ORDER ANNEXING LAND FROM ROCKY VIEW COUNTY
TO THE CITY OF CALGARY
1 In this order, "annexation area" means the land described in the Schedule.
2 The annexation area is separated from Rocky View County and annexed to The
City of Calgary.
3(1)
Section 16(2) of the Municipal Government Act does not apply in respect of any
roads in the annexation area and the title to all roads in the annexation area remains
vested in the Crown in right of Alberta.
(2) For greater certainty, subsection (1) applies to a road whether it was built before
the date this order is made or is built after that date.

APPENDIX
ORDER ANNEXING LAND FROM THE COUNTY OF VERMILION RIVER
TO THE CITY OF LLOYDMINSTER
1 In this Order,
(a) "annexed land" means the land described in
Schedule 1 and shown on the
sketch in
Schedule 2;
(b) "farming operations" has the meaning given to it in the Matters Relating to
Assessment and Taxation Regulation, 2018 (AR 203/2017).
2 Effective January 1, 2022, the land described in
Schedule 1 and shown on the
sketch in
Schedule 2 is separated from the County of Vermilion River in Alberta and
annexed to The City of Lloydminster.
3 Any taxes owing to the County of Vermilion River at the end of December 31,
2021 in respect of the annexed land and any assessable improvements to it are
transferred to and become payable to The City of Lloydminster together with any
lawful penalties and costs levied in respect of those taxes, and The City of
Lloydminster on collecting those taxes, penalties and costs must pay them to the
County of Vermilion River.
4 This Order in Council is complementary to an Order in Council of the Lieutenant
Governor in Council of Saskatchewan that approves the separation of the annexed
land from the County of Vermilion River and the annexation of the annexed land to
The City of Lloydminster.
5(1) For the purpose of taxation in 2022 and in each subsequent year up to and
including 2051, the annexed land and the assessable improvements to it, other than
linear property,
(
a) must be assessed by The City of Lloydminster on the same basis as if they
had remained in the County of Vermilion River, and
(
b) must be taxed by The City of Lloydminster in respect of each assessment
class that applies to the annexed land and the assessable improvements to it
using
(
i) the municipal tax rate established by the County of Vermilion River, or
(ii) the municipal tax rate established by The City of Lloydminster,
whichever is lower, for property of the same assessment class.
(2) Where in 2022 or any subsequent taxation year up to and including 2051 a
portion of the annexed land
(
a) becomes a new parcel of land created at the request of or on behalf of the
landowner
(
i) as a result of subdivision,
(ii) as a result of separation of the title by registered plan of subdivision, or
(iii) by instrument or any other method,
except where the subdivision creates a first parcel from a previously
unsubdivided quarter
section that is in use for farming operations, at the
time of subdivision,
(
b) is redesignated, at the request of or on behalf of the landowner, under The
City of Lloydminster Land Use Bylaw to another designation, or
(
c) is connected, at the request of or on behalf of the landowner, to water or
sanitary sewer services provided by The City of Lloydminster,
subsection (1) ceases to apply at the end of that taxation year in respect of that portion
of the annexed land and the assessable improvements to it.
(3) After subsection (1) ceases to apply to a portion of the annexed land in a taxation
year, that portion of the annexed land and the assessable improvements to it must be
assessed and taxed for the purposes of property taxes in the same manner as other
property of the same assessment class in The City of Lloydminster is assessed and
taxed.
6 For the purpose of taxation in 2023 and subsequent years, the assessor for The City
of Lloydminster must assess the annexed land and the assessable improvements to it.
7 The City of Lloydminster shall pay to the County of Vermilion River
(a) $189 000 on or before July 1, 2022,
(b) $151 200 on or before July 1, 2023,
(c) $113 400 on or before July 1, 2024,
(d) $75 600 on or before July 1, 2025, and
(e) $37 800 on or before July 1, 2026.
8 This Order in Council is conditional on the issuance of the Order in Council of the
Lieutenant Governor in Council of Saskatchewan referred to in
section 4.

deeper than expected. This project is to replace the hand pump at the Eagle River
Campground.

complete the project, including replacement of damaged fan motors on chiller units
402 and 401, rental fees for a temporary chiller to be brought to site and installed for
redundancy and an investigation to be done by the makeup air units manufacture's
technicians regarding the failure to operate, despite repairs completed. To use other
technicians will void the existing warranty.

