Alberta Regulation 55/2026

Peace Officer Act

PEACE OFFICER AMENDMENT REGULATION

Filed: March 25, 2026

For information only: Made by the Lieutenant Governor in Council (O.C. 91/2026)

on March 25, 2026 pursuant to

section 28 of the Peace Officer Act.

1 The Peace Officer Regulation (AR 291/2006) is amended

by this Regulation.

Section 4(1)(

c) is repealed and the following is

substituted:

(

c) a firearm, for peace officers employed or engaged by

(

i) the Crown in right of Alberta or Canada,

(ii) an independent agency police service established under

Part 3.2 of the Police Act, or

(iii) an entity referred to in

section 3(1) of the Peace Officer

(Ministerial) Regulation (AR 312/2006) that has been

issued an employer's authorization;

Section 11 is amended by striking out "March 31, 2027"

and substituting "March 31, 2032".

AMENDMENT REGULATION

Provincial Health Agencies Act

ALBERTA HEALTH SERVICES PROVINCIAL HEALTH

CORPORATION AMENDMENT REGULATION

on March 25, 2026 pursuant to

section 1.975 of the Provincial Health Agencies Act.

1 The Alberta Health Services Provincial Health

Corporation Regulation (AR 213/2024) is amended by this

Regulation.

Section 29(1) is amended

(

a) in clauses (a), (

b) and (c)(

i) and (ii) by adding "and

real property transfer impacts" after "asset retirement

obligations";

(

b) by adding the following after clause (d):

(e) "real property transfer impacts" means the following

impacts of the transfer of the real property of a regional

health authority to a successor by a transitional order:

(

i) the value of the transferred real property;

(ii) asset retirement obligations related to the

transferred real property;

(iii) expended or spent external deferred capital

contributions related to the transferred real

property.

Provincial Health Agencies Act

PROVINCIAL HEALTH AGENCIES

AMENDMENT REGULATION

on March 25, 2026 pursuant to

section 23 of the Provincial Health Agencies Act.

1 The Provincial Health Agencies Regulation (AR 15/95) is

amended by this Regulation.

Section 1(a.1) is repealed.

3 Sections 2.6 and 2.7(1) are amended by striking out

"written consent" and substituting "written approval".

Section 2.71 is amended by adding the following before

subsection (1):

(0.1) In this section, "foundation" means

(

a) a health foundation as defined in

Part 1 of the Health and

Hospital Foundations Regulation (AR 295/2025),

(

b) a hospital foundation as defined in

Part 2 of the Health and

Hospital Foundations Regulation (AR 295/2025), or

(

c) a foundation or other corporation with respect to which an

exemption has been granted under

section 46 of the Health

and Hospital Foundations Regulation (AR 295/2025).

Section 2.9(1) is amended

(

a) in clauses (a), (

b) and (c)(

i) and (ii) by adding "and

real property transfer impacts" after "asset retirement

obligations";

(

b) by adding the following after clause (d):

(e) "real property transfer impacts" means the following

impacts of the transfer of the real property of a regional

health authority to a successor by a transitional order:

(

i) the value of the transferred real property;

(ii) asset retirement obligations related to the

transferred real property;

(iii) expended or spent external deferred capital

contributions related to the transferred real

property.

Section 2.901(1) is amended

(

a) in clause (c)(

i) and (ii) by adding "and real property

transfer impacts" after "asset retirement obligations";

(

b) by adding the following after clause (c):

(c.1) "real property transfer impacts" means real property

transfer impacts as defined in

section 2.9(1)(e);

Electric Utilities Act

TRANSMISSION AMENDMENT REGULATION

on March 25, 2026 pursuant to

section 142 of the Electric Utilities Act.

1 The Transmission Regulation (AR 86/2007) is amended

by this Regulation.

Section 16(6) is repealed and the following is

substituted:

(6) The ISO must make all reasonable efforts to procure ancillary

services in amounts sufficient to support import flows

(

a) at or near 800 MW as soon as practicable,

(

b) at or near 950 MW once the Alberta-British Columbia

Intertie is restored to the capability described in subsection

(2), and

(

c) at or near 1200 MW once the Alberta-British Columbia

Intertie is restored to the capability described in subsection

(1).

(6.1) The ISO must make all reasonable efforts to maintain ancillary

services in amounts sufficient to support the import flows referred to

in subsection (6) at all times except when the transmission system is

under abnormal operating conditions.

Section 16.2 is amended

(

a) by repealing subsection (1) and substituting the

following:

Operation of Alberta-Montana Tie Line

16.2(1) The ISO must make all reasonable efforts to procure

ancillary services in amounts sufficient to support import flows

at or near 300 MW on the Montana-Alberta Tie Line as soon as

practicable and must maintain flows at that amount at all times

except when the transmission system is under abnormal

operating conditions.

