42 Tuesday, June 25th, 2019 The House met at 1:30 o’clock in the afternoon pursuant to adjournment. The Member for Exploits (Mr. Forsey) made a Statement to congratulate the youth of the Bishop’s Falls Junior Firefighters for completing this year’s program. The Member for Humber – Bay of Islands (Mr. Joyce) made a Statement to recognize the Running Wolf Drumming Group from the Bay of Islands. The Member for Bonavista (Mr.

Pardy) made a Statement to congratulate Lethbridge Area Corps – 310 RCSCC Clode Sound (29 th Review) and the Trinity Bay North Corps, RCSCC Golden Hind on the success of their annual reviews and applaud their commitment. The Member for Mount Pearl North (Mr. Lester) made a Statement to pay tribute to the late Mr. Bill Bradley. The Member for Fortune Bay – Cape La Hune (Mr. Loveless) made a Statement to congratulate those responsible for the Walk of Hope cancer benefit for a job well done. The Honourable the Minister of Municipal Affairs and Environment (Ms.

Dempster) made a Statement to encourage emergency management partners and organizations to submit a nomination for the Emergency Management Exemplary Service Awards. The Honourable the Minister of J ustice and Public Safety (Mr. Parsons) made a Statement to recognize the hard work of Legal Aid Newfoundland and Labrador and retiring Provincial Director Nick Summers. The Honourable the Minister of Advanced Education, Skills and Labour (Mr. Warr) tabled the Private Training Corporation Annual Report for 2018. The Honourable the Minister of Service NL (Ms.

Gambin-Walsh) tabled the 2018- 2019 Business Plan for the Credit Union Deposit Guarantee Corporation. The Honourable the Minister of Justice and Public Safety (Mr. Parsons) tabled the Newfoundland and Labrador Provincial Court Judges Salary and Benefits Tribunal Report dated June 4 th, 2019. The Honourable the Government House Leader (Mr. Parsons) gave notice and by leave moved the following motion: “That Mr. Jim Dinn replace Ms. Alison Coffin as a member of the Public Accounts Committee.”

43 Tuesday, June 25th, 2019 The Speaker put the question and declared the motion carried. The Honourable the Government House Leader (Mr. Parsons) gave notice that he would on tomorrow ask leave to introduce the following Resolution: “WHEREAS subsection 6(3) of the Independent Appointments Commission Act provides that the Independent Appointments Commission shall consist of a minimum of 5 and a maximum of 7 members appointed by the Lieutenant -Governor in Council on a resolution of the House of Assembly; AND

WHEREAS the following 3 members have submitted their resignation as members of the Independent Appointments Commission: Clyde K. Wells Zita Cobb Shannie Duff

NOW THEREFORE

BE IT RESOLVED that the following persons be appointed members of the Independent Appointments Commission for a term of 3 years: Edward Roberts Gerald Lloyd Anderson Peggy Bartlett.” The Member for Windsor Lake (Mr.

Crosbie) ga ve notice that he would on tomorrow ask leave to introduce the following Resolution: “BE IT RESOLVED that the House of Assembly urge the Government of Newfoundland and Labrador (1) to admonish the House of Commons and Senate of Canada for passing Bill C- 69 with provisions that violate the principle of joint management contained in the 1985 Atlantic Accord and its implementation legislation; (2) to take all reasonable measures, including Court challenges where necessary, to safeguard against conflicting federal legislation, the hard- won joint management rights that Newfoundland and Labrador secured under the 1985 Atlantic Accord and its implementation legislation; and (3) to refuse to enact any provincial law that will erode those rights.”

44 Tuesday, June 25th, 2019 The Opposition House Leader (Mr. Brazil) announced, pursuant to Standing Order 63(3), that the Resolution of which the Member for Windsor Lake (Mr. Crosbie) had given notice would be debated on Private Members’ Day, Wednesday, June 26th. The Honourable the Minister of Advanced Education, Skills and Labour (Mr. Davis) tabled in response to a question asked by the Member for St. John’s Centre (Mr. Dinn) on the Request for Proposals for the Immigration Awareness Campaign. The Member for Mount Pearl North (Mr.

Lester) presented a Petition from certain residents of the Province calling upon the House of Assembly to urge Government to reinstate the Adult Dental Programme to cover low-income individuals and families. The Member for Topsail – Paradise (Mr. Dinn) presented a Petition from certain residents of the Province calling upon the House of Assembly to urge Government to eliminate the 1.6 km policy for all Elementary Schools in the Province and in Junior and Senior High Schools where safety is a primary concern. The Honourable the Minister of Education and Early Childhood Development (Mr.

Warr) replied to the Petition. The Member for Conception Bay South (Mr. Petten) presented a Petition from certain residents of the Province calling upon the House of Assembly to urge Government to eliminate the 1.6 km policy for all Elementary Schools in the Province and in Junior and Senior High Schools where safety is a primary concern. The Member for Mount Pearl – Southlands (Mr.

Lane) presented a Petition from certain residents of the Province calling upon the House of Assembly to urge Government to instate legislation which would include provisions to ensure the safety, hygiene and all other required care for patients with cognitive debilitating conditions in long -term care homes. The Member for Humber – Bay of Islands (Mr. Joyce) presented a Petition from certain residents of the Province calling upon the House of Assembly to urge Government to encourage companies that are awarded the contracts for the new Corner Brook hospital to hire local tradespeople and labourers.

Pursuant to order and on motion debate continued on the following motion “That this House A pproves in G eneral the B udgetary Policy of the Government” (the Budget Speech) and on motion debate was adjourned for further debate on tomorrow. Pursuant to order and on motion debate commenced and concluded on the motion “That the House concur in the Report of the Resource Committee”.

45 Tuesday, June 25th, 2019 The Speaker put the question and declared the motion carried. It was moved and seconded that when the House rose it would adjourn until tomorrow, Wednesday, June 26th at 10:00 o’clock in the morning. On motion the House then adjourned accordingly.
