Culture, Multiculturalism and Status of Women

Notice of Intention to Designate a Provincial Historic Resource

(Historical Resources Act)

Notice is hereby given that no less than sixty days from the date of service of this

Notice and its publication in the Alberta Gazette, the Minister of Culture,

Multiculturalism and Status of Women intends to make an Order that the site known

as the:

Athabasca Public School, together with the land legally described as:

Plan 7720472

Block 20

Lot A

excepting thereout all mines and minerals

and municipally located in Athabasca, Alberta

be designated as a Provincial Historic Resource under

Section 20 of the Historical

Resources Act, RSA 2000 cH-9.

The reasons for the designation are as follows: The Athabasca Public School

possesses heritage value as an excellent example of Edwardian-era, Collegiate Gothic

architecture. It is also significant as a representation of institutional construction

trends in pre-First World War, small-town Alberta.

Fuelled by resource and railway speculation, the community of Athabasca Landing

experienced tremendous growth in the pre-First World War period. The Village

obtained Town status in 1911 and was renamed Athabasca in 1913. The pace of

growth and a devastating fire in 1913 necessitated the construction of new buildings.

Many of these buildings, such as the Athabasca Methodist (now United) Church and

the Grand Union Hotel, were impressively large for such a small community,

reflecting the town's optimism and anticipation of future growth. Similar is the

Athabasca Public School, which was built during the winter of 1913-14 to replace

smaller, crowded schoolhouses. The new public school was an impressive two-storey

Collegiate Gothic style building, which was described at the time as "beautiful and

colossal." This style is based on that of many historic European academic institutions,

notably the Oxbridge universities. It is characterized by robust construction, towers,

parapets and battlements, Gothic and Tudor arches and massive entry portals. Exterior

decorative elements, such as sills and lintels, quoins, capstones, cornices and parapets,

are typically executed with lighter-coloured sandstone, limestone or concrete,

contrasting sharply with the dark red brick usually used as the primary construction

material. This style's association with Old World educational traditions made it a

popular choice in nineteenth- and early twentieth-century North America, and it was

used extensively for urban schools and academic buildings throughout Alberta,

mostly in Calgary and Edmonton, but also in some smaller centres.

The onset of the First World War, as well as decisions made by the railways,

frustrated the town's expectations. The Canadian Northern Railway ended at the

town, and other railways bypassed the community completely. In spite of this turn of

events, the continued presence of the impressive Athabasca Public School and nearby

Athabasca United Church testifies to the expectations many of Alberta's smaller

communities had of becoming leading urban centres. The school, with subsequent

additions to the rear, remained in use until the mid-1960s, at which time it became a

community arts centre and office building.

Contract Increases Approved Pursuant to Treasury Board Directive 02/2005

Contract: Allison Creek - Brood Trout Station - Recirculation Aquaculture System

(RAS) Upgrades and Building Addition

Contractor: Lexon Projects Inc.

Reason for Increase: Additional change orders are anticipated to complete the

upgrades, including extended general conditions to accommodate for

schedule delays

during redesign of drain lines, bio-filter pits and piping, additional materials and

labour to accommodated the bio-filter pit indoors, relocation of electrical panel and

existing HVAC units to accommodate new building and electrical upgrades, site

restoration for drain line replacement and contingency for unforeseen site conditions

to complete the project.

Contract Amount: $4,789,130.00

% Increase: 26%

Approval of Purchaser's Protection Program

(Condominium Property Act)

On August 10, 2020, the Minister of Service Alberta, Nate Glubish, approved the

Purchaser's Protection Program for The Alberta New Home Warranty Program,

revised May 6, 2020. This program will be delivered by the New Warranty Insurance

(Canada) Corporation and replaces the program approved for The Alberta New Home

Warranty Program on December 1, 2008.

The Condominium Property Regulation requires a notice summarizing the terms and

conditions of the program and a notice of the approval of the program by the Minister

before the program is applied in respect of any property.

A purchaser protection program must comply with

section 67 of the Condominium

Property Regulation and provide protection against a loss by a purchaser because a

developer fails to complete construction of the units or common property. Where a

developer is covered by a purchaser's protection program, the developer must provide

a certificate to the purchaser containing information specified in the Regulation about

the program and its effective dates and coverage.

The May 6, 2020 revision of The Alberta New Home Warranty Program states that it

is delivered by the New Warranty Insurance (Canada) Corporation. This revised

program will provide deposit protection insurance for a condominium containing

units that are attached to one or more other self-contained dwelling units in a

registered Condominium Plan. The limit of liability of the warranty provider under

the condominium deposit protection insurance policy is the lesser of fifty thousand

($50,000.00) dollars or one million five hundred thousand ($1,500,000.00) dollars,

divided by the number of new units within the Condominium Plan that have been

enrolled by New Warranty Insurance (Canada) Corporation. In the event of a default,

the warranty provider agrees to indemnify the Insured (the purchasers), subject to the

terms, conditions and exclusions of the policy.
