APPENDIX
1 Order in Council No. 581/94, to establish The Greater Aspen View Regional Division No. 19, effective January 1, 1995, is amended by striking out the Appendix and replacing it with this Appendix.
2 Ministerial Order No. 108/94 made by the Honourable Halvar C. Jonson, Minister of Education, to establish The Aspen View Regional Division No. 19, effective January 1, 1995, is repealed.
3 Pursuant to
section 208.31 of the School Act, The Greater Aspen View Regional Division No. 19 (the "Regional Division") is established and the members of the board are a corporation under the name of The Board of Trustees of Greater Aspen View Regional Division No. 19 (the "Board").
4 The Regional Division consists of the geographical areas administered for school purposes by:
(
a) The County of Athabasca No. 12;
(
b) The County of Thorhild No. 7; and,
(
c) The County of Smoky Lake No. 13.
5 Each of the following is established as a ward of the Regional Division:
(
a) The County of Athabasca No. 12;
(
b) The County of Thorhild No. 7; and,
(
c) The County of Smoky Lake No. 13.
6 The following persons are appointed as the first trustees of the Board:
a) to represent The County of Athabasca No. 12 Ward:
(

(ii) Gilda Sanders

(

b) to represent The County of Thorhild No. 7 Ward:

8 The first meeting of the Board shall be held within four (4) weeks following the effective date that the Regional Division is established.
9 Effective with the first general election held after the Regional Division is established, the number of trustees to be elected to the Board for each ward
shall be:
(
a) five (5) trustees for The County of Athabasca No. 12 Ward;
(
b) two (2) trustees for The County of Thorhild No. 7 Ward; and,
(
c) two (2) trustees for The County of Smoky Lake No. 13 Ward.
10 (
a) The election of trustees in The County of Athabasca No. 12 Ward shall be by electoral subdivisions as follows:
(
i) Electoral Subdivision #1 shall be comprised of:
That part of township 64, in range 25 north of Secondary Highway 663; those parts of townships 65 and 66 in range 25; all of townships 65, 66, 67, 68 in range 24; all of township 65 in range 23; those parts of townships 66, 67 and 68 in range 23 west of the Athabasca River; that part of township 65 in range 22 west of Primary Highway 2; that part of township 66 in range 22 west of Primary Highway 2 and west of the Town of Athabasca; all west of the 4th meridian; and including all of the Summer Villages in that area; and including the school districts of: Mountbatten School District No. 4988, Ranch School District No. 4708, Smoky Creek School District No. 4636, Portage Trail School District No. 4977, Forest View School District No. 4624, Hondo School District No. 4435, Smith School District No. 3792, Sunshine Valley School District No. 3109, Otter Creek School District No. 4871, Spurfield School District No. 4286, Crerara School District No. 4934, Bridge School District No. 4930, Moose River School District No. 4366; and those portions of Deep Coulee School District No. 4959 and Lawrence Lake School District No. 4909 lying north of township 68.

(iii) Electoral Subdivision #3 shall be comprised of:
All of the Town of Athabasca.
(iv) Electoral Subdivision #4 shall be comprised of:

