AERONAUTICS ACT AGREEMENTS (CITY OF MEDICINE HAT

AND CYPRESS COUNTY) AMENDMENT REGULATION

1 The Aeronautics Act Agreements (City of Medicine Hat

and Cypress County) Regulation (AR 33/2014) is amended

by this Regulation.

Section 3 is repealed and the following is substituted:

Expiry

3 For the purpose of ensuring that this Regulation is reviewed for

ongoing relevancy and necessity, with the option that it may be

repassed in its present or an amended form following a review, this

Regulation expires on March 31, 2021.

4 This Regulation comes into force on the coming into

force of

section 60 of the Municipal Government

Amendment Act, 2015.

DESIGNATION AND TRANSFER OF RESPONSIBILITY

AMENDMENT REGULATION

Organization Act.

1 The Designation and Transfer of Responsibility

Regulation (AR 80/2012) is amended by this Regulation.

Section 4 is amended by adding the following after

subsection (6):

(7) The responsibility for the Major Fairs program is transferred to

the Minister of Culture and Tourism.

(8) The responsibility for the administration of the unexpended

balance of that portion of element 5.4, Major Fairs and Exhibitions,

of program 5, Industry Development, related to Major Fairs, of the

2015-16 Government appropriation for Agriculture and Forestry is

transferred to the Minister of Culture and Tourism.

Section 4.1 is amended by adding the following after

subsection (7):

(8) The responsibility for the Job Creation Incentive Program is

transferred to the Minister of Economic Development and Trade.

(9) The responsibility for the administration of the unexpended

balance of program 6, Job Creation Incentive Program, of the

2015-16 Government appropriation for Jobs, Skills, Training and

Labour is transferred to the Minister of Economic Development and

Trade.

Section 9 is amended

(

a) by repealing subsection (1)(bb) and (jj);

(

b) by adding the following after subsection (1.1):

(1.2) The Minister of Health continues as the Minister

responsible for the Tobacco and Smoking Reduction Act.

Section 10 is amended

(

a) by repealing subsection (1)(y);

(

b) by repealing subsection (3).

Section 18(2.1) and (2.2) are repealed and the following is

substituted:

(2.1) The President of Treasury Board and Minister of Finance

is designated as the Minister responsible for the Fiscal Planning

and Transparency Act.

Regulation (AR 80/2012) is amended by this Regulation.

Section 2 is repealed.

Section 2.1(3) is amended by striking out "Minister of Jobs,

Skills, Training and Labour" and substituting "Minister of Labour".

Section 6(1.2) is amended by striking out "Minister of

Aboriginal Relations" and substituting "Minister of Indigenous

Relations".

Section 9 is amended

(

a) in subsection (3.1) by striking out "Minister of

Seniors" and substituting "Minister of Seniors and

Housing";

(

b) by repealing subsections (5) and (6).

Section 10 is amended

(

a) in subsection (4) by striking out "Minister Responsible

for the Status of Women" and substituting "Minister of

Status of Women";

(

b) in subsection (5) by striking out "Minister of Jobs,

Skills, Training and Labour" and substituting "Minister of

Labour";

(

c) by repealing subsections (6) and (6.1).

7 The following is added after

section 10:

Indigenous Relations

10.1(1) The responsibility for the following enactments is

transferred to the Minister of Indigenous Relations:

(

a) Aboriginal Consultation Levy Act;

(

b) Constitution of Alberta Amendment Act, 1990;

(

c) Metis Settlements Act;

(

d) Metis Settlements Accord Implementation Act;

(

e) Metis Settlements Land Protection Act;

(

f) Northern Alberta Development Council Act.

(2) The powers, duties and functions of the Minister in the

Aboriginal Relations Grant Regulation (AR 4/2002) and the Gaming

Grants Regulation (AR 29/2004) are transferred to the responsibility

of the Minister of Indigenous Relations.

(3) The responsibility for that part of the public service associated

with the part of the appropriation transferred under subsection (4) is

transferred to the Minister of Indigenous Relations.

