To all to Whom these Presents shall come GREETING

Rod Wacowich, Acting Deputy Minister of Justice and

Acting Deputy Attorney General

WHEREAS

section 98 of the Freedom of Information and Protection of Privacy

Act provides that that Act comes into force on Proclamation; and

WHEREAS

(a) sections 1(1)(f)(ii) and (p)(vi), 4(1)(I), 22, 51(1)(a)(ii), 82(5) and

(6) and 89 of the Freedom of Information and Protection of Privacy Act, as

those provisions relate to local public bodies that are educational bodies

referred to in

section 98(3)(a), (b), (

c) and (

d) of that Act, and

(b)

section 4(1)(

e) of the Freedom of Information and Protection of

Privacy Act,

(hereinafter referred to as the "designated provisions") were to have come

into force on January 4, 1999 in accordance with a Proclamation issued on

August 27, 1997; and

WHEREAS it is now expedient to proclaim that the designated provisions do

not come into force on January 4, 1999 but come into force on September 1,

1999:

NOW KNOW YE THAT by and with the advice and consent of Our Executive

Council of Our Province of Alberta, by virtue of the provisions of the said

Act hereinbefore referred to and of all other power and authority

whatsoever in Us vested in that behalf, We have ordered and declared and do

hereby proclaim

(

a) that the designated provisions do not come into force on January 4,

1999, but come into force on September 1, 1999, and

(

b) that the Proclamation dated August 27, 1997 issued in respect of the

Freedom of Information and Protection of Privacy Act is amended by

rescinding the following, effective on the date of issue of this

Proclamation:

"(

b) as they relate to local public bodies that are educational

bodies referred to in

section 98(3)(a), (b), (

c) and (

d) of that Act, in

force on January 4, 1999;", and

"section 4(1)(

e) of the Freedom of Information and Protection of

Privacy Act in force on January 4, 1999."

NOTICE OF INTENTION TO DESIGNATE PROVINCIAL HISTORIC RESOURCE

Notice is hereby given that sixty days from the date of service of this

Notice, the Minister of Community Development intends to make an Order

designating the structure known as the Arlington Apartments, together with

the land legally described as plan B, block 5, lots 51 and 52, and

municipally located at 10524-100 Avenue, Edmonton, Alberta

be designated as a Provincial Historic Resource under

section 16 of the

Historical Resources Act, R.S.A. 1980 c.H-8 as amended.

The reasons for the designation are as follows:

Built by Robert Grant of Winnipeg in 1909, at an estimated cost of $150,000

the Arlington was one of the first apartment buildings in Edmonton's

downtown core. Initially the Arlington was owned by a consortium of eight

investors, including the banker, George Swaisland, who initiated the

Arlington Apartment Company, a lumber dealer and alderman, D.R. Fraser, and

Grant himself. Being five stories high and containing 49 suites of anywhere

from two to six rooms, the Arlington would prove to be the largest of the

pre-World War I apartment blocks in Edmonton.

Although not overly ornate, the Arlington has remained essentially

unaltered over the years, both structurally and in its purpose to

facilitate high density inner city residential use. The historical

significance of the Arlington lies primarily in its representation of the

dynamic growth of Edmonton shortly before World War I, when the demands of

the time warranted the advent of such large apartment blocks near the

downtown core. As the least altered example of Edmonton's large apartment

blocks, the Arlington provides much insight into inner city dwelling in

Edmonton during the early part of the century.

It is therefore considered that the preservation and protection of the

resource is in the public interest.

Head-Smashed-In Buffalo Jump Special Place, together with the land legally

described as shown on Appendix A, and located in the M.D. of Willow Creek

No. 26, Alberta as a Provincial Historical Resource,

2. Give notice that pursuant to

section 16, subsection (9) of that Act,

no person shall destroy, disturb, alter, restore, or repair any Provincial

Historic Resource or remove any historic object from a Provincial Historic

Resource without the written approval of the Minister.

3. Further give notice that the following provisions of that Act now

apply in cases of sale or inheritance of the above mentioned resource:

(11) the owner of an historic resource that is subject to an order

under subsection (1) shall at least 30 days prior to the sale or any other

disposition of the historic resource, serve notice of the proposed or other

disposition upon the Minister,

(12) when a person inherits an historic resource that is subject to

an order under subsection (1), that person shall notify the Minister of the

inheritance within 15 days of the historic resource being transferred to

him.

Certified General Accountants' Association of Canada

Notice is hereby given that the Certified General Accountants' Association

of Canada, a body incorporated by

chapter 116 of the Statutes of Canada,

1913, will apply to the Parliament of Canada, at the present session or at

either of the two following sessions, for a private Act to amend its Act of

the "Certified General Accountants Association of Canada"; to provide the

Association with the French name "Association des comptables g‚n‚raux

accr‚dit‚s du Canada"; to give the Association the short-form name

"CGA-Canada"; to modernize the incorporating Act, including amending the

Association's objects and powers; and to make such other technical or

incidental changes to the Act as may be appropriate.