IN THE MATTER OF THE "Municipal Government Act":
AND IN THE MATTER OF an application by the Town of Okotoks, in the Province of Alberta, to annex certain territory lying immediately adjacent thereto and thereby its separation from the Municipal District of Foothills No. 31.
This is a petition to the Alberta Local Authorities Board by the Town of Okotoks, in the Province of Alberta, for the annexation of all that territory described in Appendix "A".
SUMMARY
The proposal is to annex approximately 367 acres to the Town of Okotoks for the purpose residential development in conjunction with an existing golf course. The Town of Okotoks was approached by the owner of the subject lands who indicated a desire to undertake a high quality comprehensively planned residential and recreational subdivision. The Town having entered into a new urban fringe boundary with the Municipal District of Foothills No. 31 which identified these lands as very suitable for urban development, commissioned a detailed financial implication analysis of the project.
After consideration of the landowners proposal, consultation with the Municipal District and review of the financial analysis, the Town determined that the project is feasible. Council for the Municipal District of Foothills No. 31 adopted a resolution to support the annexation of the subject lands to the Town of Okotoks. The landowner, Can-Tex Drilling & Exploration Ltd. authorized the Town of Okotoks to act on their behalf for the purpose of annexation. The Calgary Regional Planning Commission considered the proposal and adopted a motion to support the annexation of the subject lands to the Town of Okotoks.
FINDINGS OF FACT
After hearing and considering the representations and the evidence of the parties shown on Appendix "B" and having read and considered the documents shown on Appendix "C" attached hereto, the Board finds the facts in the matter to be as follows:
1. the Municipal District of Foothills No. 31, at the Council meeting of September 14, 1994, adopted a resolution to support the annexation of the subject lands to the Town of Okotoks;
2. Can-Tex Drilling & Exploration Ltd., owner of the land proposed for annexation, provided their consent to the annexation and authorization for the Town of Okotoks to act on their behalf under the date of September 27, 1994;
3. the Calgary Regional Planning Commission, at a regular meeting of the Commission on October 14, 1994, adopted a resolution to support the annexation of the subject lands to the Town of Okotoks.
In consideration of the above, the Board makes the following decision for the reasons set out below:
DECISION
Subject to the Lieutenant Governor in Council approving this Order, or prescribing conditions that the Order is subject to and approving the Order subject to those conditions, or varying the Order and approving the Order as varied, IT IS ORDERED AS FOLLOWS:
1. That there be annexed to the Town of Okotoks, in the Province of Alberta, and be separated from the Municipal District of Foothills No. 31 all that territory described in Appendix "A" attached hereto.
(A sketch showing the general location of the annexed territory is attached as Appendix "C".)
2. That any taxes owing to the Municipal District of Foothills No. 31 as at December 31, 1994, in respect of the annexed lands shall transfer to and become payable to the Town of Okotoks together with any lawful penalties and costs levied in respect of any such taxes; however, upon the Town of Okotoks collecting any or all of such taxes, penalties or costs, they shall be paid by the Town to the Municipal District of Foothills No. 31.
3. That the assessor for the Town of Okotoks shall, for taxation purposes in the year 1995, reassess the annexed lands and assessable improvements, which are by this Order annexed to the Town of Okotoks so that the assessment shall be fair and equitable with other lands and assessable improvements in the Town of Okotoks, and the provisions of the Municipal Taxation Act regarding the assessment roll shall apply.
4. That the Chief Provincial Assessor appointed pursuant to the provisions of the Municipalities Assessment and Equalization Act shall, for taxation or grant purposes commencing in the year 1995, reassess or revalue, as the case may be, all properties that are assessable or subject to valuation under the terms of the Electric Power and Pipe Line Assessment Act and the Municipal and Provincial Properties Valuation Act, and which lie within the areas that are by this Order annexed to the Town of Okotoks, so that the assessment or valuation is fair and equitable with properties of a similar nature.
5. That the effective date of this Order is the 31 day of December, 1994.
REASONS
The annexation complies with the urban fringe agreement between the Town of Okotoks and the Municipal District of Foothills No. 31. The land can be developed for the intended purposes and the financial analysis would appear to support the feasibility and need for this type of development. Further, all parties fully support the annexation of the lands to the Town of Okotoks.

