The Bill implements many of the recommendations contained in the report submitted on February 15, 2012 by the Commission on the Reform of Ontario's Public Services led by Don Drummond. In accordance with the process specified by the regulations made under the Act, the Minister of Labour is required to estab- lish a roster of arbitrators having the qualifications specified by the regulations. A single arbitrator is to conduct an arbitration. The Minister appoints the arbitrator after having provided the parties with a list of at least three available arbitrators take n from the roster of arbitrators. If the parties jointly propose the name of a person who is not on the list but who is on the roster, the Minister may appoint that person as the arbitrator.
