I, Randene Neill, Minister of Water, Land and Resource Stewardship, order that

(

a) the Angling and Scientific Collection Regulation, B.C. Reg. 125/90, is amended as set out in the attached

Schedule 1, and

(

b) the Wildlife Act General Regulation, B.C. Reg. 340/82, is amended as set out in the attached

Schedule 2.

Schedule 1

Section 1 (1) of the Angling and Scientific Collection Regulation, B.C. Reg. 125/90, is amended by adding the following definition:

"conservation surcharge stamp" means an authorization that is

(

a) issued for the purposes of

section 2, and

(

b) recorded on the angling licence of the person to whom it is issued; .

Section 2 is repealed and the following substituted:

Conservation surcharge stamps

(1) A person must not do any of the following except in accordance with an applicable conservation surcharge stamp issued to the person:

(

a) angle for or catch and retain steelhead in classified or unclassified waters;

(

b) angle for fish in classified waters listed in column 1 of

Schedule A during the period set out opposite in column 5;

(

c) catch and retain up to 5 rainbow trout that measure more than 50 cm from the tip of the nose to the fork of the tail and are caught in Kootenay Lake east of a line between fishing boundary signs on opposite shores at Balfour Point and Proctor Lighthouse;

(

d) catch and retain up to 5 rainbow trout that measure more than 50 cm from the tip of the nose to the fork of the tail that are caught in Shuswap Lake;

(

e) catch and retain up to 5 char that measure more than 60 cm from the tip of the nose to the fork of the tail that are caught in Shuswap Lake;

(

f) catch and retain salmon that are caught in non-tidal waters of the Province, including not more than 10 adult chinook salmon.

(2) A person may be issued a conservation surcharge stamp if the person

(

a) holds or is issued an angling licence at the time that the stamp is issued, and

(

b) pays the applicable fee and conservation surcharge set out in

Schedule C.

3 Sections 4 (

a) and 14 (2) are amended by striking out " Fisheries Act " and substituting " Fish and Seafood Act ".

Section 17 is amended

(

a) by renumbering the

section as

section 17 (1),

(

b) in subsection (1) by striking out " shall immediately record, in ink, in the space provided on the back of the " and substituting " must immediately record on the person’s ", and

(

c) by adding the following subsection:

(2) A record made for the purposes of subsection (1) must be made

(

a) on the space provided for this on the angling licence, and

(

b) in the form and manner required by the director.

Section 19 is amended by adding the following paragraph:

(a.01) to contravene

section 2 (1), .

Schedule 2

Section 4.002 (

b) of the Wildlife Act General Regulation, B.C. Reg. 340/82, is amended

(

a) by striking out "

section 20.05 (2) " and substituting "

section 21.02 (1) ", and

(

b) in subparagraph (ii) by adding the following clauses:

(

E) a basic angling licence issued with respect to a licence year that began on or after April 1, 2026;

(

F) a classified waters angling licence issued with respect to a licence year that began on or after April 1,

Section 16.02 is amended by striking out " the recording instructions set out on the back of an angling licence " and substituting " the recording instructions set out on an angling licence ".

Section 16.03 is amended by striking out " the recording instructions on the back of an angling licence " and substituting " the recording instructions set out on an angling licence ".

Section 21.02 is amended

(

a) in subsection (1) by adding the following paragraphs:

(

g) a basic angling licence issued with respect to a licence year that began on or after April 1, 2026;

(

h) a classified waters angling licence issued with respect to a licence year that began on or after April 1, 2026;

(

i) a white sturgeon conservation licence issued with respect to a licence year that began on or after April 1, 2026. , and

(

b) by adding the following subsection:

(3) Despite subsection (1) (g), (

h) and (

i) of this section, a person must produce the person’s original licence if

section 17 of the Angling and Scientific Collection Regulation applies to a fish caught and retained under the licence.

Section 22.03 is amended

(

a) in paragraph (

a) by striking out " 14th " and substituting " fourteenth ", and

(

b) in paragraphs (

b) to (

e) by striking out " 3rd " and substituting " third ".