IN THE MATTER OF THE "Municipal Government Act":
AND IN THE MATTER OF an application by the Town of Bon Accord, in the Province of Alberta, to annex certain territory lying immediately adjacent thereto and thereby its separation from the Municipal District of Sturgeon No. 90.
This is a petition to the Alberta Local Authorities Board by the Town of Bon Accord, in the Province of Alberta, for the annexation of all that territory described in Appendix "A".
SUMMARY
The proposal is to annex the Town of Bon Accord water treatment plant and public works yard. The Town views the facilities as important parts of the municipal infrastructure and would prefer that they be within their jurisdiction. The Municipal District of Sturgeon No. 90 is in agreement and supports the annexation of the facilities to the Town.
The Edmonton Metropolitan Regional Planning Commission reviewed the annexation proposal and supported the annexation of the facilities. Alberta Agriculture, Food and Rural Development considered the Town's proposal and offered support for the annexation. Alberta Transportation and Utilities advised that annexation would have no impact on Highway No. 28 and that the Department has no concerns with annexation.
FINDINGS OF FACT
After having read and considering the documents shown on Appendix "B" attached hereto, the Board finds the facts in the matter to be as follows:
1. annexation would provide the Town of Bon Accord with jurisdiction over the water treatment plant and public works yard;
2. the Municipal District of Sturgeon No. 90 supports annexation of the subject territory to the Town of Bon Accord;
3. the Edmonton Metropolitan Regional Planning Commission has no objection to the annexation of the municipal facilities to the Town of Bon Accord;
4. Alberta Transportation and Utilities has determined that annexation will have no impact on Highway No. 28;
5. Alberta Agriculture, Food and Rural Development supports the annexation of lands used for Town Purposes.
In consideration of the above, the Board makes the following decision for the reasons set out below:
DECISION
Subject to the Lieutenant Governor in Council approving this Order, or prescribing conditions that the Order is subject to and approving the Order subject to those conditions, or varying the Order and approving the Order as varied, IT IS ORDERED AS FOLLOWS:
1. That there be annexed to the Town of Bon Accord, in the Province of Alberta, and be separated from the Municipal District of Sturgeon No. 90 all that territory described in Appendix "A" attached hereto.
(A sketch showing the general location of the annexed territory is attached as Appendix "C".)
2. That any taxes owing to the Municipal District of Sturgeon No. 90 as at December 31, 1994, in respect of the annexed lands shall transfer to and become payable to the Town of Bon Accord together with any lawful penalties and costs levied in respect of any such taxes; however, upon the Town of Bon Accord collecting any or all of such taxes, penalties or costs, they shall be paid by the Town to the Municipal District of Sturgeon No. 90.
3. That the assessor for the Town of Bon Accord shall, for taxation purposes in the year 1995, reassess the annexed lands and assessable improvements, which are by this Order annexed to the Town of Bon Accord so that the assessment shall be fair and equitable with other lands and assessable improvements in the Town of Bon Accord, and the provisions of the Municipal Taxation Act regarding the assessment roll shall apply.
4. That the Chief Provincial Assessor appointed pursuant to the provisions of the Municipalities Assessment and Equalization Act shall, for taxation or grant purposes commencing in the year 1995, reassess or revalue, as the case may be, all properties that are assessable or subject to valuation under the terms of the Electric Power and Pipe Line Assessment Act and the Municipal and Provincial Properties Valuation Act, and which lie within the areas that are by this Order annexed to the Town of Bon Accord, so that the assessment or valuation is fair and equitable with properties of a similar nature.
5. That the effective date of this Order is the 31 day of December, 1994.
REASONS
It appears that each municipality would benefit from the proposed annexation. The Municipal District of Sturgeon No. 90 would be relieved of maintenance responsibilities and future planning for the area and the Town of Bon Accord would gain control over important infrastructure facilities.

That the Alberta Motor Transport Board is in receipt of an application to transfer a portion of extra-provincial charter certificate #00-0924126 as follows:

Section 22, of the Motor Transport Act provides that the Board shall not approve a transfer where it has on file any judgement against the holder of a certificate which in the opinion of the Board arises out of the exercise of the authority granted by the Board unless such judgement has been satisfied or a consent to the transfer has been executed.
The Board will receive certified copies of any outstanding judgements or any objections against the above noted companies until January 30, 1995 after which it will render a final decision.

THE ALBERTA STOCK EXCHANGE AMENDMENT ACT
Notice is hereby given that a petition will be submitted to the Lieutenant Governor and the Legislative Assembly of the Province of Alberta at its next session for the passage of a Bill by The Alberta Stock Exchange to amend The Alberta Stock Exchange Act for the following purposes: to enlarge the exchange's scope of activities under its corporate object; to alter the provisions relating to the number and composition of its board of directors, including addition of public (or outside) directors; to enlarge the regulatory jurisdiction of the exchange in order that former employees of exchange members, former members, and the like, may be brought within the exchange's jurisdiction in respect of their conduct while such a former employee was employed by the member or while such a former member was a member of the exchange, etc.; and additionally, to add a number of other provisions to permit the exchange's operations to conform with present day business and corporate standards.
Any persons whose rights or property are materially affected by the proposed legislation may contact the Legislative Assembly in writing no later than the 15th day following the opening day of session should they wish to make a representation relevant to this application.