Costs were granted for contractor standby costs and sub-trade price increases. As this
is a renovation project, the original contingency amount was still required for
unforeseen site conditions.

installation of a purge fan damper actuators and tie-in to the Building Management
System, supply and installation of nine irrigation valves and two additional actuators,
supply and installation of a new uninterrupted power supply to serve a damper in the
High Head Lab area, supply additional radiator valves, and mechanical thermostatic
control valves. The contractor is confident that additional equipment requirements are
resolved. Additional change orders are not anticipated; therefore, a contingency for
unforeseen work is not included.

- Balcony doors restoration work on the north portico and west wall.
- Stone intervention work from close-up review for remainder of project.
- North Portico repair cracked window header and column base.
- Addition of survey markers to measure future building movement
- Contingency for unforeseen costs required to complete the project.

Contract: Edmonton - Legislature Annex Building and Site Repurposing
Contractor: PCL Construction Management Inc.
Reason for Increase: While completing contract work, PCL Construction
Management (PCL) exposed extensive presence of hazardous materials in floor
leveling compound, covered mechanical shafts, windows and exterior spandrels
increasing the amount of abatement required and changing methodology for
demolition. Three change orders totaling $163,668 are approved; three change orders
totaling $2,292,480 are pending approval and additional changes estimated at
$1,140,000 are expected during the remaining work.

materials and contingency for any unforeseen changes to complete the project that
were unidentified due to missing building information and drawings.

east block - north third floor plywood infills that were concealed and not addressed in
1990s Exterior Insulated Finishing System project, stairwell steel for curtain wall
support on both stairwells, adjust stoops and railings for east south, overhead door
and contingency for unforeseen changes to complete the project.

Contractor: Rencon Industries Inc.
Reason for Increase: Additional change orders of up to $175,876 are anticipated to
complete the project, which includes architectural, electrical, mechanical, structural,
and contingency for unforeseen costs required to complete the project.

Contract: Leduc - Agrivalue Processing Business Incubator - Facility Expansion
Contractor: Fillmore Construction Management Inc.
Reason for Increase: Due to anticipated budget constraints, the procurement
documents excluded certain scopes of work that were already designed. The
documents indicated the removed scope may be considered for reinstatement after
contract award subject to favorable tender pricing. Results from the Request for
Proposals for Prime Contractor Services were very favorable and the contract was
awarded to Fillmore Construction Management Inc. below the allocated construction
budget. The contract increase was due to the cost of the scope that was reinstated,
which contributed to 24.1% of the 26% increase. The remaining 1.9% increase was
resulted from unforeseen conditions, user changes, design improvements and
coordinations.

Contract: Lloydminster - Dr. Cooke Continuing Care Centre - Demo and Renovation
Contractor: Delnor Construction Ltd.
Reason for Increase: An increase to Delnor's total contract value is required for a 6-
month slowdown of the project, as requested by Saskatchewan Health Authority, due
to the emergence of COVID-19 and the sensitivities involved in working within an
active long term care facility.
The project has also encountered a 3-month delay due to the discovery of pre-existing
water damage found, numerous hazardous abatements throughout the old facility, and
complications to tie in the new palliative washroom into the existing facility, which
amounted to rerouting the entire proposed sewer tie in. Additional structural steel was
also added in the palliative addition to accommodate the patient lift.
Contract Amount: $2,355,000.00

Reason for Increase: Change orders up to $850,000 are anticipated to complete the