(

b) by adding the following after subsection (2):

(3) The ISO must make available to the public milestone reports

on the available transfer capability restoration with respect to the

Montana-Alberta Tie Line

(

a) quarterly, for the duration of 2026, and

(

b) annually, for each year beginning in 2027 and

continuing until the available transfer capability

restoration is complete.

4 The following is added after

section 29:

Generating unit owner's contribution refund

29.01(1) If the owner of a generating unit or energy storage

resource submitted an application to cancel a system access request

during the period beginning on January 1, 2025 and ending on

December 1, 2025, the owner is eligible for a payment from the ISO

equal to the amount of money that the owner paid under

section 29.

(2) Notwithstanding subsection (1), the payment an owner of a

generating unit or energy storage resource is entitled to does not

include a payment in respect of an amount of money that the owner

ISO tariff referred to in

section 29(4)(b).

5 The

Schedule is amended in Table 3 by striking out "Path

3" and substituting "Path 83".

Electric Utilities Act

TRANSMISSION AMENDMENT REGULATION

on March 25, 2026 pursuant to

section 142 of the Electric Utilities Act.

1 The Transmission Regulation (AR 86/2007) is amended

by this Regulation.

Section 3(1)(

b) is repealed and the following is

substituted:

(

b) the approval by ISO members of the ISO's own

administrative costs or costs for the provision of ancillary

services.

3 Sections 31, 32, 34 and 36 are repealed.

Section 47(1)(

c) is amended by adding "and" at the end of

subclause (i), by striking out "and" at the end of subclause

(ii) and by repealing subclause (iii).

Section 48(1) is amended by striking out "and costs of

transmission line losses".

6 This Regulation comes into force on the coming into

force of

section 1(7) of the Energy and Utilities Statutes

Amendment Act, 2025.

UTILITIES CONSUMER ADVOCATE

AMENDMENT REGULATION

1 The Utilities Consumer Advocate Regulation

(AR 183/2018) is amended by this Regulation.

Section 2.1 is repealed and the following is substituted:

Regulated rate customer

2.1(1) The Office of the Utilities Consumer Advocate shall, after

each instance of being sent regulated rate customer contact

information under

section 22.1(1) of the Rate of Last Resort

Regulation (AR 262/2005), contact each regulated rate customer

whose contact information it was sent for the following purposes:

(

a) to inquire whether the regulated rate customer is aware that

their electricity services are being provided by a rate of last

resort provider as defined in

section 1(1)(oo.1) of the Electric

Utilities Act;

(

b) to educate the regulated rate customer about the option to

receive electricity services from a retailer of the regulated

rate customer's choice.

(2) The Office of the Utilities Consumer Advocate

(

a) may allow a regulated rate customer to opt out of being

contacted under subsection (1), and

(

b) shall not contact a regulated rate customer under subsection

(1) if the regulated rate customer has opted out.

1 The Alberta Energy Regulator Administration Fees Rules

(AR 70/2019) are amended by this Regulation.

Section 2(2) is amended by striking out "for the 2025-2026

fiscal year is December 31, 2024" and substituting "for the

2026-2027 fiscal year is December 31, 2025".

Section 3(2) is repealed and the following is substituted:

(2) For the 2026-2027 fiscal year, the annual adjustment factor is

(

Electric Utilities Act

RATE OF LAST RESORT AMENDMENT REGULATION

Utilities Act.

1 The Rate of Last Resort Regulation (AR 262/2005) is

amended by this Regulation.

Section 22.1(1) is amended by striking out "on the first day

after every 2 months following the implementation of each 2-year Rate

of Last Resort term" and substituting "twice each year, on or before

March 15 and September 15, respectively".

Alberta Regulation 65/2026

Oil and Gas Conservation Act

OIL AND GAS CONSERVATION REGULATION

For information only: Made by the Lieutenant Governor in Council (O.C. 113/2026)

on March 31, 2026 pursuant to

section 110.1 of the Oil and Gas Conservation Act.

Interpretation

1(1) In this Regulation,

(a) "energy resource enactment" has the same meaning as in the

Responsible Energy Development Act;

(b) "specified enactment" has the same meaning as in the

Responsible Energy Development Act.

(2) For the purpose of the Act, "reasonable care and measures"

includes an action that must be taken to comply with the following:

(

a) an energy resource enactment;

(

b) a specified enactment;

(

c) Agricultural Pests Act;

(

d) Weed Control Act.

Expiry

2 For the purpose of ensuring that this Regulation is reviewed for

ongoing relevancy and necessity, with the option that it may be

repassed in its present or an amended form following a review, this

Regulation expires on March 31, 2031.

Coming into force

3 This Regulation comes into force on May 1, 2026.
