Interpretation Act

OIC Text: The Governor in Council on the report and recommendation of the President of the Executive Council dated June 1, 2016, and pursuant to Sections 7, 8, 25IA, 25J, 41A, 43A and 84 of

Chapter 376 of the Revised Statutes of Nova Scotia, 1989, the Public Service Act,

Section 10 of

Chapter 70 of the Revised Statutes of Nova Scotia, 1989, the Civil Service Act,

Section 7 of

Chapter 260 of the Revised Statutes of Nova Scotia, 1989, the Liquor Control Act, and

Section 18 of

Chapter 235 of the Revised Statutes of Nova Scotia, 1989, the

Interpretation Act, and all authority in him vested, is pleased to, effective June 6, 2016: (

a) revoke the appointment of Catherine Blewett as Deputy Minister of the Office of the Premier, Deputy Minister of Treasury and Policy Board, Secretary and Clerk of the Executive Council, head of the Public Service, Deputy Minister of Intergovernmental Affairs and Chief Executive Officer of the Office of Immigration; (

b) revoke the appointment of George McLellan as Deputy Minister of Finance and Treasury Board and as the Deputy Minister, non-voting member of the Board of Directors of the Nova Scotia Liquor Corporation; (

c) revoke the appointment of Tracey Taweel as Assistant Chief Executive Officer of the Office of Communications Nova Scotia; (

d) revoke the appointment of Kelliann Dean as Deputy Minister of Communities, Culture and Heritage; (

e) revoke the appointment of Byron Rafuse as Associate Deputy Minister of Finance and Treasury Board and as Controller in the Department of Finance and Treasury Board; (

f) revoke the appointment of Dan McDougall as Deputy Minister of Municipal Affairs; (

g) appoint Laura Lee Langley as Deputy Minister of the Office of the Premier, Deputy Minister of Treasury and Policy Board, Clerk of the Executive Council and Chief Executive Officer of the Office of Communications Nova Scotia; (

h) designate Laura Lee Langley as head of the Public Service; (

i) appoint Julie Towers as Chief Executive Officer of the Office of Immigration; (

j) appoint Tracey Taweel as Deputy Minister of Communities, Culture and Heritage; (

k) appoint Kelliann Dean as Deputy Minister of Municipal Affairs and Deputy Minister of Intergovernmental Affairs; (

l) appoint Byron Rafuse as Deputy Minister of Finance and Treasury Board and as the Deputy Minister appointed from time to time as a non-voting member of the Board of Directors of the Nova Scotia Liquor Corporation; (

m) appoint Geoff Gatien as Associate Deputy Minister of Finance and Treasury Board and as Controller in the Department of Finance and Treasury Board; (

n) appoint Catherine Blewett as Deputy Minister without portfolio until June 19, 2016; (

o) appoint Jeannine Lagassé as Secretary to the Executive Council; (

p) designate Laura Lee Langley, Julie Towers, Tracey Taweel, Kelliann Dean, Byron Rafuse and Geoff Gatien as deputy heads within the meaning of the Civil Service Act ; (

q) fix and determine the salary of Laura Lee Langley to be at such rate as may be determined by Executive Council in accordance with the Senior Officials Pay Plan as it applies to Deputy Ministers; (

r) fix and determine the salary of Tracey Taweel, Kelliann Dean and Byron Rafuse to be at such rate as may be determined by the Deputy Minister of the Office of the Premier in accordance with the Senior Officials Pay Plan as it applies to Deputy Ministers; (

s) fix and determine the salary of Julie Towers and Geoff Gatien to be at such rate as may be determined by the Deputy Minister of the Office of the Premier in accordance with the Senior Officials Pay Plan as it applies to Associate Deputy Ministers; (

t) direct that Laura Lee Langley shall receive all customary benefits associated with the position of deputy head including participation in the Province of Nova Scotia Long Term Disability Plan and such other benefits as may be determined by Executive Council; and (

u) direct that Julie Towers, Tracey Taweel, Kelliann Dean, Byron Rafuse and Geoff Gatien shall receive all customary benefits associated with the position of deputy head including participation in the Province of Nova Scotia Long Term Disability Plan and such other benefits as may be determined by the Deputy Minister of the Office of the Premier.