(4) The responsibility for the administration of the unexpended

balance of the 2015-16 Government appropriation for Aboriginal

Relations is transferred to the Minister of Indigenous Relations.

Section 12.1 is repealed.

9 The following is added after

section 13:

13.1(1) The responsibility for the following enactments is

transferred to the Minister of Labour:

a) Agrology Profession Act;

(

b) Architects Act;

(

c) Blind Workers' Compensation Act;

(

d) Burial of the Dead Act;

(

(

(

(

(

(

(2) The responsibility for that part of the public service associated

with the part of the appropriation transferred under subsection (3) is

transferred to the Minister of Labour.

(3) The responsibility for the administration of the unexpended

balance of the 2015-16 Government appropriation for Jobs, Skills,

Training and Labour is transferred to the Minister of Labour.

Section 14(3) is amended by striking out "Minister of Jobs,

Skills, Training and Labour" and substituting "Minister of Labour".

Section 14.1 is repealed and the following is

substituted:

Seniors and Housing

14.1(1) The responsibility for the following enactments is

transferred to the Minister of Seniors and Housing:

(

a) Alberta Housing Act;

(

b) section 1 of

Schedule 13 to the Government Organization

Act;

(

c) Seniors Advisory Council for Alberta Act;

(

d) Seniors Benefit Act, except sections 2, 5 and 6;

(

e) Seniors' Property Tax Deferral Act.

(2) The responsibility for sections 2, 5 and 6 of the Seniors Benefit

Act is transferred to the common responsibility of the Minister of

Seniors and Housing and the Minister of Health.

(3) The powers, duties and functions of the Minister in sections 8.3,

8.4 and 10 of the Seniors Benefit Act General Regulation

(AR 213/94) are transferred to the common responsibility of the

Minister of Seniors and Housing and the Minister of Health.

(4) The responsibility for that part of the public service associated

with the part of the appropriation transferred under subsection (5) is

transferred to the Minister of Seniors and Housing.

(5) The responsibility for the administration of the unexpended

balance of the 2015-16 Government appropriation for Seniors is

transferred to the Minister of Seniors and Housing.

Section 15.1 is repealed and the following is

substituted:

Status of Women

15.1(1) The responsibility for that part of the public service

associated with the part of the appropriation transferred under

subsection (2) is transferred to the Minister of Status of Women.

(2) The responsibility for the administration of the unexpended

balance of the 2015-16 Government appropriation for Status of

Women is transferred to the Minister of Status of Women.

Municipal Government Act

SHEEP RIVER REGIONAL UTILITY CORPORATION REGULATION

Definitions

1 In this Regulation,

(a) "Act" means the Municipal Government Act;

(b) "public utility" means a system or works used to provide

water for public consumption, benefit, convenience or use.

Application of Act

2(1) Subject to subsection (2), sections 43 to 47 of the Act apply in

respect of a utility service provided by Sheep River Regional Utility

Corporation.

(2) Section 45(3)(

b) of the Act does not apply in respect of a public

utility owned or operated by Sheep River Regional Utility Corporation.

Exemption from Public Utilities Act

Part 2 of the Public Utilities Act does not apply in respect of a

public utility that

(

a) is owned or operated by Sheep River Regional Utility

Corporation, and

(

b) provides a utility service within the boundaries of a

municipality that is a shareholder of Sheep River Regional

Utility Corporation.

Dispute resolution

4 If there is a dispute between a regional services commission and

Sheep River Regional Utility Corporation with respect to

(

a) rates, tolls or charges for a service that is a public utility,

(

b) compensation for the acquisition by the commission of

facilities used to provide a service that is a public utility, or

(

c) the commission's use of any road, square, bridge, subway or

watercourse to provide a service that is a public utility,

any party involved in the dispute may submit it to the Alberta Utilities

Commission, and the Alberta Utilities Commission may issue an order

considers appropriate.

Provision of extra-provincial services

5 Sheep River Regional Utility Corporation shall not provide any

utility services outside of Alberta without the prior written approval of

the Minister.

Coming into force

6 This Regulation comes into force on the coming into force of

section 8 of the Municipal Government Amendment Act, 2015.
