Notice of Intention to Designate a Provincial Historic Resource
(Historical Resources Act)

Notice is hereby given that no less than sixty days from the date of service of this
Notice and its publication in the Alberta Gazette, the Minister of Arts, Culture and
Status of Women intends to make an Order that the site known as the:
Our Mother of Perpetual Help Roman Catholic Church, together with the land legally
described as:
Plan 2222582
Block 1
Lot 3
Excepting thereout all mines and minerals
and municipally located in Athabasca County, Alberta
be designated as a Provincial Historic Resource under
section 20 of the Historical
Resources Act, RSA 2000 cH-9.
The reasons for the designation are as follows: The heritage value of Our Mother of
Perpetual Help Roman Catholic Church rests in its association with Polish
immigration and settlement in Alberta. It is further valued for its unique architectural
design, which reflects strong influences of Polish ecclesiastical architecture.
Our Mother of Perpetual Help Roman Catholic Church was built to serve a
predominantly Polish settler population in the Spruce Valley/Prosperity area after
World War Two. The origins of the church date back to the mid-1920s when Alberta
saw a significant increase in Polish immigration. Many of the new arrivals settled in
Athabasca County, one of the few remaining places in Alberta at that time with
enough available agricultural land to support group settlement. The growth of this
population created a demand for Polish-speaking Roman Catholic clergy, as the new
French or other languages. The area was occasionally served by itinerant Polish-
speaking clergy who held services in the community school in the 1930s; however,
the growth of the Polish Roman Catholic population justified the need for a proper
church building. The church was built between 1946 and 1948 with the volunteer
labour of the parishioners (and without the involvement of professional architects or
engineers), and the parish was served for decades by clergy fluent in Polish. Our
Mother of Perpetual Help Roman Catholic Church is thus associated with the post-
World War One growth of Alberta's Polish population and reflects that group's
demand for religious services that reflected Polish traditions.
Our Mother of Perpetual Help Roman Catholic Church is further valued for its design,
which draws heavily from ecclesiastical architecture in Poland. This influence is most
strongly evident in the church's steeple, which features an octagonal drum and
distinctive lantern and cupola often found in Baroque Polish churches. These features
are unique among Polish churches in rural Alberta, most of which reflect a tradition
of French-Canadian architecture. The architecture of Our Mother of Perpetual Help
Roman Catholic Church thus reinforces the 'national' character of the church and the
demand for a place of worship services that reflects a distinctly Polish religious
tradition.

publication of this notice. At the end of the 30-day period, the Minister will fix a date
for the hearing of representations and will notify all those who have advised of their
intention to make representations. On the date fixed, the Minister will hear
representations from all parties who have expressed an interest in doing so.
