In general terms , the purpose of Municipal Plan Amendment No. 2, is to ame nd Plan policies for Industrial uses to permit, under specified conditions, uses which include hazardous substances in areas zoned for Light Industrial use. The purpose of the corresponding Development Regulations Amendment No. 3, is to add hazardous uses as a Discretionary use to the Light Industrial Use Zone Table, and add conditions which deal with the development of such uses.

The purpose of Municipal Plan Amendment No. 3 is to redesignate lands to the southeast of O’Driscoll’s Lane/Circular Road from the Conservation Land Use Designation to the Residentia l Land Use designation. In conjunction with this re-designation, Residential policies of the Municipal Plan are amende d to permit the development of backlots in areas zoned for medium and high density residential use, subject to a number of conditions.

The purpose of the corresponding Development Regulations Amendment No. 5, is to rezone an area to the southeast of O’Driscoll’s Lane/Circular Road to the Residential Medium Density Use Zone from the Conservation Use Zone to permit residential development. In addition, conditions are being added to the Residential Medi um Density and Residential High Density Use Zone tables which will apply to residential “backlot development”. The purpose of Development Regulations Amendment # 4 is to rezone lands in the London Road/Forest Road area from Residential Large Lot to Residential Low Density.

The Carbonear Municipal Plan Amendments No. 2 and 3, and Development Regulations Amendments No. 3, 4 and 5, 2001 come into effect on the day that this notice is published in The Newfoundland and Labrador Gazette .
