EXPLANATORY NOTE NOTE EXPLICATIVE This Bill amends The Planning Act to provide that the council of the City of Brandon is the approving aut hority for the subdivision of land in Brandon. The minister may make regulations that enable the council of a municipality other than Brandon to be the appr oving authority for the subdivision of land within its municipality. a) establishing eligibility requirements for the council to act as the approving authority; (
