be made by an *owner, authorized agent,
*trainer or driver of one of the competing horses not later than 48 hours
after completion of the *race to which the protest applies.
Section 245 is amended
(
a) in clause (e), by striking out the word "and";
(
b) by adding after clause (f):
(
g) be postmarked or delivered no later than the date
nominations close; and
(
h) include any nomination fee.
Section 249 is repealed.
Section 298 is amended by adding after subsection (3):
(4) If the omission described in subsection (1) is discovered
during or within a reasonable time after the drawing of entries, and the
judges board accept the reason for the omission, the race may be redrawn
with the omitted horse being part of the draw.
HORSE RACING (OFFICIALS AND PARTICIPANTS)
LICENSING RULES AMENDMENT #1, 1999
1 These Rules amend the Horse Racing (Officials and Participants)
Licensing Rules.
Section 34 is amended by repealing clause (
f) and substituting:
(
f) the licensee while practising at any location under the
*Corporation's jurisdiction is subject to the authority of the *official
veterinarian and the *judges/stewards board;
Section 36(2) is amended by repealing clause (
f) and substituting:
(
f) failing to supervise or inadequately supervising an
assistant veterinarian or para-veterinary practitioner who is licensed
under these rules and is under the supervision and control of the licensee;
4 The following is added after
section 48:
48.1 Application by licensed trainer on behalf of owner
(1) A *licensed trainer may apply for an owner's licence, on
behalf of an *owner that the trainer represents, by signing the application
for the owners license.
(2) Permission to enter a horse in a *horse race under a
licence granted under subsection (1) may be granted for not more than 14
days.
Section 51(3) is amended
(
a) in clause (c), by striking out "or";
(
b) in clause (d), by adding "or" to the end of the clause;
(
c) by adding after clause (
d) the following:
(
e) the name is, in the opinion of the *Corporation, likely
to cause confusion with another *owner or stable name.
Section 58 is amended by repealing subsection (2) and substituting:
(2) In addition to subsection (1), an applicant for a
category A trainer's licence in standardbred racing must
(
a) if the applicant has not previously held a category
A trainer's licence, successfully complete and pass a written examination
set by the *Corporation, and
(
b) at the applicant's own expense, pass a physical and
an eye examination, by a physician specified by the *judges board,
(
i) when the application is made for the first
time,
(ii) whenever required by the *judges board during
the term of the licence before the applicant becomes 65 years old, and
(iii) each year a licence is sought on and after
the applicant becomes 65 years old.
Section 61 is amended by repealing clause (
c) and substituting:
(
c) to engage jockeys and drivers;
Section 66 is amended
(
a) in clause (c), by adding "and" to the end of the clause;
(
b) in clause (d), by striking out "and";
(
c) by repealing clause (e).
Section 71 is amended by repealing clause (f).
Section 83 is amended by repealing subsection (4) and substituting:
(
d) If a jockey is suspended for what the stewards board
considers to be a minor riding infraction, and the jockey has engagements
slips, properly completed, on file with the racing secretary's office at
least 7 days before a stakes *race, the jockey may ride in the stakes race
under the following conditions:
(
a) a day in which a suspended jockey participates in
one stakes race counts as a suspension day;
(
b) a day in which a suspended jockey participates in
more than one stakes race does not count as a suspension day.
Section 85 is amended by repealing subsection (2) and substituting:
(2) An applicant for a racing participant licence
(
a) must be at least 15 years old, or if younger, must
be employed by his or her parent or guardian, and
(
b) must be of reputable character and sufficient
ability.
Section 93 is repealed and the following substituted:
93 Suspension in other jurisdictions and previously revoked
licences
(1) A person who is under suspension in a jurisdiction
outside Alberta, by a turf authority having jurisdiction similar to the
*Corporation or *judges/stewards board, is ineligible to apply for any
licence under these rules.
(2) A person whose licence has previously been revoked under
these rules or by a turf authority having jurisdiction similar to the
Corporation or judges/stewards board, must satisfy the licensing authority
that their application for a licence should be considered.
(3) The decisions and rulings of other turf authorities
recognized by the Corporation are to be respected by any person or body
making a decision on an application or appointment under these rules.
Section 100 is repealed and the following substituted:
100 Bankruptcy or assignment in bankruptcy
A licensee who has made an assignment in bankruptcy or who has
been declared bankrupt may be licensed as a *racing participant on the
condition that the person work as an employee of another licensee, but may
not be licensed as:
(
a) an *owner,
(
b) a *trainer, or
(
c) a public stable operator,
without the permission of the *Corporation and the trustee in
bankruptcy.
